JOB DETAILS:
Human Resource Specialist - Recruitment & Benefits
Job Location: Kampala - Central Region, Uganda
Job Summary: Responsible for effective and efficient coordination of the recruitment process for MTI Uganda including candidate sourcing, screening, interviewing & selection, and onboarding as well as manage the staff benefits of health and accident insurance with all related tasks as per MTI HR and donor policies and legal regulations.
Reports to: Director, HR & Administration

Job Responsibilities
Recruitment and onboarding
• Contribute to strategic workforce planning and needs assessment process.
• Manage the recruitment process by coordinating the HR team across the regions including requisitions, posting job advertisements, resume screening, conducting interviews, processing background checks, and giving candidate feedback as per the HR policies
• Coordinate the recruitment and related policy reviews in liaison with the HR & Administration Director
• Lead brainstorming and innovative methods of filling vacancies and providing solutions for Medical Teams in collaboration with hiring managers
• Maintain a Recruitment tracker of all ongoing vacancies
• Manage the Applicant tracking system and platforms for vacancy postings and build the capacity of HR staff on ATS and all other recruitment related documentations
• Maintain all recruitment documentation requisitions, interview documents and interview reports for reference as per the HR policies and audit requirements
• Ensure all new hire paperwork for new hires reporting is completed and coordinated in liaison with the HR team
• Maintain a talent pool or talent bank for all potential candidates
• Facilitate onboarding processes to ensure all new staff are informed of Medical Teams policies and benefits, job duties and equipped with the tools to perform their job
• Participate in forums, networks, and meetings where there may be a strategic benefit to Recruitment department and MTI as a whole.
• Complete all monthly, quarterly, and annual donor reports and HR Summary reports as required

Staff benefits management Health and Life(GPA) insurance
• Manage the medical and GPA -accident insurance schemes and ensure related information is updated always and respective accounts managed
• Act as the contact person and coordinate between Medical Teams and the Insurance service providers to ensure effective running of the schemes
• Ensure understanding of the benefits contracts by the HR team and staff and that the contracts run as per the terms and conditions
• Data entry, tracking and updating of insurance information in the ERP system accurately
• Support staff health and safety through ensuring insurance enrollment forms are completed, injury claims are processed, and safety incidents are reported in time
• Coordinate, track, and facilitate all new employees to join and leavers to exit the insurance schemes
• Liaise with field HR and managers/supervisors to handle accidents and emergencies arising according to the MTI policy
• Complete all monthly, quarterly, and annual donor reports and HR Summary reports as required

Other Duties:
Ensure the Safeguarding of program participants and employees through promoting an environment of awareness and upholding the code of conduct provisions of Medical Teams Protection from Sexual Exploitation & Abuse, Child & Vulnerable Adult protection, and harassment-free workplace policies.
Additional duties as assigned

Education, Experience & Membership
• Bachelors Degree in Human Resource Management, Industrial and Organizational Psychology or equivalent is required
• Membership in the Human Resource Association required
• Minimum of 5 years of HR generalist experience with at least 2 years with emphasis on recruitment and benefits administration
• MUST have proficiency in using an Applicant Tracking System
• Extensive experience in emergency recruitment and innovative hiring
• Experience managing staff welfare and benefits
• Experience working with INGOs is an added advantage

KNOWLEDGE
• Knowledge of HR functions including pay & benefits, recruitment, onboarding and
• Basic knowledge of Uganda labour laws
• Basic knowledge of ERP database system or applicant tracking system

SKILLS
• Skilled in using ERP or HRIS database system to manage staff records
• Skilled in coaching managers and capacity building
• Excellent interpersonal and communication skills
• Skilled at using Microsoft Word, Excel and Outlook

ABILITIES
• Ability to prioritize tasks to meet deadlines
• Ability to be flexible and manage stress, especially in situations which require a high degree of sensitivity, tact, and diplomacy
• Ability to be honest and foster an atmosphere of trust and integrity
• Ability to hold staff accountable to work responsibilities, Medical Teams protocol and ethical standards
• Ability to maintain detailed records with high accuracy
• Ability to maintain confidentiality of highly sensitive information
• Ability to support Medical Teams Calling and adhere to the Medical Teams Code of Conduct

Physical Conditions
This position requires frequent travel to health facilities located in remote areas with very basic living conditions.
