About Refactory
Refactory Limited (Refactory) is an academy that seeks to address the challenge of
youth unemployment by closing the skills gap for talent in software & tech-related fields
in Africa. Refactory was established by four partners; Clarke International University
(CIU), Laboremus Uganda Ltd, and Fontes Foundation and Youth With A Mission UK.

Specific Terms of Reference
Role Description
The Human Resources (HR) Consultant will provide expert guidance and support in the
development and implementation of human resources strategies, policies, and
practices for Refactory. This role involves assessing HR needs, designing HR systems,
recruitment and offering recommendations to optimise talent engagement and
organisational effectiveness.

Key Responsibilities
HR Strategy and Planning
● Conduct a comprehensive review and update of the academy's current HR
policies, Code of Conduct and employee handbook to ensure compliance with
relevant laws, regulations, and best practices. Develop the Conflict of Interest
Policy and conduct staff sensitization of all policies.
● Assess organisational needs and objectives to develop HR strategies aligned with
the academy's mission, vision, and goals.
● Develop and implement tools and systems for Human Resource overall
management.
● Support and train relevant staff to ensure understanding of labour laws and
compliance.
● Give guidance on legal and regulatory requirements related to employment,
labour relations, and workplace safety.
● Assist in the development of HR-related documentation, including contracts,
agreements, and disciplinary procedures.
Talent Acquisition and Recruitment
● Design comprehensive workforce planning models to anticipate and address
staffing needs aligned with Refactory Academy’s strategic growth objectives,
including the achievement of 10X performance goals.
● Develop recruitment strategies and sourcing plans to attract top talent for
teaching, administrative, and support roles.
● Develop strategies and processes to guide staff onboarding to ensure that due
process is followed
Performance Management
● Design performance management systems, including performance appraisal
processes, goal-setting frameworks, and feedback mechanisms.
● Develop performance metrics and key performance indicators (KPIs) to evaluate
individual and team performance.
● Provide training and support to leads and supervisors on performance
management practices and techniques.
Learning and Development
● Design tools to identify learning needs and competence gaps among staff and
develop training plan templates to address them.
● Design processes regarding identification of training programs, workshops, and
development initiatives to enhance staff skills and capabilities.
● Design tools to evaluate the effectiveness of training interventions and make
recommendations for improvement.
Employee Relations and Engagement
● Provide guidance and support to resolve employee relation issues, conflicts, and
grievances in a fair and timely manner.
● Develop strategies to foster a positive work environment, enhance employee
morale, and promote employee engagement.
● Conduct employee satisfaction surveys, focus groups, and feedback sessions to
assess employee perceptions and identify areas for improvement.
HR Analytics and Reporting Frameworks
● Develop and establish robust HR analytics and reporting systems to monitor and
evaluate key performance metrics, including recruitment effectiveness,
employee turnover, and workforce productivity.
● Provide actionable insights derived from data analysis to inform evidence-based
strategic decisions and drive continuous improvement in HR processes.
Compensation and Benefits Review
● Conduct a comprehensive review of the academy's current compensation and
benefits structures to assess alignment with organizational goals and industry
benchmarks.
● Perform market research and comparative analyses to ensure that remuneration
packages are competitive, equitable, and in compliance with applicable labour
laws and regulations.
● Develop recommendations for designing or enhancing salary scales, benefits
programs, and incentive schemes to attract, retain, and motivate top talent.
● Provide a detailed implementation plan for the recommended changes,
including timelines, cost analysis, and potential impact on staff satisfaction and
organisational objectives.
● Support the development of policies and guidelines to maintain transparency
and fairness in compensation management.

Qualifications and Experience
● Master's degree in Human Resources Management, Organisational Psychology,
Business Administration, or a related field.
● At least 7 years of experience in human resources management, preferably in
the education or technology sector.
● Strong knowledge of HR principles, practices, and procedures, including talent
acquisition, performance management, learning and development, and
employee relations.
● Experience in setting up HR functions in an organisation from the ground.
● Experience in working with diverse teams and stakeholders in multicultural
environments.
● Excellent communication, interpersonal, and problem-solving skills.
● Ability to work independently, manage multiple projects simultaneously, and
meet deadlines.
● Certification in human resources management (e.g., SHRM-CP, PHR) is desirable.

Reporting Structure
The HR Consultant will report to the Executive Director and work closely with the Head
of Strategy.
