JOB DETAILS:
Overview:
• URC is seeking an experienced Human Resource Officer for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional-, district-, facility-, and community-levels.

Responsibilities:
• The Human Resource Officer will be responsible for providing HR and administrative support to the Human Resource function in the Regional Office in line with URC policies and Guidelines.

Specific responsibilities include the following:
• Provide HR support through coordination of recruitment process such as advertising vacancies, collecting CVs, screening candidates, and setting up interviews for selected applicants with the relevant staff on the project, providing interview feedback.
• Facilitate orientation of new employees and ensure that the URC and USAID rules/ policies/procedures are well understood by all staff, providing guidance as necessary.
• Coordinate new staff orientation, onboarding, and other HR initiatives.
• Ensure support staff enrollment in local benefit plans staff i.e., provident fund, medical and group personal accident insurance service providers as appropriate and follow up invoices for payment.
• Provide support and follow up the timely submission of electronic and paper timesheets, and the timely completion and submission of Labor Adjustment Forms, when needed.
• Maintain and update the project/personnel paper and electronic files. Keep files in an organized, orderly manner so that records can be referred to and deciphered clearly in the event of an audit or need for historical information.
• Photocopy or scan where necessary the required copies of staff documents
• Maintain an updated leave management database.
• Support the separation of employees due to resignation, termination and ensure that all the necessary exit documentation is completed.
• Set up appraisal schedules with line managers for probation & annual appraisal and follow up the submission of the appraisals.
• Perform any other task assigned by supervisor, HR Manager and/ or the Regional Program Director.

Qualifications:
Required Experience and Qualifications

• Bachelor’s degree in Human Resource Management, Organizational/Industrial Psychology, Organizational Development or relevant field
• A post graduate qualification in a related field is an added advantage
• 3 years of experience working in a busy NGO or business environment with demonstrated Human Resources Management experience and high level of responsibility and integrity
• Demonstrated ability to work in teams
• Ability to multi-task in a high-paced environment
• Excellent interpersonal and written communication skills, particularly as related to report development
• Proficiency with MS Office, with excellent MS Word and Excel skills
• Experience with USAID and donor projects is highly desirable
