JOB DETAILS:

Main Purpose of the Job:
To maintain and provide support for various HR employee programs by coordinating, monitoring and implementation of Human Resource plans and policies.

Key Outputs

Key Duties and Responsibilities
• Identify gaps within the current HR systems and benchmark with other HR practitioners to maintain operational HR systems that are relevant in the organization.
• Oversee human resource planning to ensure optimum staff levels for all TAF (AIC) units and prepare periodic manpower statistics for management information.
• Monitor the staffing situation throughout TAF (AIC) by reviewing staff levels, identify staff gaps,
• Compile data on vacancies and other inadequacies.
• Participate in the TAF (AIC) recruitment process, write and review interview reports before they are forwarded for necessary approvals
• Implement and monitor staff recruitment and deployment
• Coordinate the staff induction process and monitor all staff on probation to ensure that they are confirmed in service
• Prepare a pre and post evaluation summary of all new employees to check understanding of the policy provisions
• Make arrangements for the implementation of decisions on confirmation and promotion of staff
• Implement strategies for increasing staff motivation including bonuses and general entitlements in line with the approved human resource manual
• Provide employee counselling and effectively manage staff employee relations
• Draft and periodically review Human Resource forms and maintain updated Human Resource Management Systems
• Verify timesheets and ensure that they are in line with the donor allocations
• Manage and analyze the staff Attendance System at HQ and provide periodic updates
• Monitor expiry of staff contracts and make arrangements to keep them valid
• Take lead in coordinating staff team building events
• Create a conducive working environment for staff in line with the occupational health and safety guidelines
• Develop performance management systems/ tools that are applicable to TAF (AIC) and for each job in consultation with job holders
• Train and sensitize staff in the use of the performance management systems and tools
• Develop guidelines for performance management and enforce the performance management guidelines to ensure compliance
• Develop rewards and punishments for compliance & non-compliance systems in relation to PM
• Oversee staff development to ensure competent staff at all levels
• Conduct a needs assessment to Identify performance skills gaps
• Maintain an updated skills inventory and ensure that staff trainings are budgeted for
• Liaise with the supervisor to conduct an in-house training and follow up on training reports for TAF (AIC) sponsored trainings
• Provide career guidance and planning to develop a staff training and development plan
• Manage the staff exit process in line with TAF (AIC)’s separation guidelines and conduct post exit counselling to TAF (AIC) staff
• Follow up and ensure that exiting staff have fully cleared with TAF (AIC) to have their benefits processed

PERSON SPECIFICATION: Human Resources Manager
• Minimum Academic Qualifications: Master’s Degree in Management studies HR option, Business Administration HR option, Organizational Psychology.

• 4 years in the provision of human resource services.

• Knowledge in Uganda Labour Laws.
