JOB DETAILS:
Overview:
• URC is seeking an experienced Human Resources for Health Advisor for Acholi (Gulu), Bugisu (Mbale), Busoga (Jinja) and Karamoja (Moroto) for the USAID Uganda Health Activity (UHA), a five-year program. The purpose of UHA is to support the Government of Uganda’s (GOU’s) efforts to increase the survival and well-being of vulnerable populations and improve overall health system resilience in seven priority regions. The program will strengthen the quality and availability of MNCH, FP/RH, nutrition, and facility-level WASH services as well as health systems at the regional-, district-, facility-, and community-levels.

Responsibilities:
• The Human Resources for Health Advisor is responsible for providing technical leadership and coordination for the projects human resources strengthening activities. A key responsibility is to ensure adequate and appropriate Human Resources for Health recruited, retained, and well managed by the districts. This includes production, planning and management of HRH, to contribute to increasing the: quantity and quality of healthcare workers in Uganda. He/she will closely work with the other technical advisors including Quality Improvement, Supply Chain, Laboratory systems, and District cluster team. For coordinating regional implementation of project M&E systems to measure and document program processes, outputs, and results by routinely and systematically collecting, analyzing, and presenting program data for Activity staff, partners as well as the donors.

Specific responsibilities include the following:
• Support the functionality, use and maintenance of the National Human Resource Information System (HRIS). Provide technical assistance for its implementation and monitoring as it is being implemented in the target districts.
• Work with partners and district human resources and health departments to provide
• technical support for effectively managing the system to generate reliable data for the decision. makers.
• Specifically, work with MOH, Districts and other stakeholders to ensure the supported positions are transitioned to Districts/MOH with minimal interruption of service delivery.
• Be familiar with the government planning cycle, orient districts on the planning guidelines and support them to identify priorities and generate HRH action plans and budgets ('including recruitment, maintenance of HRIS, retention and motivation of health workers and performance management).
• Liaise with District Service Commissions to ensure optimal functionality. Support districts to prepare plans and recruit new staff to increase the percentage of approved posts filled by trained health workers
• Capacity building for health managers in leadership and management to improve motivation and work climate for health workers.
• Support Districts with the establishment of performance management of health workers including routine performance appraisal, following the MOPS Results oriented Management framework for public servants and the MOH performance management implementation strategy to strengthen capacity for performance management.
• Guided by the MOH motivation and retention strategy, support districts to reward best performing health units and health workers. Monitor health worker retention by the districts
• Promote innovations for the efficient use of available staff considering constraints

Qualifications:
Required Experience and Qualifications

• Master's degree in public health, health management, or another relevant field.
• 8 years of professional work experience in Health Service Delivery, Health Communications, and health systems strengthening with experience at community-level (experience with community health workers is an added advantage)
• Experience in implementation of HRH activities at district and community level including WISIN methodology, HRIS and performance management.
• Demonstrable experience in working with multiple stakeholders.

Desired Experience and Qualifications
• Previous experience working with URC and USAID is an added advantage.
