JOB DETAILS:

Main Purpose of the Job:
The Human Resources for Health Officer will support to strengthen the capacities of Human Resources for Health and Community Volunteers in the implementation of the project activities. S/he will work with the Health and Community Systems Advisors to enhance health and community systems performance, service quality and build HR systems to ensure that the HRH have the skills to effectively use resources to achieve project objectives.

• A comprehensive, well-coordinated and integrated HRH information System developed
• Training needs assessment for HRH conducted and performance monitored
• HRH records and documents managed and filed
• HRH and Community Volunteers payments processed in time
• Monthly and annual reports developed and submitted in time

Key Duties and Responsibilities
• Design staff capacity assessments and establish baselines to measure progress and develop customized performance programs.
• Prepare a Job description Manuals for the HRH and ensure that all staff/ volunteers have job descriptions.
• Lead the implementation of the performance solutions package by mentoring partner staff in a wide range of areas to help increase their capabilities to perform their duties and achieve their targets.
• Provide guidance and support in designing and delivering performance plans and oversee adherence to project plans.
• Seek continuous feedback from the community based and district partners in order to ascertain their satisfaction on the HRH performance in the delivery of services.
• Work with the respective DHOs to deploy HRH to HIV targeted PHFs, retain, or supply to attain and maintain an adequately sized, equitably distributed, appropriately skilled, motivated and productive workforce.
• Provide technical assistance in the recruitment of Community Volunteers in line with required standards.
• Develop a comprehensive, well-coordinated and integrated HRH Information System for all supported PHFs.
• Conduct Training Needs Assessments for HRH and develop training plans to ensure adequate, relevant, well mixed and competent community focused health workforce.
• Prepare HRH contracts and other engagements in line with the guidelines
• Monitor HRH optimal levels on a quarterly basis and ensure that timely replacements are done to fill the gaps.
• Ensure that all timesheets are submitted and monitor attendance on a monthly basis.
• Process IDs for all Community Volunteers and ensure that all their personal records are filed.
• Work with the Cluster Heads to ensure that all HRH have personnel files and appraisals are done.
• Prepare monthly pay schedules for HRH and Community Volunteers and ensure that payments are affected in time.
• Prepare and submit monthly, quarterly and annual reports.

PERSON SPECIFICATION: Human Resources for Health Officer
Minimum Academic Qualifications;
• Bachelors’ degree in Human Resource, Organizational Psychology, SWASA or Social Sciences, plus a Post-graduate Diploma in Human Resource Management

Additional Training;
• Training of Trainers
• Performance Management
• Minimum working Experience and Exposure;
• 4 years in the provision of human resource services in a health system strengthening setting Special

Knowledge
• Records Management
• Uganda Labour Laws
• Managing Performance in Public Health Facilities

Bachelor Degree
