Project: Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)

Background
The purpose of the Global Health Supply Chain - Procurement and Supply Management (GHSC-PSM)
Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief
(PEPFAR) and President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain.

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:
• Global Commodity Procurement and Logistics
• Systems and Operational Support
• Global and local collaboration to improve availability of health commodities

Purpose
The IT Specialist is responsible for providing IT support to the project offices, including the setup and maintenance of the IT environment, implementation of procedures to ensure data integrity, and management of office servers to ensure security and proper project data archiving. The IT Specialist directly reports to the Operations & Finance Director.

Principal Duties and Responsibilities
• Lead the project’s procurement of IT equipment for the office and technical activities according to USAID regulations
• Ensure that server and IT connections are maintained and address any technical difficulties appropriately
• Administer and manage IT equipment, including inventory management, software versions, server and workstation updates, licenses, etc.
• Maintain software and hardware related to servers, firewalls, switches, desktop computers, laptops, printers, scanners, etc.
• Ensure compliance with Chemonics’ cybersecurity safety standards and policies
• Administer and manage a file-sharing server with regular back-ups
• Serve on evaluation committees for IT-related procurements as technical expert and review all quotations to determine if they are technically acceptable
• Establish and implement IT security policies and procedures
• Provide timely technical support to project personnel on and as needed basis, including occasional travel
• Serve as technical liaison with vendors who provide IT equipment, internet, or telecommunications services to the project to ensure technical compatibility with software and equipment, as well as troubleshoot any issues
• Assist with the implementation of project initiatives which involve IT input, such as videos and other media efforts
• Perform other tasks as necessary as assigned by the Finance Manager

Qualifications and Desired Attributes
• BSc Information Technology or its equivalent from a recognized university in Uganda
• Computer operations training, or experience in multi operation system preferred
• Experience with Office 365; Identity Providers (IdP) like Microsoft Active Directory/Azure
Active Directory’ configuration management systems like Group Policy, SCCM, Microsoft
Endpoint Manager; networking fundamentals (LAN/WAN), preferably on Meraki products
• Knowledge in hardware maintenance and repairs
• Minimum of 4 years’ relevant IT working experience
• Prior experience with USAID-funded projects or GHSC-PSM preferred
• Strong verbal and written communication skills in English
• Proven ability to set priorities, multi-task, and work collaboratively as well as independently • Excellent interpersonal skills

Level of Effort and Location
This long-term position will be based in Kampala, Uganda with intermittent travel throughout the country, as needed.

Supervision
The IT Specialist will report directly to the Operations and Finance Director or his/her designee.
