Job Purpose
The ICT Manager plays a pivotal role in identifying and coordinating the provision of ICT services in the Uganda offices. Their mission is to harness existing systems to drive enhanced impact, decreased costs, and improved efficiency, underscoring the crucial role they play in the organization's success.
The position-holder will be responsible for managing ICT-related matters for Clarkson Offices in Uganda and may also be required to support Clarkson offices in Kenya, Tanzania, Zambia, and any other subsidiaries set up in the future. The selected person will be an individual who is highly competent, results-oriented and a self-driven professional with an innovative approach to business.

KEY RESPONSIBILITIES
Leads the Development & Implementation of the ICT Strategy
• Work collaboratively with Clarkson EXCO and Management to develop ICT plans that facilitate the overall strategy and business plan implementation.
• Proactively liaise with Clarkson Staff and Managers to understand what information management and communication needs they have and what operational challenges are currently being experienced.
• Work with the chief financial officer to develop and lead the implementation of an overall ICT strategy, operational plan and budget that will cost-effectively drive enhanced effectiveness and be aligned with Clarkson’s strategy.
• Keep up to date with emerging technology, software advances, and best practices in ICT; provide expert advice on tools and technologies that can be adapted to enhance the effectiveness of operations and increase the impact of programming.
• Develop and review policies and procedures for ICT/MIS and participate in reviewing organisation-wide policies as relevant; ensure that policies and procedures are communicated to staff in a format they can easily understand and apply.

System Development & Management
• Lead the planning, design, documentation and implementation of systems, tools, and data infrastructure.
• Develop and maintain an organisation-wide map of Clarkson's systems, aiming wherever possible to integrate diverse systems, eliminate requirements for repeat data entry and ensure users' needs for accurate, timely and relevant information are met.
• In line with the strategy, develop and oversee the implementation of annual IT roadmaps; ensure projects are achieved on time and to standard.
• Develop and maintain system recovery plans in the event of power failure, system damage, etc. Facilitate the correction of any system failures.
• Develop and maintain Clarkson's information management systems, mainly liaising with colleagues with significant data/knowledge management requirements to optimise efficient storage, curation, and information retrieval.
• Provide end-to-end project management for systems development initiatives, ensuring that desired outcomes are achieved on time and to standard; provide support to the projects of colleagues whenever there is a technological component (e.g. by participating in project teams)

Resource Management
• Manage the purchasing, installation, maintenance and management of
• Clarkson ICT resources, including hardware, software, equipment and the ICT budget.
• Install and configure new ICT equipment and software to ensure that it is fully functional; ensure that the physical structure (wireless & cabling, shared resources like printer, copier, scanners) is well organised with sufficient power backup, safe cabling and easy access from every workstation.
• Organise routine maintenance of ICT equipment, ensuring schedules are developed and adhered to; coordinate the disposal of non-functional equipment according to donor and organisational guidelines.
• Manage Clarkson's servers, ensuring they are fit for purpose and fully functioning at all times; review server logs & resource utilisation to ensure sufficient capacity and carry out periodic preventative maintenance and housekeeping.
• Liaise with the finance team to keep an asset register of ICT resources; this includes developing systems and procedures for tracking the physical location of assets (particularly mobile devices).

Risk & Compliance Management
• Lead on identifying Clarkson's ICT-related risks and the development & implementation of risk-management controls and practices.

• Work with the CFO to conduct a comprehensive risk analysis for all ICT-related activities; lead the implementation of risk-mitigating policies, procedures and ways of working.
• Develop and implement Standard Operating Procedures for managing the risks identified above, including but not limited to:
• Conduct continuous checks of firewalls and anti-virus software to ensure sufficient capacity relative to all electronic traffic in and out of the organisation
• Ensure that all users are set up on the chosen antivirus software and stations automated to scan and update the antivirus at least weekly
• Carry out backup routines, ensuring weekly, monthly and annual backups are made to the central repository and off-site
• Ensure that there are tight controls on staff access to critical systems and databases and that administrative rights are only granted to competent, reliable individuals • Ensure that an appropriate disaster recovery mechanism is in place to recover all data in the event of a system failure; conduct periodic checks to ensure that systems can be restored with no loss of data and put in place all recommended measures to ensure business continuity
• Ensure statistics and reports are generated detailing downtime and mean time to recovery and that service level agreements are managed and adhered to

People Management
• Ensure that the ICT team is resourced with high-performing and well-motivated staff, consultants and outsourced service providers to deliver efficiently and effectively against ICT strategy and plans; ensure continuous staff development.
• Liaise with the operations/procurement manager to select suitable Internet Service Providers; proactively manage the relationship, aiming to ensure 24/7 continuity of service with data speeds and adequate allowances to support effective working.
• Ensure that users are informed of the available services and have a quick and easy mechanism for requesting support; in case of a high volume of requests for support, develop a system for prioritising and communicating timelines for resolving customer issues.
• Set up mechanisms for ensuring business continuity during the changeover to new systems, including providing feedback loops to alert the team to implementation problems and ensure sufficient resources are in place to deal with any issues quickly.

REQUIREMENTS OF THE ROLE
Academic and Professional Qualifications
• Bachelor’s Degree in Systems and Information Technology, Computer Science or related.
• A Master’s Degree will be an added advantage.
• Possess relevant certifications, e.g. ITIL, CCNA, CISA and MCSA.

Essential Experience,
Knowledge, and Skills
o A minimum of 4 years relevant experience in a supervisory or managerial position · Experience in the insurance sector will be an added advantage.
o Experience managing and supporting Enterprise Resource Planning Systems and Electronic Document Management Systems is an added advantage.
o Experience in Sophos, Kaspersky & Unifi Technologies is an added advantage.
o Excellent interpersonal and leadership skills with highly demonstrable competencies in performance management.
o Proven strong project management skills, working well with diverse stakeholders and development groups.
o Experience in business continuity management, including data and cybersecurity risk management across a geographically distributed organisation.
o Proactive communicator with excellent oral and written communication skills; strong customer support orientation.
o Resourceful and dependable problem solver with a strong sense of ownership and accountability.
