INVITATION TO TENDER FOR CONSULTANCY SERVICES FOR THE IMPACT ASSESSMENT, THE DEVELOPMENT OF COMMUNICATION PRODUCTS, AND THE ORGANISATION OF A CLOSING EVENT IN RELATION TO THE LAST MILE RESULTS BASED FINANCING PROJECT

Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a public-benefit German company with worldwide operations in the field of international cooperation for sustainable development. Energising Development (EnDev) is a global multi-donor partnership implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) that facilitates market-based access to modern energy services in over 20 countries worldwide. In Uganda, EnDev collaborates with the Ministry of Energy and Mineral Development in providing support to solar distributors to facilitate access to modern energy services for households, social institutions, and small and medium enterprises.

Objective

In its solar component EnDev (in cooperation with the Private Sector Foundation Uganda -PSFU) implemented the Last Mile Results Based Financing Project (LMRBF), which was financed by USAID (United States Agency for International Development) and SDC (the Swiss Agency for Development and Cooperation).

The aim of the project was to promote solar energy access to Tier 2 solar home systems (SHS) to last-mile households in Uganda within the project period of September 2020 to December 2022.

EnDev is therefore looking for a consultancy to examine the overall impact of the Last Mile RBF Pilot Project for the participating solar companies and their customers, developing communication material and organizing a project closing event based on the outcomes of the impact assessment.

Eligibility criteria

Qualified and experienced bidders registered and operating in Uganda are encouraged to apply. Interested bidders can also apply as a consortium with one company acting as a lead agency. For companies wishing to submit as a consortium, the legal documents stipulated in the next section must be submitted for all firms as part of the technical proposal.

Eligibility documents required (eligibility assessment grid to be part of tendering documents) and assessment will be done on pass/fail basis. Non-compliant bids will be eliminated.

  • URSB certified Power of attorney authorising signatory to the bids/ offers submitted to sign on behalf of the firm
  • Copy of Tax Registration certificate
  • Valid copy of income tax clearance certificate addressed to GIZ
  • Bid validity period of 120 working days.

Experience required

Applicants should have physical and operational experience in research and/or conducting of needs/ impact assessment studies, MRV in the energy sector in Uganda of at least three (3) years.

Key Staff required for the assignment

Applicants should have an experienced and competent team, with the team/ technical lead of the different work packages having a minimum of 5 years' experience, research and/or conducting of needs/ impact assessment studies, development of knowledge/communication material in the solar off grid energy sector in Uganda, and a minimum of 3 years' experience for the other team members/ pool of experts.

All requests for clarifications to this tendering process shall be shared in writing and should be addressed to GIZ Uganda via email Procurement- giz-uganda@giz.de  at least 5days prior to the bid submission deadline. Bids/ Offers Submission Deadline date and time

Interested bidders should submit their bids/offers electronically by Monday, 30.01.2023 at 4.00pm (EAT) to UG_Quotation@giz.de  indicating in the subject the tender reference number "83429654- Impact Assessment, developing communication material and organizing a project closing event"

  1. Failure to indicate the tender reference number in the subject may disqualify your offer directly as it may fail to be received in the tender box.
  2. Late submissions will not be accepted!
  3. Bids submitted with GIZ staff or other GIZ emails in copy shall be rejected.
  4. Only bids submitted to UG_Quotation@giz.de are acceptable.
  5. You should have offers in PDF and zip folders.
  6. Two separate emails should be used one submitting technical proposal offer and second email submitting Financial Proposal Offer.
  7. Only file transfer https://filetransfer.giz.de/ for submission of documents exceeding the default mail size of 30 MB should be used or use three separate emails one submitting the eligibility documents, a second one submitting the technical proposal/offer and third email submitting Financial Proposal/Offer.
  8. Failure to follow the above instruction may lead your offer to be encrypted and not be accepted.

GIZ remains with full rights to cancel this process at any stage without informing providers and at no cost refund to the providers who participate in this tender process.
