SPECIFIC PROCUREMENT NOTICE / INVITATION FOR BIDS (IFB)
1. The Government of the Republic of Uganda through its Uganda National Roads Authority (UNRA) has recieved financing from the African Development Bank (AfDB) hereinafter called the Bank toward the cost of the Namagumba-Budadiri-Nalugugu Road (39km) and intends to apply part of the proceeds toward payments under the contract for Civil Works for the Upgrading of Namagumba-Budadiri-Nalugugu Road (39km) from Gravel to Paved (Bituminous) Standard. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the Bank's Disbursement Guidelines and procedures for Investment Project Financing..
2. The Uganda National Roads Authority (UNRA) now invites sealed bids from eligible Bidders for the Civil Works for the Upgrading of Namagumba-Budadiri-Nalugugu Road (39km) from Gravel to Paved (Bituminous) Standard. The Road is located in the eastern region of Uganda and traverses Mbale and Sironko districts. The construction period is envisaged to be 36 months. A margin of domestic or regional preference shall not apply. 3. Bidding will be conducted through the Open Competitive Bidding (International), OCBI procedures as specified in the "Procurement Policy for Bank Group Funded Operations," dated October 2015 and is open to all eligible Bidders as defined in the Procurement Framework.

4. This tender is restricted to the member countries of the African Development Bank. Interested eligible Bidders may obtain further information and inspect the Bidding document during office hours [08h00 to 17h00 hours] at the address given below at 9(a).
5. The Bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below at 9(b) and upon payment of a nonrefundable fee of Uganda Shillings 200,000/=. Payment will be to a local bank through the Uganda Revenue Authority payment system. It's upon the presentation of a satisfactory evidence of payment that the bidder will be issued with the bidding document.
6. Bids must be delivered to the address below at 9(c) on or before 11:00 AM local time on 16 March, 2023. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend at the address below at 9(d) at 11.05 A.M. on 16th March, 2023.
7. All Bids must be accompanied by a "Bid Security" of US$ 1,000,000 (One million US dollars).
8. Attention is drawn to the Procurement Framework requiring the Borrower to disclose information on the successful bidder's beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
