Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the German federal company for technical cooperation and has been operating in Uganda since 1964 to promote sustainable development on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The programme “Employment promotion for women for the green transformation in Africa” (WE4D) Uganda aims at integrating women into the labour market and improving employment situations. Through cooperation with private and public sector partners, WE4D is implementing development projects in different sectors, mainly targeting green sectors and IT companies and value chains that are driving the green transformation.

WE4D is a partnership between the German Federal Ministry for Economic Cooperation and Development (BMZ), the EU, the Norwegian Agency for Development Cooperation (Norad), and the Ministry of Gender, Labor and Social Development (GoU).

1. Invitation to Bid

GIZ Uganda through WE4D Project invites bids from competent and eligible firms to provide consultancy services for the Monitoring & Evaluation Services for WE4D-Uganda Program.

2. Requesting for Tender Documents and Terms of Reference

Interested eligible bidders can obtain tender documents and the tender dossier in soft copy form only. To request the bidding/tender documents, please email procurement-giz-uganda@giz.de indicating the tender reference number and the first publication of this tender. Ensure that you include the tender reference number: 83475882 – M&E Services for WE4D-Uganda Program in the subject line of your email.

3. Seeking Clarification Regarding the Bidding Documents, Tender Terms, and Conditions

All requests for clarifications regarding this tendering process must be submitted in writing and addressed to GIZ Uganda via email at procurement-giz-uganda@giz.de at least 5 days before the bid submission deadline. Please include the tender reference number: 83475882 – M&E Services for WE4D-Uganda Program in the subject line of your email.

4. Bid Submission Deadline

Interested bidders should submit their bids/offers electronically by 27.01.2025 at 4:00 PM (EAT) to UG_Quotation@giz.de. Please indicate the tender reference number: 83475882 – M&E Services for WE4D-Uganda Program in the subject line of your email.

5. Important Information to Note

1. Failure to indicate the tender reference number in the subject line or to submit your offer directly as it may fail to be received in the tender box.
2. Late submissions will not be accepted.
3. Only bids submitted to UG_Quotation@giz.de are acceptable. Bids submitted with GIZ staff or other GIZ email contacts will not be considered.
4. You should have priced offer in PDF. Do not encrypt offers since they may be rejected if the technical committee fails to access the proposal. Keep your proposal to a single document and attach all relevant documents as annexures to this proposal.
5. GIZ only uses its transfer service at https://filetransfer.giz.de/ for submitting documents in (g) above, ensure your files do not exceed 30MB.
6. Should you have any further inquiries, please write to procurement-giz-uganda@giz.de at least 5 days before the submission deadline as indicated in section 3 above.
