BACKGROUND
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a public-benefit German company with worldwide operations in the field of international cooperation for sustainable development. GIZ is implementing the Global Program on Sustainable Fisheries and Aquaculture with an overall objective of ensuring food security and reducing poverty under the special initiative "Sustainable Agrifood Systems" of the German Federal Ministry for Economic Cooperation and Development (BMZ).
In Uganda, GIZ has been implementing the Responsible Fisheries Business Chains Project (GIZ RFBCP) as part of this global initiative since October 2016. The core objective of the project is to provide food-insecure populations in Uganda and East Africa with increased access to fish and fish products and increase their income through sustainable Nile perch fisheries. GIZ-RFBCP is focused on three main areas: "More Fish More Income, which promotes value addition in Nile perch fishery. "Sustainable Fish," aimed at enhancing the financial and organizational conditions for sustainable fishing; and "Less fish from Illegal Unreported Unregulated fishing (IUU)," working to reduce illegal fishing through improved monitoring and control.
As the project nears its conclusion in September 2024, an endline survey is planned to comprehensively evaluate its impact, outcomes, and overall effectiveness, offering critical insights to shape future endeavors. Consequently, GIZ Uganda through Responsible Fisheries Business Chains
Project (RFBCP) invites bids from competent and eligible firms to coordinate and conduct this endline survey, particularly in 19 preselected districts along Lake Victoria.

Eligibility criteria
The following information and documents will be required during evaluation on pass/fail basis and non-compliant bids will be eliminated.
• Registered powers of attorney authorizing signatory/representative of the firm to sign bids/tenders on behalf of the firm.
• Current and valid Income Tax Clearance Certificate addressed to GIZ Valid Trading License
• Bid validity period of 120 working days. Experience Required

Qualified and experienced Consultancy Companies with;
Five (5) years of experience in conducting statistical surveys and data analysis of large data sets using Advanced R/ SPSS/ STATA Proven track record of evaluation of international development projects that have lasted a minimum of 3 years. Skilled in creating monitoring and evaluation tools e.g.. questionnaires and FDG guides as well as using ODK and Kobo tool toolbox servers.
• Extensive experience with food security issues/ projects as well as knowledge of fisheries management and research in Uganda
approximately 4 highly qualified staff with the required technical expertise to execute the roles and responsibilities for the coordination and conducting of the Endline for the GIZ RFBCP.

Key Staff required for the assignment interested bidders should submit their bids/ The consultancy team should consist of offers ectrically by Thursday, 16. November.
1. Late submissions will not be accepted! 2. Bids submitted with GIZ staff or other GIZ emails in copy shall be rejected. 3. Only bids submitted to UG Quotation@giz.de are acceptable.
4. You should have offers in PDF and zip folders. 5. Two separate emails should be used one submitting technical proposal offer and second email submitting Financial Proposal Offer.
6. Only filetransfer https://filetransfer.giz.de/ for submission of documents exceeding the default mail size of 30 MB should be used or use two separate emails one submitting the eligibility documents, with the technical proposal/offer and the second email submitting Financial Proposal/Offer. Please provide password for your submission immediately and reference the tender number for which the password applies.
7. Failure to follow the above instruction may lead your offer to be encrypted and rejected
GIZ remains with full rights to cancel this process at any stage without informing providers and at no cost refund to the providers who participate in this tender process.
