Legal Officer job at Uganda Electricity Distribution Company Limited   
Job Purpose
To provide legal services to the company in accordance with the governing laws, company rules and regulations.

Key Performance Areas:
• Represent the company in Civil and Criminal Courts of Law.
• Coordinate the Police investigators and advise on all aspects of investigations;
• Handle legal matters pertaining to and arising from the Service Territories;
• Provide support in all legal matters affecting the Company’s Operations;
• Liaise with and ensure the timely conclusion of all matters including those handled by external lawyers, and any other service providers to the Legal Department;
• To prepare service agreements and ensure timely renewal where necessary;
• Prepare legal documents, briefs and reports for management on the activities of the company and to advise UEDCL on laws applicable to its businesses;
• To prepare Monthly and annual reports on sectional activities in accordance with UEDCL Policies and procedures;

Qualifications and Experience:
• A Bachelor of Laws Degree from a recognized university and a Post Graduate Diploma in Legal Practice.
• Must be enrolled as an Advocate of the High Court with a valid Practicing Certificate.
• Must possess a minimum of 3 (three) years of post-enrolment legal practice and experience in a Law Firm or reputable organization.
• Must have knowledge and experience of both Civil and Criminal litigation, including investigation.
• Ability to translate legal concepts into an easily understandable format and to communicate them clearly.
• Must have a valid driving permit



Graduate Trainee – Internal Auditor job at Uganda Electricity Distribution Company Limited
Key Results Areas:
• Assist performance of processes that ensure compliance with organization’s operational and accounting policies in line with the UEDCL strategy and standards for the Professional Practice of Internal Auditing (SPPIA),
• Perform Compliance Audits across all departments of the organization and report on the findings accordingly
• Assist in the design of internal control Compliance check lists for all heads of sections to keep them abreast with the compliance requirements as they execute their day to day activities.
• Support / Handle special Audit assignment requests by the Managing Director into various special financial and operational investigations in line with UEDCL policies and procedures.
• Support Preparation of a work methodology and conduct audit of Umeme asset investments in line with the Lease and Assignment agreement.
• Assist performance of value for money audits and advise management how to efficiently, effectively and economically use the available scarce resources.
• Support the formulation of risk management strategies and policies and all operations areas of the organization, reviewing exposure to risk and the effectiveness of the controls in place to mitigate risks.
• Assist the review of financial systems and report on compliance with the UEDCL Financial Policies and the Generally Accepted Accounting Principles and practices.
• Assist on any other special assignments as appropriate (e.g. fraud investigations, effectiveness reviews) as requested.
• Prepare internal audit reports which present audit findings in a clear, concise manner

Principal Financial Accountant job at Uganda Electricity Distribution Company Limited
Purpose of the position:
Prepare and Review Financial Transactions in a specified period of time in accordance to the UEDCL financial Guidelines and Policies.

Key Result Areas:
• Review and verify all financial Requisitions and Vouchers for accuracy and compliance to set guidelines before submission to the Manager Financial Accounting for approval.
• Prepare, submit monthly tax returns plus any other statutory obligations according to the statutory requirements.
• Update and maintain the inventory ledger on monthly basis for all stores according to the financial policy.
• Assist with audit preparations (Internal and external).
• Provide prompt settlement of all suppliers’ invoices and staff payments in line with the Finance Manual.
• Review monthly Bank reconciliations for all UEDCL Accounts and report to Manager Financial Accounting on any anomalies in line with the Finance Manual.
• Prepare Departmental Monthly report highlighting key information for management action as per UEDCL policy guidelines.
• Review and monitor implementation of internal controls including risk assessments and review of risk areas in line with the company’s risk policy.
• Participate in the budget preparation process with inclination on financial implication of budget assumption in accordance to the Finance manual.
• Reconcile prepaid accounts on monthly basis and ensure all expense are captured in the respective periods and well analyzed.
• Prepare bi weekly working capital report and submit to Manager Financial Accounting.
• Ensure all documents are scanned and well archived.
• Any other duties that may be assigned from time to time.

Knowledge, Skills and Abilities
• A Bachelor’s degree in commerce (BCOM), Business Administration (BBA) or its equivalent from a recognized university.
• Professional Qualification at least Stage II, i.e. ACCA, CPA
• Experience of not less than 5 years in a reputable public or private organization
• Proficiency in handling of Sunsystem, Vision & Ms Excel, Ms word, Power point
• Financial Analytical Skills & Problem solving Skills, should have good written communication skills.

Job Purpose:
Responsible for handling treasury and billing functions, Coordinate front office, attend to customer queries promptly, Manage Finance and station Assets. Also manages the general Administration of the station.

Purpose of the position:

• Ensure adherence to regulatory and company policy and processes in relation to metering.
• Develop and implement metering compliance guidelines to all the regulatory requirements
• Ensure adherence to the UEDCL Meter Management guidelines
• Develop metering equipment specifications and installation standards
• Coordinate and execute quality testing and verification activities of all metering installations, to ensure conformity and compliance to the required standards.
• Inform stakeholders about new/ revised regulations relating to the metering environment
• Prepare regulatory reports in regard to metering standards and compliance
• Plan and execute audit assignments to ensure precision and accuracy of metering equipment
• Provide technical support to the territory metering teams for resolution and rectification of metering related issues/complaints
• Ascertain metering project quality and compliance to standards

Purpose of the position:

• Ensure remote monitoring and control of all substation, in-line devices such as auto-load break switches, and autoreclosers and capacitor banks on the network through the SCADA system at the Control Center.
• Ensure that the planning, execution and reporting of routine maintenance and anomaly resolution activities at the master station and in the field are carried out on time and within budget and in line with the approved operational plans to deliver business objectives without any budget variations.
• Ensure a smooth and continued running of all Control Centre devices and systems to sustain the 24-hour availability and operations all year round by maintaining power supply facilities and Local Area Networks (LANs) at the Control Center.
• Ensure that all SCADA related projects are implemented and commissioned successfully and all necessary documentation provided as per approved standards, processes and procedures.
• Ensure that the installation, configuration and testing of Remote Terminal Units (RTU), Gateways and all SCADA devices are done successfully and as per the approved standards.
• Maintain up-to-date backups of all SCADA equipment configurations at commissioning and subsequently at regular intervals.
• Maintain a complete and concise record of all SCADA Hardware and communications Infrastructure documentation for overall use in SCADA system maintenance and troubleshooting.
• Implement changes and updates on the electricity network diagram in the SCADA system to reflect the actual power system network accurately.
• Ensure the development, review and compliance to all required policies, standards, processes and procedures applicable to SCADA works.
• Deliver routine reports as required.
• Maintain good working relationships within the SCADA and Control center environment that foster team building and high productivity.

Key Responsibilities:

• Monitor and Control of all eligible devices in the Electricity Distribution Network;
• Ensure reliable main and backup power supply at the Control Centre.
• Reliable communication network links in Control Center, substations and pole mounted auto-switchgear
• Ensuring correct Remote Terminal Units wiring.
• Ensure that all SCADA ready substations and pole mounted auto-switchgear are added to the network to be monitored and controlled.
• Ensuring the availability of Inter Control Center link with UETCL to enable control of the UEDCL feeders through UETCL control center by liaising with SCADA teams from UETCL Control Center to keep a frequent update of the Network system.
• Maintenance of all SCADA servers, workstations and Remote Terminal Units (RTUs)
• SCADA server maintenance. The SCADA servers are maintained at the beginning of the year and once during the year based on the condition which they are in. This maintenance helps to identify eliminate the possible causes of failure and prolong the lifetime of the hardware.
• Workstation PC maintenance. The workstations are also maintained at the beginning of the year and once during the year based on the condition which they are in. This maintenance helps to identify eliminate the possible causes of failure and prolong the lifetime of the hardware.
• Remote Terminal Unit (RTU) maintenance. The Remote terminal units are maintained at the beginning of the year and once during the year based on the condition which they are in. This maintenance helps to identify eliminate the possible causes of failure and prolong the lifetime of the hardware. This maintenance requires moving to the sites so it involves a lot of travelling to cover all the substations, pole mount auto-switchgear and all maintenance is concluded with a written report submitted to the supervisor.

SCADA Anomaly resolution
• Ensure all equipment have the right status as in the field compared to the HV diagrams in Control Center.
• Ensure that all SCADA anomalies attended to as soon as possible but not later than 48hours after being reported by the power system controllers and field teams.
• Documentation of all the procedures regarding, restoration and configuration of all field devices and their different types in the systems.

Coordinate testing and commissioning of SCADA equipment

• Participate and document entire configuration process for each RTU or Intelligent Electronic Device connected or intended to be connected to the SCADA system.
• Carrying out point to point testing of all the field devices before they are added in the system.

Safety
• Carrying out safety briefs and risk analysis held at workplace.
• Reporting lost time accidents and near miss incidents in the safety book
• Ensure that all work is carried out while wearing PPE.

Regular reporting on the SCADA system and RTU availability
• Making a daily SCADA system report to inform all team members about the current number of monitored and unmonitored substations, state of the servers and all other monitored devices like auto-Load break switches, autoreclosers and capacitor banks.
• Making monthly, quarterly bi-annual and annual reports on the system.

SCADA Asset Management
• Maintain an updated inventory of stored and installed SCADA equipment, which includes; Modems, Sim Cards, Workstations, laptops and server machines.
• Training stake holders how to use the system
• Training other SCADA system users on how to use the system.
• Creating of different profiles to allow them access information regarding the Network as per their competence in the training.

Projects
• Support project implementation at various stages as and when required until commissioning.

Knowledge, Skills and Abilities
• A Bachelor’s degree in Electrical or Telecommunication Engineering.
• 3-5 years’ work experience
• Good knowledge of Windows OS, Linux OS, and computer networking is an added advantage
• Knowledge in application software design, programming, SQL Databases etc. is an added advantage
• Experience and technical understanding of SCADA protocols namely: DNP3, IEC 60870-5-101/104/103, IEC 61850, Modbus, ICCP and other widely used protocols

Key Outputs:
During, and at the end of the training period, the Graduate Trainee is expected to be able to:
• Understand and explain the overall setup of the electricity supply industry (ESI) in Uganda, and position and mandate of UEDCL in the setup;
• Understand and explain setup of UEDCL as an institution, mission, vision, values, key mandates, and key stakeholders;
• Understand and explain the functions/outputs of departments in UEDCL and contribution to delivering on key mandates;
• Gain a thorough understanding of activities in the units, as outlined in the Strategic Plan, to which the Trainees are supposed to be attached, hence explain individual contribution/deliverables in the activities;
• Carry out practical assignments as and when assigned by supervising Senior Officers, or Management;
• Undergo periodic assessments by overall Training Supervisor;
• Prepare a comprehensive Report at the end of the training programme.
