Deputy Director General Research CoordinationReports to: Director General

Job Purpose:The job-holder heads the Directorate of Research Coordination and is responsible for the management and supervision of agricultural research programs in the National Agricultural Research System (NARS). He/she deputizes the Director General.
Tasks and Responsibilities:• Providing leadership in the development of appropriate methods, procedures, and systems for agricultural research priority setting at national and zonal levels.
• Coordinating the process of research priority setting and strategic planning at national and zonal levels in with relevant stakeholders in the National Agricultural Resach System.
• Managing the Competitive Research Grants scheme by providing leadership in the identification of the research areas, calling for research proposals, evaluating the proposals and awarding the grants in accordance with established guidelines.
• Leading the process for recommending to the Council of core research programmes for National and Zonal Agricultural Research Institutes.
• Providing leadership in the monitoring and evaluation of the research programmes of the National Agricultural Research System to ensure compliance with National policies, priorities and strategies.
• Coordinating the alignment of agricultural research with NDP III and the Agro-industrialisation program.
• Liaising with stakeholders, including potential new sources of funding.
Required Qualification and Experience:• A PhD in the field of either Agricultural or Natural Sciences.
• At least 10 years' experience in either agricultural research planning or management. Equivalent experience obtained from a related institution is acceptable.
• A proven record in agricultural research or research in other related fields evidenced by at least twenty-five peer reviewed publications five of which should be in the last five years.
• Evidence of technical knowledge and skills in research planning, monitoring and evaluation.
• Clear understanding of the role of agricultural research to socio-economic development of the country.
• Excellent leadership, negotiations and communication skills including demonstrated ability to work collaboratively in teams. g. Proven ability to influence and motivate staff towards the achievement of strategic objectives and goals.
• Excellent working relationships with national, regional and international research institutions/centres, government and private sector agencies, as well as development partners and private agencies.
• Must demonstrate a clear understanding and ability to uphold provisions of the Leadership Code Act, 2002.
• Must have served in a research, academic or related reputable institution at senior management level.
Tenure of Office: Five years' contract renewable once subject to satisfactory performance.

Kachwekano Zonal Agricultural Research and Development Institute in Kabale District

Overall Responsibility: A successful applicant will serve as the Head of the Public Agricultural Research Institute (PARI) and will be responsible for providing professional, technical and administrative leadership necessary for implementing the institute mandate.
Specific Tasks and Responsibilities: The specific tasks of the successful candidate will be to:
• Manage the implementation of Research and ensure the prompt delivery of adequate and quality research outputs.
• Provide leadership in priority setting as a requisite for the implementation of research programs.
• Provide policy advice on appropriate technologies and information for responsible agricultural practice.
• Develop and implement a strategy on Resource Mobilization to enable the institute have additional funding for research and staff remuneration.
• Develop and implement strategic plans, research programs and annual budget in line with approved government policies. vi. Implement effective financial management policies and systems for tracking, monitoring and reporting financial performance against budget to ensure proper management and accountability of funds.
• Implement effective human resource management policies and systems.
• Develop effective communication, publicity and advocacy programs to ensure that the Institute is recognized by the public.
• Putting in place participatory approaches and methods to monitor and evaluate the performance and impact of the Institute's research activities and technologies.
• Work with private sector to bring technology and research applications to the marketplace with a view to enhancing commercialization and availability of appropriate technologies to a wide array of stakeholders.
• Ensure that the Institute complies with relevant legislation as well as agricultural and environmental laws.
• Ensure that research projects and programs comply with National and sector development plans and strategies.
• Commit up to 25 percent of his/her time in scientific research activities.
Required Qualification and Experience:Interested candidates should meet the following conditions:
• A PhD in the field of either Agricultural or Natural Science.
• At least 10 years' experience in either agricultural research planning or management from an Agricultural Research Institution. Equivalent experience obtained from a related institution is acceptable.
• A proven record in agricultural research or research in other related fields evidenced by at least twenty peer reviewed publications five of which should be in the last five years.
• Clear understanding of the role of agricultural research to poverty reduction.
• Excellent leadership, negotiations and communication skills including demonstrated ability to work collaboratively in teams.

Director Corporate Services Reports to: Director General
Salary Grade: UR 2(i)
Job Purpose:To provide overall leadership and guidance for the organizations management function which include Council affairs, corporate communication, procurement and disposal, civil works, effective management of organizational utilities and assets plus coordination of legal services.
Tasks and Responsibilities:• Facilitating the smooth functioning of the NARO Governing Council and Council Committees.
• Developing, directing and coordinating an organisation-wide research quality delivery frame work.
• Guiding the process for developing specification for research infrastructure, laboratory equipment and general civil works.
• Supervising Civil Works and ensuring compliance with environmental social safe guard's management system requirements for NARO implemented activities and projects.
• Developing a strategy for increasing the visibility and reputation of NARO as a centre of excellence for agricultural research both nationally and internationally.
• Participate in the process of developing and regularly updating standard tools for evaluating the performance of scientists and criteria for rewarding and recognising excellent and sanctioning poor performers.
• Establish a framework for the effective utilisation of both in house and external legal service providers.
• Providing oversight over the organisation procurement systems, procedures, and processes for improved procurement of goods, services and consultancies, and other corporate services.
• Develop strategies for the effective utilisation and maintenance of movable assets, ICT equipment, physical infrastructure and Land.
• Performing any other duties assigned by the Director General from time to time.

Director Finance And Accounts Reports to: Director General

Job Purpose:To provide professional advice, leadership and guidance in the management of financial resources of the organization
Tasks and Responsibilities:• Developing and installing effective financial management systems and procedures aimed at improving financial reporting and accounting.
• Establishing expenditure control procedures by ensuring that proper authorization for payments is strictly followed.
• Designing and coordinating the implementation and maintenance of financial information systems to cover the general ledger, asset management as well as revenue collection system.
• Interpreting financial reports, statements, accounting records and advising the Chief Executive on the significance of the same, also identifying and evaluating and presenting options for action.
• Developing and installing an effective revenue management system and procedures aimed at improving collection of funds.
• Liaising with the Treasury, the Auditor General's Office and other relevant government bodies on the interpretation and application of particular financial and accounting regulations.
• Conferring with Donor Agencies on the utilisation of funds as well as method of financial reporting in order to ensure that all financial transactions conform to donor procedure
• Supervising and mentoring Accountants staff at NARO Secretariat and at Public Agricultural Research Institutes.
• Performing any other duties assigned by the Director General from time to time.
Required Qualification and Experience:• An honors degree in Commerce, Finance or Business Administration or related field.
• Possession of full Accountancy qualification from a recognized awarding Institution accredited by ICPAU.
• Should be a Member of the Institute of Certified Public Accounts' of Uganda (ICPAU).
• Master's in Business Administration or related field.
• A minimum of ten years of working experience, three of which should have been served at the level Head of Accounts in a Government department or equivalent level in a reputable organization.

Job Purpose:To provide professional advice, leadership and guidance in the management of human resources of the organization
Tasks and Responsibilities:• Developing, implementing and evaluating human resource management policies, strategies, and procedures.
• Coordinating the development and reviewing of organizational structures to support the implementation of the corporate strategy.
• Guiding the organisational human resource planning.
• Analysing jobs, functions and work processes in order to design and re-design jobs and tasks thereby, minimizing duplication efforts and increasing staff efforts.
• Coordinating the recruitment and promotion of staff in order to ensure the appointment of suitable candidates.
• Developing and coordinating employee induction and on the job orientation programs for newly appointed staff.
• Coordinating staff training and development programs including management and Leadership Development. viii.Coordinating the development and implementation of staff performance management system in order to ensure optimal staff outputs.
• Providing Counselling and guidance services to NARO Staff.
• Developing and and implementing management and staff retention plans
• Supervising and mentoring Human Resource Officers at NARO Secretariat and at Public Agricultural Research Institutes.

Required Qualification and Experience:• An Honors Bachelor's Degree in Human Resource Management; or an Honors Degree in Social Sciences or Arts or Commerce or Business Administration with a recognized bias in Human Resource field such as Human Resource Management Human Resource Development or Organizational Development.
• A Master's degree in Human Resource Studies or Master's Degree Business Administration or Public Administration with a bias in Human Recourse Management or a Chartered Member of the Institute of Personnel and Development (CIPD).
• At least ten years' experience in Human Resource management practice, three of which should have been served at Head of Human Resource Department level or equivalent level in a reputable organization.
Tenure of Office: Five years' contract renewable once subject to satisfactory performance.
Age limit: Not above 55 years.
