The National Social Security Fund (NSSF Uganda) is a National Saving Scheme mandated by Government through the National Social Security Fund Act, Cap 222 (Laws of Uganda) to provide social security services to employees in Uganda. NSSF Uganda is a provident Fund that covers all employees in the private sector including Non-Government Organizations’ that are not covered by the government’s pension scheme.
The Fund is a contributory scheme and is funded by contributions from employees and employers of 5% and 10% respectively of the employee’s gross monthly wage. Since 2012, the Fund is regulated by the Uganda Retirement Benefits Regulatory Authority while Minister of Finance, Planning and Economic Development is responsible for policy oversight. The Fund manages assets worth over UGX 13.7 trillion invested in Fixed Income, Equities and Real Estate assets within the East Africa region.
Content Development Officer
JOB DETAILS:
To support the development of both motion and graphic production and concepts of creative materials for online and offline media. In addition, support department concept development and other departments’ needs.
Key duties and responsibilities include:
• Support for the development of creative strategies and concepts for multimedia channels both within the organization and externally for full-scale advertisement.
• Engage in creative work for both motion and static visual content
• Render campaign creative executions for the Fund’s digital platforms and collaborate on ad hoc assignments.
• Author creative copy for both external and internal communication campaigns
• Support in internal and external research and benchmarking to inform creative development
• Participate in the development and tracking of the unit’s strategy in line with the departmental strategy.
• Engage with different stakeholders in and out of the Fund to facilitate the achievement of departmental and organizational objectives
• Support the development of production and creative briefs
• Recommend the best practices in creative executions for business and brand campaigns.
• Support the creative design and quality control process.
• Support internal department teams to grow versatile skills in creative concept design

Education Requirements:
• Bachelor’s Degree in Business, Arts or any related field
• Training in graphics and motion design and multimedia and certification in a related field.
• Professional qualification is an added advantage
Work Experience:
5 years of experience in a marketing and content development field with evidence of the development of high-end graphic and motion content. This experience should be in a busy, competitive environment.

Legal Officer Enforcement and Debt Recovery
Job Purpose:
Support the execution of compliance enforcement and litigation activities in line with the departmental objectives.
Duties and Responsibilities include:
• Preparation of legal opinions on compliance enforcement for review and approval by
• Manager Enforcement and Debt Recovery.
• Conduct legal research in preparing legal opinions and giving legal advice on compliance-related issues.
• Assess the legal framework and prepare draft reports for review and approval by Manager Enforcement and Debt Recovery.
• Participate in the development and implementation of the section’s departmental strategy in line with the departmental and Corporate Strategy.
• Engage with different stakeholders in and out of the fund to facilitate the achievement of departmental and organizational objectives.

• Ascertain the legal status of the defaulting employer and whether the Fund can take legal action.
• Search for property for recovery in execution proceedings against defaulting employers.
• Draft notices to sue, deeds of settlement, and reconciliation agreements for review and approval by Manager Enforcement and Debt Recovery.
• Attend court to handle compliance prosecutions.
• Draft letters to and in response to employers or their Counsel for approval by Manager Enforcement and Debt Recovery.
• Negotiate payment plans for approval by Manager Enforcement and Debt Recovery.
• Hold meetings with defaulting employers on compliance-related issues with Manager Enforcement and Debt Recovery.
• Make follow-up calls to defaulting employers to ensure payment is made in accordance with the settlement agreements
Education Requirements:
• Bachelor of Laws Degree.
• Post Graduate Diploma from Law Development Center.
Work Experience:
4 years Post Enrollment Experience working at a busy law firm/parastatal, Government Ministry or busy commercial entity.

Manager Contracts
JOB DETAILS:
The role of the Manager Contracts is to render general legal advisory, contracts advisory, land transactions advisory and compliance advisory services to enable effective management of legal and contractual risks at the Fund.
Duties and Responsibilities include:
• Prepare comprehensive legal opinions on behalf of Senior Manager Legal and Regulatory Affairs and Chief Legal Officer on any complaints or matters and other requested information from all stakeholders and advise accordingly.
• Provide accurate and timely counsel on a variety of legal topics (Labor Law, Partnerships, and international ventures among others).
• Define and develop the operational and execution strategy for the Legal and Regulatory Services Section in line with the departmental strategy.
• Engage with different stakeholders in and out of the Fund to facilitate the achievement of departmental and organizational objectives.
• Collaborate with different teams and stakeholders within and outside the Fund.
• Attend to referred queries/complaints from employers and NSSF members and render legal advice in response thereto.
• Performing due diligence in legal matters concerning contracts, agreements, mergers and acquisitions.
• Draft contracts and all agreements on behalf of NSSF, catering for the user department’s interests and safeguarding the Fund’s interests.
• Develop and review Service Level Agreements with user departments.
• Negotiating with providers/consultants on contractual issues like contract price to ensure value for money.
• Review the general and special conditions of the contract contained in the standard bidding documents.
• Draft and solidify agreements, contracts and other legal documents to ensure NSSF’s full legal rights.
• Conduct due diligence on real estate, equities and fixed income portfolios. Monitor running leases, property rates and ground rents and initiate the process of renewal for leases before expiry.
• Advise the Property Management Section and the Investments Department on the covenants of the leases held by NSSF.
• Facilitate the development of a high-performing culture by effectively communicating and cascading organisational goals, managing team performance and providing feedback to improve performance.
• Train and supervise subordinates to achieve high performance in the department.
Education Requirements:
• Bachelor of Laws Degree.
• Post Graduate Diploma from Law Development Center.
Work Experience:
7 years Post Enrollment Experience working at a busy law firm/parastatal, Government Ministry or busy commercial entity and 3 years in a managerial role.
