JOB DETAILS:
The Natural Resources Stewardship Programme (NatuReS), funded by the European Union, the German Federal Ministry for Economic Cooperation and Development (BMZ) and UK Aid, is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ). NatuReS promotes multi-stakeholder collective action for more sustainable management of natural resources. NatuReS aims to strengthen and support local public-private-civil society partnerships to address shared natural resource threats, while capitalizing on synergies/opportunities and improving stewardship at scale. Put simply, stewardship is about taking care of a common resource that is important to everyone. NatuReS currently operates in Ethiopia, Tanzania, Zambia, Uganda and South Africa.

The NatuReS programme in Uganda supports partner institutions from the public and private sector as well as civil society to strengthen collective action for water secure and pollution free urban areas in Greater Kampala Metropolitan Area (GKMA) and Gulu Municipality. The aim of the collective action is to safeguard natural resources while fostering inclusive growth and prosperity.

Knowledge, Skills & Competences

• Outstanding organisational and analytical skills and ability to work well under pressure

Responsibilities
The GIZ Programme: Natural Resources Stewardship (NatuReS) is looking for a Junior M & E specialist to support in the programme implementation.
The Junior M&E Specialist position covers 75% Monitoring and Evaluation (M&E) and 25% Communication & Visibility support.

The Junior M&E Specialist is responsible for;
• Support to the accurate and timely Monitoring and Evaluation of NatuReS partnerships' activities
• Carrying out baselines and other M&E-related studies that are required for planning and implementation of projects or programmes
• Collecting data and information to inform the established M&E system and reporting
• Carrying out specific tasks in connection with knowledge management for the project/programme
• Support the M&E Advisor in carrying out monitoring and evaluation activities
• Support the Communications Advisor in carrying out communication and visibility activities

The Junior M&E Specialist will be expected to perform the following tasks:
B. Specific Tasks

Monitoring and Evaluation
• Support the adequate implementation of the monitoring and reporting system in alignment to the overall programme M&E plan
• Continuously develop and improve the M&E system and tools based on upcoming needs from relevant project staff, implementing partners and country coordinator
• Support in generation/collection of all necessary data and information required for the development of internal and external programme performance progress reports
• Support in ensuring that partners implement the activities according to the contractually agreed standards (e.g. utilize agreed selection criteria, ensure appropriate working conditions for beneficiaries, etc.) and alignment with the programme Key Performance Indicators (KPIs)
• Support the M&E advisor and partnership teams in coordinating and executing the partnerships M&E meetings and other monitoring and evaluation activities
• Assist the M&E Advisor in monitoring programme output and outcome targets by routine update/maintenance of internal & external databases, to generate analytics required for programme development at all levels
• Any other technical and logistical ad-hoc duties deemed necessary by the country coordinator or M&E Advisor.
• Assist in communicating, updating and collecting of information on changes made in the NatuReS KPIs & deliverables to the team
• Organize and updates project/programme documentation, the filing systems and the project/programme library
Support to field work
• Conduct monitoring field visits and spot checks with the programme staff/ partners for all NatuReS country partnerships and prepares monitoring visit reports.
• Assists project staff in planning and executing surveys, focus group discussions and other monitoring and evaluation mechanisms including by design such relevant M&E tools for the quantitative and qualitative data collection for the surveys, focus group discussions and other M&E-related meetings.
• Supports the preparation of sound, accurate and professional reporting system as required.
• Draws up reports and presentation documents in collaboration with the M&E Advisor
• Supports the preparation of appropriate input for various monitoring reports including annual, quarterly and ad-hoc reports, and contributes to the other reports required by the Country Coordinator and GIZ.
Communication
• Support the implementation of the NatuReS EU communication and visibility plan, in particular:
i) Draft and design programme and partnership factsheets
ii) Support online communications for the NatuReS website and the NatuReS twitter account, such as drafting of blogposts and tweets
iii) Support communications for events including design of event flyers
iv) Draft programme and partnership press releases
v) Support reporting to BMZ and EU with regards to communication activities
• Assist in all communication and visibility needs aligned to Uganda Water Week
• Respond to communication requests by GIZ HQ and the Country Coordinator
• Compile lessons learnt & best practices
• Draft partnership case studies
• Liaise with the programme’s designer for the accurate design/presentation of partnership outputs and other visibility material in line with NatuReS Design Manual
• Oversee/manage printing services, incl. the procurement thereof
• Assist in maintenance of programme photobank
• Support development and design of other programme and partnership material
General Obligations
• Familiarize himself/herself with GIZ planning, implementation and reporting procedures
• Familiarize himself/herself with other programme components and GIZ-assisted measures, concepts and status of implementation
• Represent the interest of the GIZ-assisted measure and always acts on its behalf
• Carry out any other additional tasks as assigned by the Country Coordinator.

Qualifications
University education (Master’s Degree) in project planning and management, social sciences (agricultural land use, natural resources), or related field.
Details of experience
• Professional working experience of at least 1 year within the water resources sector as well as working experience in public-private partnerships
• Proven experience in the alignment of programme work plans with Key Performance Indicators (KPIs)
• Working experience in programmatic M&E through the development of M&E plans, incl. targets as well as the collection and processing of M&E evidence for the reporting to the EU and BMZ
• Experience in the implementation of EU-funded projects
• Practical experience in the drafting of digital communication content as well as social media feeds
• Excellent organizational and analytical skills and ability to work well under pressure
• Prior experience in working with GIZ is an advantage
