JOB DETAILS:
General Summary
The Key Population Technical Officer role is to support the strengthening of facility and community systems for sustainable uptake of HIV and AIDS services among Key and Priority Populations in supported regions

Key Responsibilities
1. Work closely with the Project Coordinator and, in liaison with project partners, assist with the design, implementation, and coordination of interventions to deliver comprehensive key and priority population HIV-related health services at both facility and community in line with national policies and protocols.
2. Support mentorship and training efforts to build capacity of facility, and community structures (CSOs/DICs) to deliver high quality prevention, care and support services for key and priority populations.
3. Support the compilation and submission of accurate and timely Health Management Information System (HMIS) and programmatic reports according to project, donor and Ministry of Health requirements.
4. Participate in identification, implementation and documentation of continuous quality improvement activities along the HIV continuum of testing, treatment, and program retention.
5. Support the development of national HIV prevention policies and protocols into operational work plans and budgets to guide implementation of HIV services responsive to the needs of key and priority populations.
6. Periodically review program and financial performance of partners and provide appropriate and timely feedback for program improvement
7. Attend to facility/community concerns including but not limited to safety and security, logistics, reporting and provide appropriate and timely guidance

Person Specification
1. Demonstrate an understanding of the dynamics in KP/PP programming globally and nationally including establishment and management of alternative service delivery points at community level, especially the DICs as part of the community facility linkages framework
2. Practical skills in designing, collecting and reporting community scorecard data using digital methods particularly the ODK and kobo toolbox packages.
3. Practical skills in Gender and Sexual Diversity sensitivity including ability to train the trainers of GSD
4. Practical experience in planning, coordinating and conducting high level stakeholder engagement for key populations at district and national level
5. Practical experience in managing community approaches and practices: hotspot programming (including mapping, re-mapping and continuous validation), security risk assessment for potential and existing service delivery points and DIC programming
6. Ability to develop training modules, manual and materials for community resource persons and peer leaders using innovative training approaches including low LDHF trainings
7. Practical experience in the use of social accountability tools for monitoring the quality of health services for KP/PPs including community scorecards.
8. Ability to establish and managing social support groups especially for KP/PPs living with HIV to support retention into care
9. Skills in Analyzing, synthesizing and report KP and sensitive data
10. Higher capacity Strategic planning for KP/PPs under the district led Programming
11. Experience in managing sub-granting of CSOs using PEPFAR guidelines
