JOB DETAILS:
Position: LFS TEAM LEADER
Grade: 6
Reports to: LIVELIHOODS & FOOD SCEURITY
Supervision of: Project Assistants and Project Officers
Duty station: YUMBE
Travel: 10%
Duration and type of contract: Fixed

Role and responsibilities
The purpose of the Team Leader position is day to day implementation of the LFS activities in Yumbe District.
Generic responsibilities (max 10)
These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.
• Ensure adherence with NRC policies, tools, handbooks and guidelines
• Implement delegated LFS and CVA assignment according to plan of action.
• Develop and manage the detailed project implementation plan.
• Ensure staff are aware of and operating by humanitarian principles and other codes of conduct; Encourage compliance with the Charter and the fight against fraud, corruption and abuse of power; alert the Project Manager, Field Coordinator, Area Manager and / or Country Director in the event of fraud, corruption or abuse of power.
• Coordinate with EUTF partners, relevant UN agencies, government authorities and any other stakeholders to ensure support for the project and the wider organization.

Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention.
Program design and implementation
• Assume primary responsibility for project management and implementation, and ensure compliance with the donor agreement and project proposal, proactively notifying the Project Manager if issues arise.
• With support from the Project Manager participate in project planning, and oversee program implementation and budget expenditures to ensure effective use of resources against planned activities and expected outputs.
• Ensure adequate project monitoring and evaluation systems are in place to collect information and consolidate data on a regular basis to demonstrate impact and inform ongoing program design.
• Assist in the program development and design process through assessments, assisting in proposal writing and budget development.
• Develop and deliver the provision and quality of trainings on Agronomic practices, Village savings and loan associations, IGA, Farming as a Business, life skills, OLUM application and other key LFS resources for LFS staff and beneficiaries, EUTF actors, community members, and service providers.
• Actively contribute to the revision and implementation of a LFS sector strategy to meet the needs of LFS beneficiaries, including response to emergencies as they arise.
• With support from the supervisor, lead the development of the program tools and keep them updated i.e work plan , procurement and spending plans. Communication and reporting
Communication and Reporting.
• Compile and prepare quality periodic project progress reports, as well as final reports, and feed in other information as required by donors, the Regional Office and the Technical Unit.
• Prepare quality weekly updates and monthly reports that meet standards and timelines • Ensure proper program and donor visibility in the project sites
• Work closely with M&E to carry out data analysis and interpretation exercises with the project team to inform programming and advocacy.
Human resource development and management.
• Ensure project team understand, maintain and follow ethical practices in data sharing and communication with external audiences in accordance with the existing Information Sharing Protocol Human resource development and management.
• Provide ongoing supervision, mentoring, training and technical support and guidance to LFS staff, and ensure all adhere to best-practice principles in all aspects of program implementation.
• Ensure Performance Management System documentation for all staff is in place and followed up regularly.
• Build staff capacity in work plan development and reporting to ensure accurate monitoring and documentation of activities.
Coordination and Networking.
• Ensure close collaboration with partners to enhance adequate referrals, including health agencies, child protection agencies, UNHCR, and other relevant actors.
• Represent NRC at regular Cash and LFS working group meetings, reviews, strategic planning; and assist in the preparation of new initiatives for the LFS program.

Critical interfaces.
By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:
• Project planning: Livelihoods and Food Security Specialist;
• Area operations: Support Coordinators/PM (field office coordinator);
• Staff capacity building: LFS Specialist, PM-LFS, Team Leader LFS,HR Development Officer
• Implementation: Support team (logistics and finance) and Field Programme teams/Local implementing Partner

Competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:
• The incumbent should hold a Degree of Agribusiness/Social Sciences/Adult and Community Based Education/Cash Programming, Community Rehabilitation, Development Studies.
• Post Graduate Qualification required
• Minimum 5 years’ experience working on Cash and Livelihoods/Food security project implementation position in a humanitarian/recovery context.
• Experience with community-based projects/activities.
• Experience with multi-sectoral and integrated Cash and Livelihoods programming
• Professional knowledge of cash transfer modalities/systems.
• Experience with early recovery /reconstruction projects is an asset.
• Experience working with vulnerable groups in particular IDPs; Refugees, able to demonstrate conflict-sensitivity, compassion, discretion and protection aspects.
• Skills in monitoring and evaluation would be beneficial.
• Skills and knowledge of market analysis and cash based interventions, Livelihoods and Food Security.
• Fluency in English, both written and verbal

Context/ Specific skills, knowledge and experience:
• Minimum 5 years of experience working on Cash and Livelihoods/Food security project implementation position in a humanitarian/recovery context.
• Experience with community-based projects/activities
• Experience with multi-sectoral and integrated Cash and Livelihoods programming
• Professional knowledge of cash transfer modalities/systems.
• Experience with early recovery /reconstruction projects is an asset.
• Experience working with vulnerable groups in particular IDPs; Persons of concern, able to demonstrate conflict-sensitivity, compassion, discretion and protection aspects.
• Skills in monitoring and evaluation would be beneficial.
