USAID funded Uganda Health Supply Chain is a five year pro- gram supporting the Government of Uganda's health system to improve the availability and accessibility of essential medicines and health supplies (EMHS).The expected results of are to:1) strengthen national policies and strategies and support cost-ef- fective, equitable, and transparent utilization of EMHS resources; 2) strengthen country capacity for effective management and utilization of EMHS; and 3) increase availability and access of EMHS among priority populations MSH is searching for a qualified person to fill the position of Laboratory Advisor based at Kampala (CPHL! Overall Responsibility: The Laboratory Advisor is a leadership position responsible for planning. coordination, problem solving and is a secondment from the UHSC program to the Central Public Health Laboratories (CPHL)/National Health Laboratory System ( NHLS) reporting to the National Laboratory Logistics Coordinator, OPHLINHLS and the Principal Technical Advisor, Supply Chain Management (UHSC). The position will support CPHL to implement logistics related activities as identified in the UHSC/CPHL work plan. He/she will work with the other CPHLIUHSC secondmenls and UHSC staff to ensure that performance based supervision (Lab SPARS) is implemented according to the implementation plan, that trainings are undertaken, supervisions are scheduled, health facility staff are mentored and performance assessment is done based on agreed indicators. The position will be the main liaison between CPHL and UHSC. His/her main tasks will he to coordinate the work of the UHSC!

CPHL secondments and ensure that all the activities in the UHSCICPHL work plan are implemented according to the timelines. He/she will be responsible for ensuring that regular progress meetings are held between UHSC and CPHL and reporting is undertaken on a quarterly basis. The position will supervise other UHSC staff seconded to CPHL who include: M&E Advisor and Technical Officer-SPARS

Qualifications:

  • An advanced degree in laboratory technology, logistics, MPH or related field
  • Bachelor degree in Laboratory Sciences
  • Additional qualification in logistics, supply chain management an added advantage
  • At least 8 years’ experience in laboratory services delivery and logistic and supply chain management of laboratory commodities
  • Experience providing technical assistance and capacity building
  • Demonstrated experience working with system change program
  • Familiarity with supply chain concepts and laboratory supplies/logistic indicators an added advantage
  • Working experience in Uganda with knowledge and comprehensive understanding of Uganda's laboratory public system
  • Demonstrated computer skills in Microsoft Office Suite applications such as Microsoft Project, Word, PowerPoint and Excel
  • Demonstrated excellent English Language skills (both written and oral) with the ability to make presentations and effectively write edit lucid technical reports and documents
  • Previous experience with USG supported programs is an added advantage
  • Knowledge and working experience in laboratory logistics management information systems -Willingness to be flexible and adapt to changing priorities and shifting deadlines
  • Demonstrated effective leadership, team work, and communication and project management skills
  • Strong capacity building training experience
  • Ability to meet required deadlines
