Org. Setting and Reporting
This position is located in the Forward Support Deployment Hub (FSDH) of the Logistics Division, Office of Supply Chain Management in the Department of Operational Support based in the Regional Service Centre in Entebbe. The Logistics Officer at this level reports to the Chief of Movement Operations and Freight Forwarding Unit of FSDH or designated official. The post is based in FSDH located in Entebbe, Uganda.
The Department of Operational Support was established to provide operational advisory services to client entities across the Secretariat, including other departments, offices away from headquarters, field missions, and regional commissions. The Office of Supply Chain Management includes the Office of the Assistant Secretary -General for Supply Chain Management, Logistics Division, Procurement Division, Uniformed Capabilities Support Division, Global Service Center, the Enabling and Outreach Service and the Umoja Coordination Service.
The Logistics Division performs a central role in the implementation of end-to-end supply chain management across the United Nations operations. The Division provides direction and advice on logistical matters, manages, monitors and assesses the delivery of strategic transportation and support services, and directs the delivery of transportation and specialist support services in the functional areas of air transport, ground transport, engineering, medical and supply, inclusive of fuel, rations and general supplies and security equipment.
The Forward Support and Deployment Hub (FSDH) is located in Entebbe, it is structured into three cells: the Air Support Cell, the Movement Operations and Freight Forwarding Support Cell and the Regional Deployment Stock Cell. The FSDH aims to enhance the operational and administrative effort through the implementation of policies and technical guidance provided by OSCM; and coordination, management, and monitoring of logistics and supply chain management operation for efficient, responsive, and reliable support to regional and ad- hoc operational requirements.

Responsibilities
Within delegated authority, the Logistics Officer will be responsible for the following duties:
• Prepares logistics and support plans, deployment timelines and budget requirements for planned or new peacekeeping missions. Develops logistical plans for existing missions. Develops contingency plans for drawdown and liquidation of missions. Develops and implements methodologies and tools to enable effective execution of logistic plans. Formulates mission specific Standard Operating Procedures.
• Manages logistics operations including management of logistics assets, materiel, contracts and personnel. Ensures timely, accountable and cost-effective delivery of peacekeeping cargoes and personnel.
• Coordination of Global Freight Forwarding and ad hoc contracts in support of client freight transportation requirements.
• Assists in establishing efficient surface movement and 3PL contracts for UN Owned Equipment and ad hoc requirements in support of client logistics operations
• Ensures that supervised staff are adequately trained, cross trained; identifies additional training needs to achieve high working standards.
• Coordinates and provides logistics support to ongoing air, land, sea, or rail operations in a field mission.
• Ensures that logistics requirements take account of gender-specific needs.
• Coordinates logistics activities with procurement, finance, human resources, policy and other substantive units. Follows up on legal and financial aspects of the mission. Develops and implements DOS logistics support policy, procedures and methodologies to the common benefit of all functional units.
• Prepares reports on personnel and materiel movements and other operational logistics issues.
• Participates in technical survey missions and verification missions to troop contributing countries
• Identifies plans and manages special logistics operations.
• Ensures that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained.
• Prepares contingency plans and logistics preparedness reviews.
• Coordinates logistics operations with other UN agencies, military and other organisations in the field.
• Guides and supervises new/junior staff.
• Performs other related duties as required.

Education
Advanced university degree (Master's degree or equivalent degree) in business administration, public administration, engineering, supply chain, logistics or other relevant field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job Specific Qualifications
Work Experience
• A minimum of five years of progressively responsible experience in land/air transport, logistics operations, supply chain, or related area, in military, commercial or international organizations, is required.
• Experience in working in or in support of a United Nations common system field presence, (inclusive of peacekeeping operations, special political missions, agencies funds and programmes), or other similar international organization is desirable. Languages
• English and French are the working languages of the United Nations Secretariat. For the advertised post, fluency in English, both oral and written is required; Knowledge of another
• UN official language is desirable.
• Assessment
• Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
• Special Notice
• This position is funded by the Support Account. The Appointment or assignment against this position is for an initial period of one year. Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.
