About Us:
The USAID/Uganda Private Health Support Program (the Program) aims to strengthen, organize and mobilize the private sector to provide Ugandans with the option of obtaining high-quality health services from private for profit (PFP) providers. The Program’s key objectives are:
• Expanded availability of health services by private service providers;
• Increased affordability of private health services and products; and
• Improved quality of private health sector facilities and services.

In September 2016, PHS scope of work was expanded to 1) continue supporting Private Health Providers to deliver essential HIV/AIDS prevention, care and treatment services, and 2) Strengthen health systems within the faith-based health sector to build a strong foundation for sustained scale up of services for people living with and affected by HIV/AIDS.

Job Summary: The Logistics Specialist will be responsible for Logistics management processes of all medical and laboratory commodities and supplies within the Program in coordination with Joint Medical Stores, Medical Access Uganda Limited, National Medical Stores, Supply Chain Management System and Ministry of Health (MOH). The position holder will support and strengthen the capacity of all program supported staff PFP and PNFP facilities in management of medical and laboratory logistics/supplies, supply chain, logistics information systems, collect, synthesize and transmit data & information related to health supplies utilized by the program supported facilities

Key Duties and Responsibilities:
• Support all program supported PNFP/PFP facilities to forecast, quantify and submit accurate and timely bi-monthly report and order forms to respective warehouses as per the bi-monthly order and delivery schedule.
• The incumbent will manage the delivery and distribution of 01 drugs from the warehouses to the Program supported facilities.
• Routinely retrieve, analyse and provide information on report rates, consumption data and patient statistics from the Web ARV ordering and reporting system (WAOS) and any non WAOS orders submitted to JMS for bimonthly reporting.
• Prepare and share quarterly technical and status/progress reports on logistics system performance for Program supported PNFP and PFP facilities.
• Conduct an assessment of all Program supported facilities and maintain an updated health facility inventory for all PNFP and PFP facilities including their computer and internet connectivity and WAOS training status.
• Take lead and coordinate capacity building of all Program supported PFP and PNFP facilities in logistics management information system and use of WAOS.
• Routinely review bi-monthly orders to identify facility based logistic gaps to inform targeted support supervision and periodic Facility Data Quality Assessments.
• Develop, manage and monitor a commodity tracking database to ensure availability of commodities at all times.
• Provide supervision, leadership and guidance to PNFPs/PFPs through quarterly support supervision, onsite mentoring and training of health staff in logistics management.
• Actively participate in related MOH meeting and reports on meeting issues arising, recommendations for improvement.
• Work closely with HFs to set up/strengthen Medicines and Therapeutic Committees, monitor and evaluate their impact on pharmaceutical management systems
• Perform any other duties and responsibilities as may be assigned from time to time.

Qualifications, Skills and Experience:
• The ideal candidate for the USAID PHS Program Logistics Specialist job opportunity should possess a professional degree in a health area; such as pharmacy, valid registration with the relevant professional council/association to practice in Uganda. Post graduate training in procurement and logistics management will be an added advantage.
• A minimum of two years’ work experience in providing logistic management assistance especially in the area of warehousing, supply chain management, quantification and procurement.
• Work experience with medicines logistics management information systems, solid working knowledge of ART in Uganda with two years’ experience managing HIV commodities.
• Working experience in Uganda with knowledge and comprehensive understanding of Uganda's health system
• Previous experience with USAID supported programs is an added advantage.
• Demonstrated ability to collaborate with other stakeholders in developing creative and strategic solutions to achieve common goals.
• Willingness and flexibility to adapt to changing priorities and shifting deadlines
• Demonstrated a strong organizational administrative, communications and reporting skills
• Demonstrated ability to transfer knowledge through formal and informal training, strong team work and team building skills, effective communicator with good interpersonal relations
• Demonstrated computer skills, including knowledge of Windows, Microsoft Word, Excel and Power Point.
