JOB DETAILS:

Main Purpose of the Job:
To coordinate the functions Monitoring and Evaluation, Quality Improvement Strategic information and the Learning function and carry out program’s audits for the success of Project Services.

Key Outputs:
• Monitoring & Evaluation, QI systems developed and implemented;
• Systems, plans, guidelines and procedures for the M&E and QI Project updated;
• Monitoring and Evaluation and QI tools and feedback mechanisms developed;
• Strategic key findings and recommendations identified from periodic reports;
• Quarterly and Annual reports produced;
• Health facilities reported fully in DHIS2 and HIBRID
• Project effectively monitored and evaluated;
• Project performance Audit plans and checklists prepared;
• Project performance Audit exercises carried out, reports compiled and submitted;
• Risk assessment carried out;
• M&E and QI staff effectively supervised
• Quality Improvement activities effective implemented and integrated
• Capacity improvement of the teams conducted,
• Project SOPs developed and disseminated
• Documented best practices/change packages.

Key Duties and Responsibilities:
• Lead and coordinate the development and continued update of systems for monitoring and evaluation of Project, including availability of relevant tools, and reporting formats;
• Provide technical support and work closely with the respective line managers to develop indicators for monitoring and evaluation of Project;
• Appraise all supervisees and provide technical support to the M&E team;
• Develop and continually up-date guidelines and procedures for the monitoring and evaluation of Project;
• Participate in the provision of training and technical support to service delivery units on issues of adherence to the policies and guidelines relating to project work;
• Review the consolidated periodic reports for dissemination to senior management; Take lead in identifying strategic recommendations for effective implementation of Project;
• Coordinate the review of SOPs; Disseminate and monitor adherence to SOPs;
• Monitor implementation of workplan projects at different centers;
• Contribute to the timely generation of Project quarterly, semi-annual and annual reports;
• Monitor the implementation of project and attainment of the targets specified in the Project strategic plans;
• Evaluate the implementation of project and recommend appropriate actions;
• Participate in the documentation of Project best practices for publication;
• Prepare periodic project audit plans; Prepare check-lists for conducting programme audit exercises;
• Carry out project audit exercises; Document audit findings and follow-up actions thereafter;
• Identify factors hindering adherence to service delivery policies, guidelines and strategic information management strategy and recommend corrective action to management;
• Review all project reports to identify bottlenecks to project performance;
• Carry out risk assessment for Project in areas of project delivery;
• Promote Ethics and / Create Organizational precedents;
• Develop and empower People / Coaching and Mentoring: building staff competence, creating an environment of creativity and innovation;
• Build and promote effective teams; Create and promote an enabling environment for open communication; Create an emotionally intelligent organization;
• Conflict Management /Negotiating and Resolving Disagreements: Leveraging conflict in the interest of the organization and setting standards;
• Share knowledge across the Project and building a culture of knowledge sharing and learning; Promote fair and transparent decision-making and calculated risk-taking;
• Supervise and appraise the M&E Specialist; Overall supervision of the M&E department of the project;
• 24. Do inhouse or other available trainings of staff and your surbodinates;
• Participate in making or revising job descriptions of surbodinates whenever necessary.
• Any other duties as assigned by your imeediate supervisor

PERSON SPECIFICATIONS: M&E and QI Manager Minimum Academic Qualifications:
• Master’s degree in Statistics, or Social Sciences or Monitoring and Evaluation or Epidemiology or
• Public Health, Bachelor’s Degree in Statistics or Bachelor’s Degree in Quantitative Economics, Training in Monitoring and Evaluation and Training in health management
• Minimum Experience and Exposure: 8 years in Programme / project Monitoring and Evaluation and quality Improvement.
• Special Knowledge: Principles of Programme /project Monitoring and Evaluation; Developments and trends in the response to HIV/AIDS in Uganda and internationally; National and international legislations and policies relating to HIV/AIDS Care.
• Key Skills: Skills in monitoring and evaluation, Skills in collecting and sorting data, Communication and Writing skills, Supervisory skills, Interpersonal Relations, Computer skills relevant to programme/project monitoring and evaluation
