Your mission
As a MEAL & Knowledge Management Specialist you will have proven expertise and experience in knowledge management and monitoring, evaluation accountability and learning (MEAL), with an emphasis on programme based learning, adaptation and improvement processes.

The purpose of this role is to contribute to adaptive learning and improvement by ensuring that essential knowledge, insights, feedback and experiences from the implementation and scaling of War Child’s Evidence Based Methods (EBMs) are effectively captured, analysed and shared across the organization. You will provide strategic guidance, technical expertise and support in knowledge management and adaptive learning and improvement to support implementation and scaling of EBMs within War Child and with our strategic partners, ensuring that knowledge is interconnected to MEAL and enhances our effectiveness, improves decision-making and supports continuous improvement and adaptation.

You will lead on all knowledge management initiatives for the implementation and scaling of EBMs by War Child Alliance and its strategic partners. This includes setting up systems and overseeing knowledge management processes to ensure the effective collection, analysis, and utilization of data and knowledge for programmatic and organisational improvement and knowledge-based decision-making. You will bring significant experience and ideas to establish and/or strengthen War Child’s knowledge management systems and processes, ensuring they are institutionalised, and that staff have the ability to implement them. You are able to contribute to MEAL processes and systems to ensure they generate valuable data and insights that feed into knowledge management processes.

Travelling to country offices of WCA, Strategic partners, affiliates and elsewhere is required to fulfil the obligations of this role.

Team
You are part of the Programme Quality (PQ) team within the Programme Quality, Scaling and Advocacy (PQSA) Department and report to the Global Monitoring, Evaluation, Accountability and Learning (MEAL) Team Lead. You work in close collaboration with members of the PQ team, including the MEAL Advisor, Program Accountability & Participation (PAP) Advisor and the Data Analyst and your positions are complementary in their support to the WCA strategy pathways. You also work with other teams the global office, regional offices and country offices as well as our strategic partners.

You collaborate closely with the Scaling team and the Research & Development (R&D) team and support the roll out of War Child’s Evidence-based Methodologies (EBMs) ensuring the appropriate knowledge management processes and activities are in place during EBM's implementation and scaling. You also collaborate, as needed, with other teams .

What you will do:
Lead on the design and effective implementation of Knowledge Management Systems, Processes and Strategies within WCA
• Develop and implement a knowledge management strategy for WCA, in support of WCA’s strategic objectives and aligned with WCA's Global MEAL Framework and Information Management Policy.
• Setting up and maintaining knowledge management systems and processes in support of the operationalization of the knowledge management strategy.
• Manage the Programme Quality team’s internal and external digital platforms and resource libraries/repositories, ensuring that content is user friendly, accessible and up to date.
• Act as process owner for all PQ/MEAL related knowledge products, establishing governance processes for changes to content.
• Contribute to creating a feedback loop that enables adaptive management and continuous improvement of our programming, with a focus on evidence-based methodologies.

Contribute to design and operationalization of MEAL and Quality of Care Indicators processes and systems
• Contribute to the revision of the organizational Global MEAL Framework (GMF), ensuring alignment with the knowledge management strategy.
• Contribute to implementation of War Child’s Data Strategy, including piloting of the Quality of Care Framework and processes, ensuring alignment with the knowledge management strategy.
• Support EBM implementation and scaling information sharing and ensure War Child’s methods & internal standards remain up to date.
• Support War Child Alliance EBM implementation teams and strategic partners to apply and adhere to the established knowledge management processes.
• Ensure effective communication of EBM implementation and scaling results.

Learning and Strengthening Capabilities
• Contribute to the development of knowledge management and learning guidance documents to support the implementation and scaling of EBMs by War Child Alliance and its strategic partners.
• Ensure that knowledge is brought together and findings from War Child and partners’ implementation form a coherent basis for analysis of impact which promotes learning and strategy development for the whole organisation.
• Communicate top level learning / analysis reports and knowledge management insights to War Child and partners to ensure that management is able to make informed decisions on a timely basis to scale up and face operational challenges.
• Support onboarding of War Child’s relevant teams and partners on knowledge management process and systems related to our evidence-based methodologies.
• Engage with War Child teams and strategic partners implementing and scaling EBMs to identify knowledge gaps and provide capability strengthening and mentorship to staff and partners.
• Develop and deliver learning modules and workshops on knowledge management topics.
• Lead and/or contribute to learning events and learning agendas, collaborating closely with the EBM communities of practice
• Provide capability strengthening for users (within PQ, the wider organisation and partners, as relevant) to ensure effective use of digital platforms and the resource libraries/repositories for knowledge management purposes.
• Strengthen capabilities within the MEAL team, technical colleagues and other relevant colleagues across the organisation through organising and developing various knowledge management and learning activities.

Representation of War Child and Internal Collaboration
• Represent War Child and participate in global/ inter-agency networks and bodies that are relevant to the achievement of War Child’s mission and contribute to the implementation of their work plans.
• Collaborate with R&D, scaling, emergency response, advocacy and regional/ Country Office colleagues to strengthen alignment and value of various forms of knowledge management.
• Contribute to the internal MEAL Team's implementation of common plans and strengthening of programme quality in MEAL.
• Ensure effective communication of knowledge products.

Your profile
• Background: Relevant academic background on areas relevant for MEAL and knowledge management.
• Experience: At least 5 years’ experience in MEAL and/or Knowledge Management, of which at least 3 years significant experience of working in a (post) conflict setting and with the international development and humanitarian sectors.
• Knowledge Management Systems: Strong experience designing and implementing Knowledge Management Systems in support of MEAL activities.
• Software Applications: Familiarity with various software applications, including Microsoft Office Suite, Power BI, Canva, SharePoint libraries and communication sites, databases, and data visualization tools, is crucial. Additionally, knowledge of data security and privacy practices is essential when dealing with sensitive information.
• Advisory and Communication Skills: Strong advisory and communication skills, with a strategic thinking mindset.
• Context and program expertise: Proven experience with context analysis, needs assessments, proposal design and program/grant management cycle.
• System Design : Demonstrated ability to design and establish effective Knowledge Management systems.
• Remote Communication and Facilitation Skills: Strong remote and presential coordination skills (e.g. coordination of working groups, networks, communities of practice), as well as facilitation skills.
• Children’s rights knowledge: Sound knowledge and understanding of children's rights.
• Languages: Fluency in English, including strong written skills and the ability to communicate complex information in an effective way.
