Job summary
Responsible for all monitoring, evaluation and research activities. Will provide leadership in ensuring that HIV activities in Kampala maintain a virtuous data management and reporting system. He/she will ensure technical excellence of the processes, tools, techniques adopted by ROM at all levels, and will be the primary technical interface with all MEAL-related stakeholders. He/she will supervise the MEL and database staff, will ensure that project data is collected, analyzed, and regularly fed into the EMR system. Periodically produce performance reports to the programs team to meet the targets as per the work plan.

Responsibilities and duties
• Lead the development of M&E work plans, processes, and practices, in concert with HIV team s, the program technical and finance teams ensuring the vision, mission and values of ROM take center stage in all M & E outcomes.
• Ensure Routine Monitoring Reporting (RMR) actions and ensure templates are appropriately used and Standard Operating Procedures are followed.
• Provide and/or use regular performance dashboards with program and finance and ops teams to ensure performance targets are met in a timely manner and guide course corrections.
• Work closely with the ROM capacity development team to coordinate and move forward capacity development as well as programming and M&E functions in tandem.
• Provide oversight to M&E Officers to ensure quality assurance in data and reporting processes.
• Consolidate monitoring data for reporting against the performance indicators for donor reporting and internal program review.
• Carry out data quality assessments, vulnerability assessments, beneficiary verifications and any assessment and audits that improve program quality.
• Support and observe the safeguarding culture of ROM, regularly documenting and reporting identified and potential safeguarding issues; Ensuring health, safety, and security in your area of operation, as you promote the vision, mission and the values of Reach Out Mbuya.
• Any other duties assigned by the immediate supervisor.

Qualifications, Skills and Experience
• A Bachelor’s Degree in Statistics, Quantitative Economics, Computer science, Business Computing and Information Technology from a recognized and reputable Institution.
• 5 years’ experience in social or operational research, research methods, development and management, with proven experience in data entry and analysis, managing M&E systems in NGO setting.
• A post-graduate training in M&E.
• Computer skills and competence in MS Word & Excel.
• Deep understanding of HIV programming
• Knowledge in statistical analysis and data management packages of MS Access, MS Excel, SPSS and STATA)
