Description:

FHI 360 is seeking applications for MNCH and Nutrition QI Officer position for a USAID-funded Maternal Child health and Nutrition Activity that aims to strengthen the Government of Uganda’s (GOU) performance in implementing strategies to improve maternal, newborn and child health and nutrition outcomes. This including the implementation of Kampala-based work to develop effective models to improve services for urban populations, focusing on under-served/resourced communities.
The MNCH and Nutrition QI Officers will support use of QI methods to accelerate the adoption and implementation of MNCH and Nutrition Quality of Care (QoC) standards and overall improvement of quality of maternal, and newborn services at selected healthcare facilities in Kampala.
Job Purpose: The MNCH and Nutrition QI Officer will effectively support activities to institutionalize the use of quality of care standards and QI methods through proving ongoing coaching/mentoring and technical support to facility teams on application of QI methods, MNCH and Nutrition QoC standards, and essential maternal, newborn and child health knowledge and skills.

Key Duties and Responsibilities
Support Facilities institutionalize principles of 5S-CQI-TQM and adapt them to MCH &Nutrition service delivery. This includes other technical areas of Family planning, Gender Youth and Social inclusion and MEL (Monitoring Evaluation and Learning Use of Quality Improvement methods and tools to accelerate the adoption and implementation of MNCH and Nutrition strategies including MNH Quality of care and utilization of MoH guidelines, frameworks, and high impact practices. Functionalize using of WITs to increase MPDSR notification, reviews, and reporting. Use Quality Improvement approach to implement and track status of implementation of recommendations. To regularly provide coaching & technical support to facility teams to institute changes and evidence-based practices to improve key performance indicators. Support onsite emergency obstetric and newborn care clinical skills mentorships as needed Using a root cause analysis support facilities improve data quality and concordance from site level registers/tools to HIMS and DHIS2. To engage and provide feedback to KCCA public health department including Division Medical Officers (DMOs), facility managers, and MCHN technical team leads. Document and provide regular reports on progress made by the health facility QI teams including challenges faced and how these were solved, and any issues that may need additional support from MNCH Activity or other actors. Conduct technical coordination roles for an assigned division by engaging and provide feedback to KCCA public health department including Division Medical Officers (DMOs), facility managers, and MCHN technical teams. To Document learnings inform of change packages, Success stories, Human interest stories, technical briefs, Case studies and other KM products as guided by the project team. To Perform other related duties as assigned by supervisor

Qualifications and experience:

• A Diploma or bachelor’s degree in Midwifery or Nursing or a diploma in in Clinical Medicine
• At-least 3 years’ experience in management and delivery of Basic Emergency Obstetric and newborn care services at facility level
• Knowledge and experience of at-least 3 years in application of national QI approaches, and Maternal Newborn Health quality of care standards
• Training and experience as an obstetric and newborn care services Trainer of Trainers and/or mentorship and coaching in the same areas will be of added advantage
• At least three years of experience in implementing Quality Improvement approaches and use of related tools to support facility-based Quality Improvement teams in maternal, and newborn care
• Possession of a valid registration certificate from the relevant professional regulatory bodies.
• Excellent facilitation, communication or interpersonal skills is a must.

Typical Physical Demands:
• Typical office environment.
• Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
• Ability to sit and stand for extended periods of time.
• Ability to lift/move up to 5 lbs.

Technology to be Used:
• Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

• Less than 10%
