Position Title: Male Engagement Literature Review Consultant
Position Description
EnCompass LLC is seeking a candidate to lead an in-depth literature review on effective male engagement programming in Uganda for the United States Agency for International Development (USAID) Maternal and Child Health and Nutrition (MCHN) Activity. The purpose of the literature review is to identify the most promising programs for male engagement in maternal and child health (MCH) and nutrition in Uganda for use at the health facility and community levels. Findings from this literature review will potentially inform a more robust study or intervention for male engagement for the USAID MCHN Activity to conduct in its next program year.
EnCompass is seeking a candidate with demonstrated and robust technical expertise in research related to male engagement in MCH and nutrition; gender and gender-transformative approaches; youth engagement; and social inclusion. The completion of the literature review is time-sensitive, and the candidate must be capable of working within the allocated time frame.
This is a part-time consultancy with an approximate start date in November 2021 and end date in January 2022, with an estimated 15 days level of effort.

Description of USAID MCHN Activity
The MCHN Activity is a five-year, USAID-funded program to improve the quality of maternal and child health (MCH) and nutrition through support to the Government of Uganda (GoU). The MCHN Activity is enhancing learning and sharing of lessons and best practices, facilitating improvements to governance, coordination and cooperation processes and structures, building leadership capacity, and enhancing private sector engagement. The Activity is also advancing new models for MCH and nutrition services and systems in Kampala through the Urban Health Initiative, and collaborating closely with the Government of Uganda, Ugandan private sector entities, other USAID-supported activities, and other development partners to both support and leverage their efforts to improve MCH and nutrition outcomes in Uganda. The MCHN Activity is implemented by a consortium, led by FHI 360, that includes EnCompass LLC, Makerere University School for Public Health, Save the Children, and the Uganda Healthcare Federation. As USAID/Uganda’s flagship initiative in the MCH and nutrition arena, the Activity supports the Mission in ensuring that the quality and effectiveness of its combined efforts in MCH and nutrition are maximized.

Position Duties and Responsibilities
Essential functions:
• Gain a strong understanding of the findings, conclusions, and recommendations from Uganda MCHN’s Gender, Youth, and Social Inclusion (GYSI) Analyses.
• Develop a brief concept note to guide the literature review.
• Identify key pieces of literature on male engagement programs relevant to MCH and nutrition in Uganda.
• Conduct a literature review of confirmed documents and write a report detailing findings from documents reviewed.
• Participate in meetings or presentations to disseminate findings and support planning of future activities.

Position Requirements
Qualifications
• Bachelor’s Degree and a minimum of 7+ years of experience, Master’s Degree and a minimum of 5 years of experience or PhD and minimum of 3 years of experience. The degree may be in public health, social sciences, international development, economics, political science, or a related field. Experience in research as well as public health, social sciences, or international development is required.

Experience and Skills
• Demonstrated strong technical expertise in GYSI integration in health, male engagement, and GBV prevention and response in the USAID context (especially MCH and nutrition)
• Experience in conducting literature or desk reviews of gender and social inclusion related programming and in developing robust reports
• Experience in implementing interventions related to gender equality, male engagement, youth engagement, GBV prevention and response and/or related areas, especially at the community and health facility levels
• Demonstrated experience in qualitative data analysis is an asset
• Strong knowledge of gender and male engagement in the context of Uganda preferred
• Strong organizational skills and attention to detail
• Strong written and communication skills
