JOB DETAILS:
Job Purpose
To enable the acquisition, development and retention of hu- man resources and oversee all aspects of human resources policy, processes and procedures to ensure proper and effective implementation of NIRA's mandate and objectives.
Key Responsibilities & Duties
• Participates in the development and implementation of a human resource management and development strategy and initiatives aligned to NIRA's objectives. 2. Contributes to the development and implementation of human resources policies, procedures and guidelines. 3. Reviews the Performance Management System (PMS) and tools on a regular basis to make them more effec- tive and relevant for the needs of the Authority. 4. Ensures that all management have the ability to use the PMS to review and develop staff performance in accordance to HR policy and guidelines
• Coordinates the performance management cycle of staff according to existing policy and guidelines and assists supervisors to develop staff performance review reports outlining staff development and training plans for the ensuing period.
• Consolidates the annual staff performance review report for discussion by management.
• Implements management plans pertaining to welfare and employee relations including terms and conditions of service.
• Work with Heads of department and Managers/supervi- sors to develop annual leave schedules to ensure that the business of the Authority is not prejudiced and leave liability is minimized.
• Maintains high level of discipline of staff and compli-
• ance with the policies, procedures and guidelines of the Authority and benefits administration.
• Monitors the implementation of remuneration packages and ensure effective management of the payroll.
• Ensure accuracy and completeness of staff records and personal files as per the set guidelines.
• Handle staff discipline and grievances and escalate to the Head, Human Resource in accordance with policy and procedure guidelines.
• Ensures that staff job descriptions are reviewed regu- larly to reflect changes in their jobs and other business requirements.
• Develops career development and succession plans. 15. Performs any other duties as may be assigned from time to time by the Director, Human Resource Management.
Required qualifications and experience:
• A bachelor's degree with Honors in Human Resource Management, Social Sciences or a related field from a recognized institution
• A master's degree or Postgraduate Diploma in Human Resource management is an added advantage.
• At least seven (7) years of experience in an HR management position and three (3) of which must be at managerial in a reputable Public or Private organiza- tion. d. High level of integrity

• Ability to effectively prioritize and execute tasks in a high-pressure environment to drive results.
• Knowledge of Ugandan Labor Laws and other relevant statutory and regulatory guidelines/requirements.

• Excellent written and verbal communication skills

• Ability to meet tight deadlines.
