JOB DETAILS:

Main Purpose of the Job:
To provide strategic, technical and managerial leadership in the design, development, planning and implementation of TAF (AIC)’s advocacy & resource mobilization program, to leverage synergies for attainment of the wellbeing of People Living with HIV and a positive image of the organization.

Key Outputs
• Leadership & cordination of advocacy & resource mobilisation programs implemented
• Advocacy & resource mobilisation strategies work plans and budgets managed
• TAF (AIC) investment plans developed, implemented & monitored
• Public Relations and image built
• Partnerships & Linkages developed and maintained
• TAF (AIC) Governance and leadership structures coordinated

Key Duties and Responsibilities
• Make strategic decisions and provide leadership to the advocacy & resource mobilization unit
• Build and develop productive inter directorate working relationships
• Review draft project proposals, get them discussed and endorsed by TAF (AIC) management, for submission to prospective development partners and other parties
• Identify Funding opportunities for TAF (AIC) programs; assess organization opportunities for resource mobilization
• Supervise, appraise, mentor, coach and counsel subordinates and offer invaluable support to superiors
• Coordinate and manage Advocacy & resource mobilization strategies and activities
• Develop plans and budgets for resource &advocacy program, health governance and partnerships, monitor progress and evaluate performance
• Plan,Monitor and guide the implementation of resource mobilization & advocacy annual work plans
• Lead and coordinate the preparation of periodic plans and budgets for the advocacy & resource mobilisation and ensure that program and performances are of the highest quality,
• Develop Investment strategy and budgets, closely aligned to the Strategic Plan
• Manage, monitor and evaluate Resource Mobilization and advocacy activities of TAF (AIC)
• Coordinate the process of building technical capacity of Investments
• Propagate TAF (AIC) Vision, Mission, Philosophy, values and a positive image and protection of the organization
• Represent TAF (AIC) in meetings with key partners to advocate
• Strategically engage & lobby with government & stakeholders (including political establishments, CSO, donors, health consumers), relating to Health care to increase support and publicity for TAF (AIC) Programming;
• Relations between TAF (AIC) and partner organizations/members and key stakeholders including Ministry of health, UAC, CSO Managed
• Coordinate TAF (AIC) Governance and leadership structures and enhance their contribution to the AIDS response
• Advice the Board and the Executive Management Team on compliance with all aspects of governance as
• prescribed in the Rules, governance documents and standing orders.
• Advice on TAF (AIC) articles of association & Memorandum issues and ensure meeting procedures, terms of
• reference, delegation are in accordance to the Rules
• Facilitate the election and induction of new Board Members into TAF (AIC) business, providing clear information on their roles and responsibilities
• Co-ordinate and ensure that arrangements made for the retirement by rotation and election or re-election of members of the Trust’s Board are in accordance with the Rules.

PERSON SPECIFICATIONS:
• Manager Advocacy Communication & Partnerships (1) Minimum Academic Qualifications: Master’s Degree in Social Sciences, Public policy, mass communication or any related field.

Additional Training
• Orientation in HIV/AIDS prevention, care and support
• Project Planning and Management and resource mobilization
• Advocacy and public policy formulation
• Public Administration and budget analysis
• Required Experience and Skills
• 5+ years relevant experience with demonstrated success in advocacy, policy and communications within the National development community and 3 years senior management experience
• Demonstrated experience with Ugandan and international-based HIV/AIDS advocacy and policy issues
• Proven leadership skills, with unique ability to manage staff and communicate effectively
• Demonstrated history of successfully building critical, long term, engaging relationships with stakeholders and relevant partners

Special Knowledge
• Knowlegde on PLHIV Centred Health care service delivery
• Trends and developments in HIV/AIDS prevention and Care
• TAF (AIC)’s mandate, programmes and activities
• Knowledge of human rights protection and promotion
• Public policy formulation and lobbying
• The activities of other AIDS Support organizations in Uganda
• TAF (AIC)’s Key partners and their roles
• National HIV/AIDS prevention Strategies
• HIV/AIDS Policy framework
• Strategic thinking skills
