JOB DETAILS:

Main Purpose of the Job:
In collaboration with MoH divisions (ACP), UAC, implementing partners, development agencies and other stakeholders, coordinate all project outputs/outcomes in Soroti Regional Project / Eastern Region District(s) to achieve epidemic control and the attainment of the UNAIDS 90 90 90 goals by 2020.

Key Outputs:
• Effective implementation of project activities in line with project objectives;
• Meetings with district and MoH and stakeholders’ meetings attended;
• Technical Assistance (TA) provided to increase; ART coverage, retention rates, patient monitoring, TB/HIV co management and quality of services in alignment with MoH standards for HIV/AIDS treatment and care services and the National QI Integration framework
• Project work plans and budgets developed in alignment with the FOA requirements;
• Project performance monitored and presented to development partners and other stakeholders regularly;
• Participation in project proposal writing and response to new FOAs.

Key Duties and Responsibilities:
• In liaison with the Project Manager, ensure implementation of all set project activities; ensure project reports are reviewed and submitted on time to the project manager;
• Develop and monitor project work plans and budgets in alignment with project requirements; Provide TA and supervision to the project officers (POs) care and treatment;
• Coordinate with MoH departments/divisions like AIDS Control Program (ACP), UAC and other stakeholders to foster project understanding and support;
• Organize and participate in quarterly project review meetings at the district level and all stakeholders’ meetings; Attend key stakeholder meetings and project staff meetings;
• Provide project oversight and leadership for teams and field activities for treatment and care services to scale up ART coverage, retention rates, patient monitoring, TB/HIV co management and quality of services in alignment with MoH standards;
• Develop, update and maintain a project area profile of treatment and care service providers; Provide TA to DSD, and CSOs in SOROTI region;
• Coordinate the capacity building efforts in the project ensuring that staff are trained and mentorships are conducted
• Network and collaborate with other service organizations;
• Ensure timely appraisals of Project Officers (POs) care and treatment; Manage project resources including funds and other supplies to ensure accountability;
• Actively participate and respond to call for proposal writing within the project framework.
• Any other duties and may be assigned by your immediate supervisor

Person Specifications: Manager Prevention, Care and Treatment
Minimum Academic Qualification:
• Master’s degree in Medicine, Public Health or in a related medical field
• Bachelor of Medicine and Bachelor of Surgery (MB.; ChB) or a related medical discipline.
• Training in HIV/AIDS care and management is essential
• A postgraduate degree in project planning and management, M&E will be an added advantage.

Required experience and skills:
• 5-10 years relevant experience in implementing public Health/HIV/AIDS related projects at decentralized level; experience working with district health systems and managing project teams; excellent written and verbal communication skills; knowledge of PEPFAR/US government programming policies and regulations, procedures and practices, excellent interpersonal skills including the ability to work effectively with the DHTs and HFs; Indepth knowledge and experience in HIV/AIDS programming issues; Project planning and management skills.

• The manager shall be a dedicated, self-driven experienced health professional with 6 years’ experience in HIV/AIDS programming and related activities.
• The team leader shall also exhibit the following skills: Robust leadership, problem analysis and solving, strong interpersonal relations, conflict management and program coordination which shall all be indispensable in his daily duties.
• Further the leader shall have vast technical knowledge in Quality Improvement, Impact evaluation and project planning and management.
• The team leader shall have proficiency in computer skills especially in packages like Microsoft Word, Excel, Power point and Outlook.
• Knowledge regarding operationalization of Uganda EMR (Electronic Medical Records) and DHIS2 will of profoundly added advantage.
