Core Roles and Responsibilities

• Implement the design of the ERP programme, in close coordination with OPM, Local Government, implementing partners, and other actors in the ERP sector, with close emphasis on community-based disaster preparedness activities, emergency preparedness plans, including contingency plans, in selected communities, high quality humanitarian response programmes.
• Establish good working relationship with OPM, Local Government at District levels, and other implementing partners including them in planning, managing and monitoring of ERP project activities for sustainable development.
• Build capacity of BRAC and partners and communities in: Community Based Disaster Preparedness (partners & communities); Emergency Preparedness including contingency planning (BRAC & partners).
• Offer technical support to the program team and beneficiaries towards the establishment and implementation of the program focusing on key program areas of ERP including the implementation of, and adherence to, programmatic and organization-wide, systems and procedures for ensuring good practice to meet sectoral standards on accountability and programme quality, including; the Code of Conduct for the International Red Cross and Red Crescent Movement and Non-Governmental Organizations (NGOs) in Disaster Relief, the Sphere Humanitarian Charter and Minimum Standards in Disaster Response.
• Monitor, track documents and reports, identified project achievements, challenges and corrective action when required, and adjusts project plans accordingly.
• Promotes the safety of self, team members, project beneficiaries from harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals. Safeguarding roles
• Read, understand, practice, promote and endorse the sections of the safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
• Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Job Specifications

The successful candidate should have; Bachelors’ degree in Community Development, Social Sciences, Development Studies with a strong humanitarian management background;3 years of relevant professional experience in emergency preparedness and response sector in a similar position. 1 year of designing/implementing & monitoring humanitarian interventions with IDPs or refugees, ability to adapt or change priorities, and take initiative to deal with difficulties encountered in daily work and ability to manage local staff in a mature, impartial and inclusive manner and address inequalities, capacity to manage a multidisciplinary and multicultural team.

Core Roles and Responsibilities

• Partnership Coordination and Management. Establish partnership protocols and effective coordination mechanisms; this includes cultivating and managing key donor, government, UN Clusters, and other UN agencies, NGO forums, peer organization, and other partner relationships and develop new proposals for the emergency preparedness and humanitarian response portfolios.
• Emergency and Response and Preparedness Planning. Support and facilitate the country program and the Senior Management Team (SMT) in the annual process of the Emergency Preparedness Planning (EPP) cycle leading in the design and development of a country owned EPP.
• Monitor and stay up to date on context-specific factors informing and/or impacting BRAC EPP e.g. early warning data, security and access issues, other actor mapping, and make recommendations to SMT and program teams accordingly. Coach and mentor staff on EPP.
• Implement Emergency Response and Preparedness Programs. Oversee, lead and coordinate the design of all aspects of implementation of the ERP program/projects and related interventions ensuring an integrated approach, timely procurement, spending, and implementation plans and that overall stated goals and objectives are tracked and met before transition and merger with regular programming or exit.
• Capacity building and accountability. Support interventions related to National and District level stakeholder coordination, including staff and stakeholder capacity building in supporting emergency response and preparedness.
• Ensure compliance with BRAC policy, procedures and practices throughout preparedness and emergency response activities, including adherence to Do No Harm principles plus other instruments like SPHERE, HAP, Code of Conduct for the International Red Cross and Red Crescent Movement and Non-Governmental Organizations (NGOs) in Disaster Relief work.
• Monitoring & Evaluation Systems. Adapt to changing priorities, and take initiative to deal with difficulties encountered in daily work.
• Ability to work independently, think innovatively and strategically and work effectively within a team. Ability to manage local staff.
• Develop and implement a consolidated M&E guideline for BRAC Uganda specifying its approach, priority level including lead roles
• Support external engagement activities including technical donor reviews, implementation partner and stakeholder meetings, government agencies, civil society organization and local Community Based Organizations (CBOs)
• Managing consultants. Manage external technical consultants and partners for agreed results delivery. Safeguarding roles
• Read, understand, practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
• Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Job specifications

The successful candidate should have; Master’s Degree/equivalent preferably in Economics, Disaster Management, Social Sciences, Development Studies or other relevant field; Minimum 7 years of job experience with a minimum of 4 years of managerial experience in different development and humanitarian, emergency response sectors, strong understanding and experience of emergency preparedness and humanitarian response program design and proposal development, ability to adapt or change priorities. Take initiative to deal with difficulties encountered in daily work, ability to work independently, think innovatively and strategically and work effectively within a team, ability to manage local staff in a mature, impartial and inclusive manner and address inequalities. Capacity to manage a multidisciplinary and multicultural team.
