Purpose:
The Technical Director MCH will provide strategic and technical leadership and oversight for the implementation of the MCH (maternal, newborn and child health, and post-partum family planning) component of USAID MCHN. S/he will ensure that MCH project activities and deliverables meet high quality standards. The Technical Director will manage the MCH team and oversee their technical assistance work at both above-site and service delivery levels. The Director will support the USAID MCHN Chief of Party in strategic design, planning, implementation and tracking documentation and reporting of MCH and FP workplan activities, and engagement with the Donor, other implementing partners, and GoU structures at national and subnational levels.

Roles and Responsibilities
1. Provide overall strategic and technical leadership for design and implementation of USAID MCHN Activity’s MCH technical assistance activities at national level and in Kampala
2. Ensure that the project meets intended MCH service delivery improvement goals, quality standards, and reporting requirements by appropriately aligning the MCH team’s technical assistance efforts to agreed upon priorities, as per annual workplans
3. Provide effective leadership for MCH technical assistance teams, including ensuring smooth linkages and cross-leveraging with nutrition, health systems strengthening (HMIS, supply chain, HRH, QI, etc) teams, and with GoU structures at national and subnational level
4. Effectively represent the USAID MCHN Activity in MCH technical strategy and policy engagements with Donor, other implementing partners and GoU structures at national, regional and district levels.
5. Lead and manage routine processes for development and tracking of project implementation bi-weekly monthly, quarterly, and annual MCH service delivery technical assistance workplans
6. Actively participate in and provide technical leadership and direction for the project’s MCH data utilization, learning and adaptation agenda
7. Establish and maintain strategic relationships with GoU national and subnational structures and other implementing partners within the MCH program implementation space
8. Establish, nurture, and manage smooth working relationships with USAID MCHN consortium partner leadership and implementation teams
9. Provide effective representation for the USAID MCHN activity at key engagements with Donor, implementing partners and GoU structures at national and subnational level
10. Perform other related duties as assigned.

Requirements/ Qualifications

1. A Master’s Degree in Medicine or Public Health and three (3) years
2. of professional experience managing MCH programs
3. A minimum of seven (7) years of progressively increasing responsibility working for successful MCH technical assistance programs
4. Demonstrates expertise and experience in service quality improvement and operational research approaches
5. Experience and expertise in managing integrated health services
6. Experience and expertise in managing programs in across sectors beyond health
7. Excellent communication and negotiation skills
8. Experience in successfully engaging the private sector
9. Must have demonstrated leadership qualities, depth and breadth of management expertise and experience
10. Experience with integration of gender and youth analysis into health projects and services; and
11. Excellent interpersonal, writing, and oral presentation skills.



JOB DETAILS:

Purpose: The Urban Child Health Specialist will provide technical expertise and day-to-day technical assistance to Kampala Capital City Authority (KCCA) and its governance structures at Division and healthcare facility levels to support the design, implementation and tracking of interventions to address gaps in access and quality of child health promotion, disease prevention and curative services in the city.

Roles and Responsibilities
1. Work closely with the health managers at KCCA, its divisions and facilities to design, coordinate and implement targeted and relevant service provider competences, and systems strengthening activities to address critical bottlenecks in the delivery of child health services using MOH-approved guidelines and tools (using REC, IMNCI, ETAT, etc). This will include strengthening child health quality of care activities to improve management of childhood illnesses, and routine immunization services guided by data to reduce inequities in coverage through supported microplanning activities to routine immunization activities and other Supplementary Immunization activities (SIAs).
2. Together with the project’s Nutrition team, private sector team, and sub-grantee CSOs support the design and implementation of integrated interventions to increase community demand and uptake of essential child health services by urban poor communities in Kampala
3. Support KCCA to strengthen its capacity to routinely use data to target technical support for improving performance on child health indicators at division, facility, and community levels.
4. Working together with the Kampala implementation manager and supply chain officer, strengthen other elements of health systems that support effective delivery of maternal and newborn interventions including – supply chain for MNH commodities, supplies and equipment; health workforce; information management systems; and leadership and governance.
5. Use Continuous Quality Improvement approaches to address implementation bottlenecks and scale up high-impact child health practices at facility and community levels. This should include pediatric death audits as a quality improvement tool.
6. Contribute to the timely compilation and submission of quality and accurate reports monthly, quarterly, annual and at all other requested times, including best practices and lessons learned.
7. Perform any other duties assigned by the supervisor.

Requirements/ Qualifications
1. A Bachelor’s degree in medicine, nursing, or related health sciences
2. A master’s degree in public health or a clinical discipline is an added advantage
3. A minimum of 3 - 5 years’ experience in in urban health programming with a focus on maternal, child health programming, QA/QI and provision of technical support.
4. Must have strong organizational skills and ability to work with diverse teams across the organization and within Uganda’s health and other development sectors
5. Understanding of the urban health service delivery landscape, prior work experience in a USAID-funded program and KCCA is an added advantage.
6. Excellent skills required in program design, reporting, documentation, monitoring and evaluation
7. Experience in working with external stakeholders with good knowledge of Uganda’s health system and structures
8. Must be creative individual with strong sense of vision, commitment, and priorities
9. Advanced proficiency in computer packages such as Microsoft Office, particularly Excel, PowerPoint, and Word
10. Excellent analytical (qualitative and quantitative) and communication (written and verbal) skills.
11. Willingness to be flexible and adapt to changing priorities and deadlines
