ORGANIZATIONAL CONTEXT AND SCOPE Uganda has been experiencing a growing impact of climate change in recent years. The country is registering yearly an increasing frequency and intensity of disasters. Overtime, the country has been registering above normal rainfalls as predicted by the Uganda Meteorological Office. The heavy rains have led to multiple disasters that adversely affected and disrupted human life, resulting in the destruction of lives, property, livestock, and livelihoods, including farmlands. The country is registering an increasing trend in disasters' frequency and intensity, including droughts, floods, and land/mudslides. Besides, the country is hosting more than 1.4 million refugees, mainly from South Sudan and the Democratic Republic of Congo (DRC). The country has one of the world's most progressive refugee protection policies and has been at the forefront of integrating development solutions to refugee crises. Vulnerability is exacerbated by low adaptive capacity, increased frequency and intensity of extreme weather events, weak institutional capacity, inadequate disaster management skills, lack of equipment for disaster management, Emergency Response, and limited financial resources. Under the direct supervision of the Chief of Mission and close coordination with the relevant Regional Thematic Specialists in the Regional Office (RO), the successful candidate will be responsible for coordinating the implementation of the Disaster Risk Reduction and Emergency Assistance to flood affected populations in IOM Uganda mission.
Core Functions / Responsibilities:
The candidate will perform the following duties.
• Coordinate the overall implementation, and monitoring of the Emergency Preparedness, Response and Disaster Risk Reduction projects including all DRR and Emergency WASH interventions in the target locations.
• Coordinate projects’ implementation in a timely manner, including its financial, administrative, and technical aspects, in line with policies and procedures, as well as donor requirements through
• maintaining a sound monitoring, evaluation and learning framework to enable continuous improvement.
• In coordination with the Chief of Mission, Resource Management Unit (RMU) and the Programme Coordination and Support Unit (PCSU), conduct a periodic review of progress of the Emergency response (DRR and WASH) projects expenditure pattern, reporting, and recommend the necessary initiatives to maintain consistency with the implementation plan.
• Supervise the staff assigned to the project, including consultants, monitor and coordinate the activities of Implementing Partners and service providers recruited to support and/or undertake specific project activities.
• Establish and maintain liaison and strong working relations with OPM, Government entities, UN agencies and other Implementing Partners and stakeholders, including donors aimed to avoid duplication and further strengthen the Emergency Response (DRR and WASH) programs.
• Undertake analysis and prepare regular progresses and other reports, ensure proper information exchange on all operational aspects of the project between IOM, donor and other partners and stakeholders.
• Coordinate the implementation of the complementary activities to enhance the impact of IOM’s WASH, Disaster Risk Reduction and Response interventions.
• In coordination with the Chief of Mission, RMU and Procurement/Logistics unit, provide technical support to the program related procurement efforts for supplies and services verifying that the processes are transparent and in line with IOM and donor’s regulations.
• Contribute and proactively provide substantive support towards the identification and development of new projects opportunities in the country in relation to expressed governmental needs, donors’ priorities and in line with IOM’s mandate and strategy on Emergency Preparedness and Response.
• Participate at the relevant seminars and meetings, as well as other events aimed at promoting IOM’s image and activities on Emergency response specifically the WASH and Disaster Risk Reduction and Response programs.
• Undertake regular site visits and provide liaison, guidance and coordination as required.
• Promote advocacy and resource mobilization by identifying common strategies for communicating with public, media, and policy makers, including for the marketing and advocacy of appeals to donors; and ensuring timely resource mobilization for successful implementation of DRR and WASH projects.
• Perform such other duties as may be assigned.
Required Qualifications and Experience
Education • Master’s degree in Water Resources Management, Environmental Sciences, Development studies, Social Sciences, Climate Change Adaptation, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience in project management, monitoring & evaluation, or operational research; Or
• Bachelor’s degree from the same field with four years of relevant professional experience in project management, monitoring & evaluation, or operational research.
Experience • Required experience in project and budget management
• Field experience in a complex humanitarian Disaster emergency
• Experience in humanitarian development projects, including proposal development, budgeting, technical design, implementation, M&E activities, and preparing donor reports in an Emergency context with a government or UN agency, or international organization
• Experience and good record in liaising, partnership and engagement with government institutions and donors in the region
• Experience of multi-tasking skills as well ability to manage competing priorities under pressure and meeting deadlines
• Experience in development and implementation of capacity-building activities
• Working knowledge of financial management system
• Experience in UN coordination mechanisms.
Skills • Experience planning, organizing and facilitation of trainings
• Excellent command of Office suite applications (Word, Excel, Access, PowerPoint)

ORGANIZATIONAL CONTEXT AND SCOPE IOM’s Immigration and Border Management (IBM) Division supports Member States in improving the policy, legislation, operational systems, human resources, and administrative and technical structures required to respond more effectively to diverse migration and border management challenges. Immigration and Border Management (IBM) activities are in line with
IOM’s commitment to facilitate orderly, safe, and regular migration and mobility.
Under the overall supervision of the Chief of Mission, the direct supervision of the Senior Project Assistant, and in coordination with relevant units in IOM headquarters and the Regional Office (RO) for the East and Horn of Africa, the Project Assistant will be responsible for supporting the implementation of IBM projects, supporting the effective and efficient realization of objectives and providing administrative support to the Mission as needed.
Core Functions / Responsibilities: • Assist in the implementation and monitoring of the IBM project activities.
• Retrieve, compile, summarize, analyse, and present information/data on specific project topics.
• Monitor budget; verify availability of funds; obtain necessary approval and update budget related information.
• Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc.
• Draft status reports, identifying shortfalls in delivery, bring them to the attention of the supervisor and suggest remedial actions.
• Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, presentation and other forms of documentation.
• Respond to complex information requests and inquiries; set up and maintain files/records; organize meetings, workshops and training sessions.
• Participate in meetings and conferences; assist in coordinating implementation activities with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, donors and other stakeholders relevant to the project.
• Assist in monitoring work of implementing partners and report non-compliances to the supervisor.
• Provides guidance/training to new/junior staff.

Required Qualifications and Experience
Education • Bachelor’s degree in Political Science, International Relations, Law, Social Science, or similar field from an accredited academic institution, with at least 3 years of specific professional experience.

Experience • Experience implementing IBM projects.
• Knowledge of border management strategies and policies.
• Experience liaising with donors, government officials and other stakeholders. and a proven track record of resource mobilization.
• Ability to prepare clear and concise reports.
• Knowledge and experience working with IOM’s administrative procedures is a distinct advantage.
