Role Summary The Human Resource Officer provides key support in all HR functions including but not limited to talent acquisition and onboarding, cross-department coordination, personnel file management, training and development, staff benefits coordination, staff engagement, administration of the human resource information system, and assisting in the human resource admin activities on a day-to-day basis. The person in this role is an efficient and effective Human Resource professional with strong interpersonal skills, a keen eye for attention to detail, and the ability to create and maintain effective processes and systems to meet the department’s and organization’s objectives.
Main Duties and Responsibilities
Staff Development and Learning 60%
1. Liaising with staff and interviewing employees to identify and assess training and development needs.
2. Delivering and working with the line manager to support and overseeing the training of individuals or groups of employees
3. Supervising and monitoring progress made via training programs or schemes
4. Delivery and evaluation of staff learning and development programs and the implementation of an annual corporate training plan.
5. Participate in the Development of a comprehensive learning and development manual and charter.
6. Prepare reports on training activities and effectiveness.
Recruitment & Onboarding 10% 1. Contribute to the overall talent development strategy of the organization, and work collaboratively across functions to identify current and future staffing needs.
2. Maintain a recruitment database and develop a strong talent pool to meet the organization’s needs.
3. Manage all recruitment activities (job adverts, shortlisting, interviews, recruitment, contracts, and personnel files). Including but not limited to: sourcing applicants through multiple outreach strategies including online channels and job fairs; creating job descriptions and interview questions, shortlisting the most suitable talent from available candidates; planning and scheduling screening calls, assessments, and interviews.
4. Develop and implement end-to-end candidate hiring processes to ensure a positive experience.
5. Assess candidates’ information, including C.Vs., portfolios, references and required background checks.
6. Prepare all relevant documents, forms, and contracts and ensure timely collection of information and coordination with relevant departments through the recruitment and onboarding process.
7. Facilitate the timely enrollment of new staff into the medical benefits plan and GPA and support issues resolution. Advise employees of eligibility, providing application information, helping with form completion, verifying submission, and notifying employees of approvals.
8. Provide orientation for new employees by providing information packets, reviewing company policies, explaining benefit programs, and obtaining signatures for documents.
9. Support the maintenance of all talent acquisition and management processes and data and write recruitment reports as required.
HR Data Management 20% 1. Maintain accurate and up to date personnel records of all employees including orderly archiving
2. Manage personnel files and staff database and ensure that they are accurate, up to date and maintained in line with our privacy and security policies.
3. Maintain employee’s database/trackers for employee leave, timesheets, employee performance evaluation and staff training. Ensure that all staff Lists, probationary lists, supervisory lists are up to date.
4. Document and track human resources actions by completing forms, reports, logs, and records.
5. Support the implementation, management and optimization of RTV’s human resource information system (HRIS) ensuring it is accurate and up to date, support staff capacity building and be responsible for issues resolution.
Other 10% 1. Serve as the first point of contact for employees for HR information, policy guidelines, and issues resolution.
2. Support the development of strong communication and feedback channels with all staff and through a variety of mechanisms to support employee engagement.
3. Support staff exit and separation processes and maintain relevant records
4. Participate in departmental and cross-departmental meetings and prepare monthly HR Administrative reports.
5. Support the organization of staff training with internal or external providers.
6. Support Senior HR Officer and HR Manager in ensuring timely and effective internal communications and provide support in staff engagement activities.
7. Support implementation of and compliance to HR policies.
8. Work with the Line Manager and HR team in the performance reviews process.
9. Accomplish human resources department’s and organization’s mission by completing related results as needed.
Qualifications & Experience 1. Bachelor’s Degree in Human Resources Management or any related discipline.
2. Post Graduate Diploma in Human Resources Management.
3. 3-4 years of relevant professional experience in human resources.
Required Skills & Competencies 1. Strong knowledge and experience of HR data management processes and systems with the ability to analyse and interpret numerical data and processes
2. Experience with full-cycle recruiting, using various interview techniques and evaluation methods and knowledge of Applicant Tracking Systems.
3. Proficiency in documenting processes and keeping up with trends and best practices.
4. Demonstrable skills in digital media outreach, and HR databases.
5. Experience working with an International NGO.
6. Ability to maintain discretion and confidentiality of HR information.
7. Well-organised and process-oriented and with strong attention to detail.
8. Strong written and spoken communications skills.
9. Strong interpersonal skills and ability to perform with limited supervision.
10. Excellent IT skills including HRIS, MS Office and Google Suite.

Job description
Overview The Communications Officer will work independently on agreed work, but will meet regularly with management team, leadership team, programs team and operations team to review and obtain feedback on on-going and new projects. She/he will maintain RTV’s internal and external communications with the relevant stakeholders through active engagement guided by RTV’s communications strategy, ensure RTV’s work is timely, clearly and effectively communicated through the various communication channels thus ensuring advocacy of the organization’s work.
Responsibilities
Media, Publicity & Communication 1. Lead in developing creative ways to document and communicate RTV’s work e.g. through photos/video/art/case stories
2. Liaise with mainstream media to profile RTV’s work, cover events/activities, publish program work.
3. Ensure that RTV’s publications, reports and videos are of high quality and disseminated appropriately.
4. Lead in the production of a range of publications including annual report, newsletters.
5. Provide editorial support during the development of materials such as reports, briefing notes, Information Educative (IEC) materials to ensure that appropriate language is used
6. Manage RTV’s digital presence through the website and other social media platforms like Facebook, Twitter, LinkedIn, listservs, Youtube etc.
7. Ensure that updates related to RTV’s work are constantly shared with the online audience
8. Ensure effective communication between Uganda team and Canada team Communication strategies
9. Review and update RTV’s Communication and Advocacy Strategy in consultation with the Management and other senior staff.
10. Support the implementation of RTV’s Communication and Advocacy Strategy, Networking and Stakeholders Engagements
11. Strengthen links with relevant stakeholders including Government departments, donors, partner organizations and beneficiaries.
12. Liaise with various media houses to promote upcoming events, contribute to key advocacy, promotional, communication, and media activities.
13. Liaise with key event partners and significant stakeholders to build positive working relationships
14. Identify and manage logistics for RTV staff, volunteers and contractors required for various activities, and partner and senior staff visits.
Reporting and Resources 1. Prepare accurate and timely communications reports as directed by the Senior Management Team
2. Provide written and verbal presentations on communications as required.
3. Undertake an evaluation of each event, maintaining accurate data, including reviewing and reporting against the objectives of the various events.
4. Maintain current analytics/statistics and fact sheets on the RTV’s social media platforms and website periodically presented to the Management Team and used in presentations when required.
5. Complete administrative reporting on a weekly basis and provide support with information sharing for reporting and writing as might be required;
6. Attend and participate in weekly staff meetings as well as cluster team meetings to highlight issues and success and outline next steps;
7. Coordinate the development and maintenance of relevant communications related databases for contacts, reporting, and upcoming deadlines.
Essential Requirements and Experience 1. A minimum of 3 years of experience as media or communication officer. Experience of working with donor funded projects will be an added advantage.
2. Demonstrated skills in program communication, development of Information, Education and Communication material, documentation and publication (including web-based documentation)
3. Knowledge of best practices in communication research, planning and strategy, and execution of social media and the presentation of key audiences including government, general public, and media.
4. Excellent spoken and written English: general ability to express clearly and concisely ideas and concepts in written and oral form; specific skills in writing press releases, op-eds and articles/stories for traditional and electronic media
5. Analytical and conceptual skills to think and plan strategically. Skills and experience in communication programs, monitoring, review and evaluation.
6. Highly developed interpersonal skills, including the ability to effectively negotiate and liaise with a wide cross section of people, including internal staff, partners, service providers and the wider community.
7. Demonstrated skills in using social media platforms and website maintenance using Content Management Systems (CMS)
8. Knowledge of computer systems and applications, specifically interactive digital media and in particular, advanced MS Office Suite, Adobe Suite, and Salesforce
9. Good interpersonal skills: the ability to communicate clearly and effectively at all levels, taking into account cultural and language difficulties.
10. Proven ability to work effectively under pressure, handle heavy volumes and meet demanding deadlines with strong attention to detail.
11. Experience with photography and videography
12. Ability to ride and possession of a riding license or willingness to learn within three months
13. Strong command of English and storytelling.
14. Fluent in local dialects in areas where RTV works;
