Terms of Reference

Duties
Project Management

1. Lead the design and implementation of assessments and other data-driven products related to the socio-economic welfare of refugees, forcibly displaced persons and host communities, wherever possible through coordination with the National Bureau of Statistics and World Bank Country Economist in inclusion of forcibly displaced into National Poverty Assessment.
2. Successfully manage all partnerships and activities in the collection of comparable socio-economic (poverty) data on forcibly displaced
 

3. Contribute to defining and promoting a vision for the use of socio-economic data, particularly in planning, programming and advocacy at the country, regional and headquarters levels.
4. Maintain a strong understanding of the state of literature on poverty analysis for forcibly displaced.
5. Manage data collection activities, as appropriate. This may take place at all stages of data collection (preparation, survey design, sampling, onsite data collection oversight and supervision and quality assurance, data analysis and report writing).
 

6. Conduct data analysis using econometric programs (R, Stata).

Data Collection and Analysis
1. Consolidate raw primary and secondary datasets into final datasets to be used for analysis, as needed. This will involve creating and merging various sources of data and may require programming matching algorithms, linking up with field staff for additional information, and performing manual matching.
2. Clean all datasets and create all necessary indicators. Work with the research team to design a thorough plan for data analysis and carry out the coding to perform this analysis. Common analytical tasks include production of descriptive statistics and regression analysis for various outputs such as briefs, presentations and academic papers.
3. For any field survey, assist in programming the instrument and developing protocols to ensure high quality data.
4. Properly prepare and document relevant datasets for archiving on the UNHCR Microdata Library.
 

5. Lead the preparation of research papers including formatting and creating tables, graphs, and related analysis.
6. Engage with country operation, partners and government, as appropriate, in the design and implementation of data collection and research projects.

Coordination
1. Ensure good communication and coordination among members of the country team, Governments, researchers and partners, serving as a link between these parties.
2. Lead drafting and writing of presentations, analytical reports and research and policy briefs.
3. Participate in official missions and deliver capacity building and training activities for partners and governments.
4. Identify research opportunities and contribute to proposals for research partnerships and funding.
 

5. Reflect UNHCR's positions on policy, advocacy and programming issues as they relate to the protection, resilience and solutions of refugees with medium-term economic and social development programmes.
6. Represent UNHCR in negotiations and meetings relating to socio-economic profiling of forcibly displaced and wider partners research in country.
7. Represent UNHCR in technical capacity with external actors.
8. Perform other related duties as required.

2. Experience in working in partnership with private sector, NGOs, UN organisations, development actors, and government authorities
3. Technical Competency and experience in business development services; financial inclusion; agriculture and food security; vocational and technical education and training, etc
4. Experience in facilitating the economic and financial inclusion of refugees in collaboration with internal and external stakeholders including the private sector.
5. Knowledge of entrepreneurship building, cash assistance, community contracting, employment services, microfinance, safety net programmes linked to access to employment and self-employment programme
6. Experience in developing partnership with the private sector companies and/or business organizations
7. Excellent concept and proposal writing and presentation skills
8. Knowledge of current approaches and developments in the livelihoods sector, including broader UN processes on the SDGs and the Global Compact on Refugees.



Duties
1. Facilitate the economic inclusion of refugees in coordination with relevant external partners such as line ministries, private sector and development actors in accordance with UNHCR Global and Country level policies, priorities, and strategies, in particular the Global Compact on Refugees.
2. Strengthen partnerships with relevant stakeholders to enhance economic inclusion of UNHCR POC. This includes advocating with public and private sector services providers to include UNHCR POC in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.).
3. Build on UNHCR databases to support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. This includes supporting the implementation of socioeconomic and wealth ranking surveys to inform targeting, monitoring and facilitation of development programmes.
4. Conduct necessary assessments in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to identify investment and funding opportunities that enhance the economic inclusion of UNHCR POC.
5. Work with economic development agencies to help adapt their programmes to become inclusive of UNHCR POC and with the private sector to enhance inclusion of UNHCR POC in their labour force and supply chains.
6. In case UNHCR is implementing specific livelihoods activities, strengthen, guide and monitor the livelihoods interventions to help ensure they are market-based, and that the role of UNHCR has been strategically determined in consideration of its comparative advantage vis-à-vis other partners.
7. Perform other related duties as required.

In the Regional Bureaux

1. Keep abreast of policy developments and situation updates in the region, and advocate towards the economic inclusion and livelihoods of PoC.
2. Maintain regular communication with livelihoods and economic inclusion focal points in Country Operations in the region, identify gaps, opportunities, and provide guidance and capacity building for impactful programming.
3. Coordinate relevant technical assessments and research conducted in the region and support the identification of investment and funding opportunities that enhance the economic inclusion of UNHCR PoC.
4. Develop and mobilize partnerships for the economic inclusion and improved livelihoods of PoC.
5. Facilitate coordination and mobilize resources and partnerships for the economic inclusion of PoC and their livelihoods, at regional level.

In the Country Operations
1. Work with the multi-functional team, more specifically with the Protection Unit, to assess the legal framework for the right to work and rights at work in respective host countries and recommend/implement advocacy initiatives and policy reforms to improve UNHCR POC¿s economic inclusion, rights and access to work.
2. Manage the livelihoods and economic inclusion programme in the Operation, develop/update strategy, plan, monitor, report on and evaluate results.
3. Conduct necessary assessments and research in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to identify investment and funding opportunities that enhance the economic inclusion of UNHCR POC.
4. Facilitate coordination and mobilize resources and partnerships for the economic inclusion of PoC and their livelihoods, at Operation level.

Essential

Technical competencies in sub-sectors relevant to livelihoods programming e.g. financial inclusion, employment, entrepreneurship, private sector development, local economic development, poverty reduction, agriculture, livestock, vocational and technical education, and training, etc. Experience in facilitating the economic inclusion of vulnerable and marginalized groups and managing and advising on development processes in collaboration with internal and external stakeholders, ideally in varied field contexts. Experience in working with and developing partnerships with private sector, NGOs, UN organisations, development actors, and government authorities in sub-sectors relevant to livelihood programming e.g. financial inclusion, employment, entrepreneurship, private sector development, local economic development, poverty reduction, agriculture, livestock, vocational and technical education and training, etc. Experience in conducting sector assessments using quality social-science methods and tools, and in developing at least one comprehensive multi-year strategic plan for livelihoods support.

Desirable
Experience with UNHCR policies and standards.
