Project Management Specialist (Decentralized HIV/AIDS) job at US Agency for International Development JOB DETAILS: USAID/Uganda is seeking for qualified individuals to fill the Project Management Specialist ((Decentralized HIV/AIDS) position located in the USAID/Uganda’s Office of Health and HIV (OHH).
The OHH is responsible for one of USAID's largest and most complex bilateral assistance health programs. Currently, there are six technical units: 1: Health System Strengthening Unit (HSS), 2: President’s Malaria Initiative Unit (PMI), 3: the HIV & TB Unit (HIV/TB) and its PEPFAR sponsored activities, 4: Family Health Unit (FHU), 5: Strategic Information Unit (SI) which provides support to the Office and other technical units, and 6: Global Health Security Agenda (GHSA) and Emerging Pandemic Threats Unit. The OHH Team is headed by a U.S. Foreign Service Officer who reports directly to the Deputy Mission Director.
This position is in the HSS Unit. The HSS Unit manages a budget of over US$ 311 million in fiscal year 2021, and consists of sixteen (16) staff members. The HSS Unit supports all the OHH Units, and the Specialist serves as a Senior Officer responsible for working closely with these units on cross-cutting issues and projects such as developing health systems, strengthening laboratories, integrated service delivery, and private sector initiatives.
The Specialist provides primary support to the HSS Unit Leader and the Deputy Unit Leader in strategic leadership that is focused on guiding technical decisions, project design, and management for this cross-cutting portfolio. The Specialist works in close collaboration with the other OHH units’ technical officers and other senior managers to ensure that the Mission has the necessary strategic, technical, and management expertise to handle and successfully implement HSS and other HIV/health programs and activities in USAID/Uganda’s portfolio.
The Specialist reports to the Deputy Unit Leader and the position is nonsupervisory.
EDUCATION • Masters’ Degree in fields relevant to development assistance such as social sciences, social work, public health, organizational development, public or business administration, international development, law or medicine or related degree is required.
PRIOR WORK EXPERIENCE • Minimum of five (5) years’ experience of progressive responsibility, with professional experience in the field of development with experience of working with decentralized systems within Sub-Saharan Africa.
• Minimum three years’ experience in development assistance, or related work for GOU or international organizations or private sector institutions is required.
• Demonstrated experience with supporting a comprehensive approach to HSS, HIV/AIDS and health programs is required, including strategic planning, monitoring, and reporting in the areas of systems strengthening including governance, HRH, community systems, decentralization, and service delivery.
JOB DETAILS: USAID/Uganda is seeking for qualified individuals to fill the Human Resource Specialist position in the Human Resource Unit; one of the four (4) customer service divisions of the Executive Office at USAID/Uganda. In support of the Supvy. Executive Officer (S/EXO), the Deputy Executive Officer (D/EXO), and the EXO Specialist, the Human Resource (HR) Specialist assists with the management and delivery of effective personnel, administrative and logistical support services for the USAID/Uganda; Assists the S/EXO, D/EXO and the EXO Specialist with the management of the day-to-day operations for USAID/Uganda by coordinating activities between the various USAID offices as well as routine communication and liaising with Department of State sections, and provides guidance and advice to USAID staff as needed.
USAID/Uganda staffing is comprised of U.S. Direct Hires, U.S. Personal Services Contractors, Third Country National (TCN) Personal Services Contractors, and Cooperating Country National (CCN) Personal Services Contractors employees. Human resource management services include work force planning, coordinating, processing recruitment and appointment and issuance of personnel actions, processing classification actions under the MClass, benchmarking US and TCN positions, maintenance of the Mission Staffing Pattern and other staffing records and projections, orientation, and personnel processing of incoming and outgoing employees, operation of various awards program, participating in the mentoring program, performance evaluation program, the CCN Medical Plan, coordinating Mission hosted trainings, and preparing various periodic and non-recurring reports to support USAID/Uganda programs and human resources.
The HR Specialist is point of contact and technical advisor on policies related to personnel issues, coordinates the services that are obtainable under the International Cooperative Administrative Support Services (ICAAS)/Human Resources Office cost center such as the checking in process for offshore employees, placing of solicitations, and submissions to the Joint Awards Committee. The HR Specialist exercises good judgment, in making decisions and providing advice on USAID management policies, contracting practices, and when providing personal counseling and/or advice to employees. The HR Specialist exercises sound judgment in contributing to management decisions and in the formulation of expert opinions and advice to senior management in collaboration with the S/EXO and D/EXO by ensuring compliance with procedural, policy, legal, regulatory frameworks. The HR Specialist maintains contacts with the multiple EXO support sections, primarily Communications & Records, Travel, and Information Systems Division, in the coordination of administrative operations and logistical activities to ensure they are carried out properly and within appropriate time limits and coordination with ICAAS/Travel; ICAAS/Procurement; ICAAS/Motor Pool, etc.
EDUCATION Minimum of Bachelor’s degree in Management, Business Administration, Human Resources, Social Sciences, Psychology, or relevant study is required.
PRIOR WORK EXPERIENCE • Minimum of five years of progressively responsible professional in human resources management or administrative or management experience involving personnel, operating procedure, contracting, procurement or logistics and any combination thereof, is required.
• Work experience must have demonstrated successful experience in the field of contract and personnel management, a demonstrated knowledge of personnel planning, analysis, budgeting for a large local or international organization, is required.
