JOB PURPOSE
The Learning and Knowledge Management Officer is responsible for developing, supporting, and facilitating knowledge and information management related to implementation of the SUPREME project including documentation of all learning points and producing knowledge products in order to facilitate replication of good practices and learning.

Key Outputs/Responsibilities.
• Develop and implement the Knowledge Management Plan for the SUPREME Program
• Ensure an effective process of collecting and disseminating lessons learnt from grant disbursement process, FMNR, Demonstration gardens, Private sector, Youth programming activities and other interventions by the program;
 

• Conduct analysis of program data, document and generate knowledge materials for publication;
 

• Analyze the lessons learnt from key programmatic areas and provide recommendations for best practices in improving SUPREME program implementation;
• Play a key role in knowledge integration and dissemination, as well as introducing new tools and technology that can enhance the function of the SUPREME program;
• Ensure the development of appropriate documentation and knowledge transfer tools and templates to enrich lesson learned during implementation.
• Develop and improve systems that strengthen the Consortium’s ability to document and transfer knowledge and information.
• Work with the MEAL team in the consortium in providing evidence in form of photos and success stories to include in quarterly and annual reports.
• Liaise with Consortium partners to document and knowledge transfer of project implementation, document progress and provide feedback to improve program quality in a timely manner.
• Identify emerging good practices, themes or trends to build upon for greater impact that build to the consortium knowledge management.


Communication and Visibility
• Implement and track progress
• Work closely with the Response Communication Officer in enriching and updating SUPREME Website and other visibility efforts;
• Liaise with the Consortium partners to support individual partner communication and documentation initiatives to ensure consistency across the SUPREME program
• Establish effective partnerships and collaborations with other EU-funded consortiums and relevant networks, organisations and other partners in developing knowledge products, planning and organizing knowledge events related to Livelihood and cash programming;
• Provide technical support for training and mentorship activities across the consortium.
• Actively contribute to future grants to SUPREME in order to secure additional funding and ensure program expansion;
• Work with the MEAL team in conducting of internal evaluations of SUPREME activities, and use the results as basis to improve the existing programmes, SOPs, modules and/or guidelines;
• Develop and maintain a database that consists of relevant knowledge products, resource persons and training providers on knowledge management;
 

• Conduct monitoring and evaluation of the overall implementation of Knowledge Management plan and prepare periodic reports that consist of reviews, analyses, evaluations and recommendations to improve the overall implementation of Knowledge Management plan.

Reporting and Accountability
• Develop and continuously update the Consortium MEAL strategy and workplan and lead on implementation of the programme’s feedback and complaint mechanisms
• Ensure that the Consortium’s team members are supporting all efforts towards humanitarian accountability/Accountability to Affected Populations (AAP), specifically to beneficiaries and in line with the donor (EUTF SUPREME), Uganda Refugee Response frameworks such as FRRM and international standards
• Lead on the development and consolidation of quality and timely programme quarterly and annual reports (first point of quality control). This includes ensuring alignment with donor templates, ensuring that reporting accurately reflects the status of the project, challenges, and plans for successive periods.
• Ensuring reporting is delivered in a timely manner as agreed in reporting schedule.
• Review of monthly situation reports and leading on actioning recommendations e.g., passing programming actions down to partners and monitoring progress
• Ensure financial reporting is aligned to programmatic reporting. Leading on reviewing both reports and, identifying and flagging discrepancies with the Consortium Manager.
• Support Reporting and Accountability Officer in the tracking of Beneficiary feedback, actioning of beneficiary feedback, responses to beneficiaries and management of the referral mechanism.

Quality Management and Capacity Building

• Responsible for the tracking and development of base values, MEAL plans in pursuit of high impact and cost-effective program strategies and activities, in line with the SUPREME programme’s logframe
• Organise program review meetings and close-out meetings in order to highlight cross-project components aimed at replicating good practices and strengthening synergies between the Consortium members
 

• Enforce the use of MEAL tools, materials for all the Consortium members.
• Provide timely and high-quality advice to the PMU and Consortium members as required on the program quality.
• Train and support sectors and field staff to improve the field monitoring or any other MEAL needs.
• Contribute to the development and introduction of innovation to ensure World Vision is continually incorporating best practice approaches in operations.
• Contribute to the dissemination and sharing of best practices and lessons learned for corporate development planning and knowledge building.
• Provide leadership and technical support for all learning objectives, studies and assessments include engagements with consultants and dissemination of findings.
• Provide support to the Compliance Officer where needed to ensure that partner’s compliance issues that have been raised are addressed by each partner in a timely manner

Communication and Visibility
• Supporting and communicating with partners on ensuring implementation in a timely manner, and accurate tracking and reporting of implementation progress
• Regular liaison with the Finance and Compliance leads in the PMU to:
• Ensure programmatic spending is within the latest approved budget and the Costed DIP is being effectively monitored.

Gender, protection and disability inclusion

• Ensure gender protection and disability are main streamed across the consortium
• Ensure integration of child protection, gender and disability inclusion across the consortium.
• Liaise with WVU experts in this area to provide proficient advice gender protection and disability inclusion to component managers and officers.
• Will be the focal person in the consortium for issues of inclusion of deprived population groups among the refugees and host communities in an effort to ensure that interventions are sensitive to these dynamics on the ground in all the consortium interventions.
• Analyze and ensure the interventions are sensitive to issues of inclusion of disadvantaged population groups/people with special needs.
• Monitor and report on the project related gender issues in the area bi -weekly, monthly and quarterly reports.

Qualifications:
Education/Knowledge/Technical Skills and Experience.

• Master’s degree in social sciences or equivalent
• At least 5-year experience in managing complex projects, experience in consortiums is an added advantage
• Proven experience of developing, managing systems and tools to oversee complex programme portfolios across different sectors and locations as well as within the consortium
• Experience in humanitarian accountability Principles (HAP)_or Accountability for Affected populations (AAP)
• Excellent interpersonal, co-ordination and negotiation skills, and the ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.
• Strong commitment to integrity, professionalism, creativity and innovation, learning, accountability, planning and organization, results orientation, teamwork and technological solutions.
• Ability to live and work under pressure in a rapidly changing and sometimes insecure environment
• Team player with excellent communication and strong participatory leadership skills

• Excellently implement Assessment and Design processes and Child Sponsorship Operations standards in ways the meet WVU and WVI standards as well as cluster strategic priorities through effective supervision and working with Community Engagements and Development Assistants and Community Starter Group Member (Volunteers).

• Conducting collection of primary and secondary data, analyzed to inform assessment for potential interventions in the target communities
• Develop quality assessment report, facilitate development of the AP design document and AOP/Log frames/DIP/Budgets and prepare annual work plans and cash flows.
• Facilitate capacity building of partners on Design, operations research and documentation.
• Facilitate participation and engagement of the community, partners and government officials to learn about Child Wellbeing Situations.

• Conducting baseline Survey of the Programme Impact Area to inform selection of community projects.

• Support child registration planning and registration processes with partners which ensures transparency and participation in ways that are fun and meaningful for children.
• Facilitate formation of Community Volunteer Associations and other networks and collaborations on CWB among Sponsorship partners and stakeholders
• Support community household engagements and Accountability approach and formation of structures.
• Innovate better, context based and efficient ways of delivering child Sponsorship operations.

Child Protection
• Identify the wellbeing CONCERNS and C.P Needs/child abuse cases and report in line with child protection policy and guidelines.
• Work with local leaders to protect children from child violations and abuses on child protection.
• Sensitization of children including all RC on child protection.
 

• Sensitize children, guardians/parents and other stakeholders about children’s rights and responsibilities with a view to identify child violations.
 

• Report cases of child abuse in the programme area.
• Report cases of child incidents for follow up.
• Communicate to Guardian/parents on the intent of the Sponsor visit and attain consent/confirmation or rejection of the visit
• Attend to follow up on Child protection issues and report.
 

• Child protection integrated into AP Assessment and Design processes to ensure child safety and reduce/ eliminate child abuse, neglect and exploitation.

Partnership Engagement and Mapping.
• Conduct partnership mapping
• Mobilize grassroots organizations, Churches and other civil society organizations on poverty reduction.
• Mobilize government institutions and technical staff in the planning and implementation of AP programmes and plans.
• Mobilize community participation in programme/project planning, development, implementation and monitoring
 

• Mobilization of communities, local organizations and institutions for programme development and implementation and partnership.
• Improved relationship between World Vision, local government line departments, UNHCR, OPM and other Partners.
• Organize for dissemination workshops to share AP A&D findings.
• Share reports with key partners.

Qualifications:
Education/Knowledge/Technical Skills and Experience.

• Must have a Degree in Social Sciences, Humanities, Economics, and Statistics and/or Master’s degree qualification is preferred
• Must have at least 3 years’ experience in project design, management, planning and budgeting preferably within World Vision. Knowledge of World Vision LEAP 3 Design processes standards is an advantage
• At least two years’ work experience in community engagement, project planning and proposal development is key. Good understanding of logical framework and triangulating clear understanding of theory of change derived from problem tree analysis.
• Monitoring and Evaluation knowledge, Conducting Assessment, Data analysis and community and partners’ engagements is an added advantage.
• Skills in Project management and implementation.
• Experienced facilitator and a trainer, with capacity and skills to development and contextualize assessment and design tools.
• Experience of data collection, collation, analysis, and report writing
• Must have a Degree in Social Sciences, Humanities, Economics, and Statistics and/or Master’s degree qualification is preferred

Purpose of the position:
To provide innovative professional support to enhance technical soundness and coherence of the EQUATE ECHO HIP funded Education project in Invepi, Rhino Camp and Parabek in West Nile Education programs and Projects with National Office strategy, World Vision education strategy, guidelines and standards as well as government of Uganda priorities.

Key Outputs/Responsibilities.
Strategy and Planning

• Lead and provide information and analyses towards the development of strategies for implementation of EQUATE Education in Emergencies programme in consultation with relevant government agencies, consortium members and partners
• Contribute substantial information and analyses to interdepartmental working groups on the education sector.

Project Management and Implementation
• Support the design/development of activity guideline to ensure that project implementation is done in line with the design and donor expectation
• Develop guidelines, tools and approaches for quality project implementation and monitor compliance and effective utilization
• Ensure compliance and alignment with ECHO HIP policies and guidelines by consortium members in the implementation of EQUATE

Knowledge management
• Lead in design and implementation of baseline, mid-term and final evaluations and ensure follow-up of recommendations to improve quality of education programming
• Ensure documentation of the project impact and learning and provide guidance for to improve design and implementation
• Lead in ensuring timely quality project reports to the donor
• Support the consortium manager to organise learning and reflection forums in collaboration with partners and stakeholders

External Engagement and Networking
• Lead and identify opportunities for EQUATE linkages and collaborations in the education in refugee response programme in general and the education in emergencies in particular and ensure effective representation in the relevant coordination meetings
• Develop case papers/policy briefs to drive WVU advocacy efforts on education in the technical working group meetings andto regularly interface with other subject matter specialists in the WVU Ministry priorities to foster integration the project with other ministry areas

Capacity building
• Identify technical capacity needs and organize capacity building activities for WVU staff and partners
• Support the project implementation team to build school and community based capacity in collaboration
 


Qualifications:
Education/Knowledge/Technical Skills and Experience

• Masters Degree in Education, Social Sciences
• Proven experience of at least 10 years of managing Education programs with reputable institution, national or international NGO
• Good understanding of educationconcepts and issues in development context especially in Uganda Working knowledge of the logical framework approach to project design, monitoring and evaluation/ project cycle management
• Working knowledge of data analysis software such as SPSS, Ms Excel, stata
• Demonstrated experience and skill in research, analysis and report writing
• Strong facilitation and presentation skills with a passion for sharing knowledge
• Ability to work independently and as part of a diverse team
• Ability and willingness to travel regularly to field sites
• Computer literate
• Must be a committed Christian, able to stand above denominational diversities.
