THE OPPORTUNITY
Crossroads International is seeking a resourceful, organized Monitoring, Evaluation, Accountability and Learning Officer (MEAL) for the exciting inception of the Mastercard Scholars for Social Change (SSC) Program in Uganda. Under the supervision of the SSC Project Manager, the incumbent assumes a strategic role in reporting on the results of the SSC project. The position includes responsibility for setting up and managing the monitoring, evaluation and learning process, developing and monitoring the project implementation plan, monitoring and evaluating project performance indicators, meeting the performance commitments of the funding agreement signed with the Mastercard Foundation, and capitalizing on project experience. The ideal candidate is passionate about the rights of women and girls, is committed to high performance and sharing their expertise to support the mission, vision and results of the project and is captivated by the opportunity to make change for youth.

The Scholars for Social Change Program aims to leverage on-the-job training to match Mastercard scholars with career pathways and fellowship opportunities that leverage their transformative leadership as well as technical skills. The on-the-job training, along with preplacement and postplacement components of the fellowship program, will support the development of practical skills to adequately equip scholars to seek employment and advocate for gender equity as well as teaching them skills to develop business relationships and maintain professional development skills.

The SSC program, funded by Mastercard Foundation, will provide 50 graduate alumni of the Mastercard Foundation Scholars program (70% young women), between 22 and 35 years of age, with two-year fellowship opportunities primarily in Uganda, linked to their field of study and experience within Crossroads’ deep-rooted network of local development partners.

The ideal candidate will be personally aligned with Crossroads’ vision of ONE WORLD where poverty is eliminated, equality prevails, and the rights of women and girls are fulfilled.

HOW YOU WILL MAKE AN IMPACT
1. Monitoring, Evaluation, Accountability, and Learning
o Support the development and implementation of the project’s MEAL strategy
o Develop and share various MEAL tools and processes
o Ensure updates and supervision of the MEAL system in collaboration with the project manager and the Crossroads project manager in Canada
o Ensure strong and effective integration of the gender equality strategy within the project
o Create synergies and promote the sharing of knowledge and practices between project activities and those of other projects in the same field
o Coordinate the baseline study report, the mid-term evaluation and the final evaluation of the project
o Contribute to the development of the project implementation plan
o Develop tools for monitoring project indicators and activities
2. Data Collection and Analysis
o Train field agents on monitoring tools and monitor their use during data collection on field visits, specifically in relation to logistics and budget
o Write explanatory notes to facilitate the use of the monitoring-evaluation and data collection tools developed
o Ensure data collection, processing and analysis, disaggregated by gender and other criteria
o Collaborate in the analysis, interpretation and synthesis of data collected
o Develop and periodically update tools for monitoring and evaluating project results
o Ensure rigorous monitoring of field activities by tracking key indicators
o Prepare quarterly and annual evaluation reports on performance indicators and project activities, in a timely manner
o Document, analyze and capitalize on lessons learned and best practices on an annual basis
o Lead the identification of best practices and dissemination of knowledge and lessons learned to project staff, partners, stakeholders, donors and other implementing partners
o Support the project manager in disseminating project results and improving their sustainability over time, as required
o Plan and coordinate quarterly and monthly project reviews and the preparation of various documents (reports, position papers, concept papers, etc.) to present factual results
o Supervise the reporting of Canadian volunteers in support of the project and help them develop all necessary tools
o Build partner and staff capacity in logic model, data management, data analysis, results-based management, M&E methods and principles, report writing techniques and donor requirements to ensure compliance
o Participate in or lead working groups aimed at improving project quality, operational efficiency and the policy and procedural framework

WHAT YOU WILL BRING TO CROSSROADS
• University degree in a relevant field (finance, accounting, project management, administration) or equivalent experience
• At least five (5) years’ experience, including 3 years on projects or programs in a developing country, or as part of an international cooperation project
• Demonstrated skills in project financial management
• Excellent organizational skills, initiative, thoroughness and resourcefulness
• Strong analytical skills and ability to communicate on complex financial issues
• Proficiency in technologies, including SharePoint, Microsoft Office Suite and financial systems
• Knowledge of the development sector, particularly in the field of entrepreneurship and human resources management is an asset
• Excellent oral and written communication skills in English
• Knowledge of a local language is an asset
