Job Summary:
GENEX Cooperative is seeking MEL Specialists for a five-year, USAID-funded project to strengthen the organizational and operational capacities of cattle cooperatives in Nigeria, Kenya, and Uganda. One MEL Specialist in each country will oversee data collection, management, analysis, and applied learning for cattle cooperatives and farmers and will coordinate with the other MEL Specialists to compare interventions and identify opportunities for improvement and adaptation across the project. S/he will be responsible for training cooperatives, farmers, and project staff to reliably and routinely record performance data and to use data to assess progress and inform operational decisions.
Key Duties and Responsibilities:
• Oversee MEL Plan implementation, including collecting and managing data, tracking progress against targets and objectives, reporting routinely, and contributing to project learning agenda;
• Manage quarterly data collection, annual survey administration and analysis, and mid-term and final evaluations;
• Support design and use of data collection and analysis tools, including trackers, surveys, and evaluation guides; and conduct data quality assessments (DQAs);
• Oversee project learning and adaptation activities, including data analysis sessions, pause-and-reflect sessions, and integration of learning into project adaptation;
• Train cooperatives, farmers, and project staff to collect, manage, and apply data to operations; and provide ongoing MEL technical assistance across the project;
• Provide MEL information orally and in writing to USAID, GENEX, and other partners as requested and in line with reporting formats and deadlines; and
• Update country-level input in MEL Plan and provide necessary data for annual workplans.
Qualifications, Skills, and Experience:
• Host country citizenship or residency with work authorization required;
• Bachelor’s degree in statistics, rural development, development economics, or similar field;
• Minimum of 8 years of experience required, at least 5 of which must be related to data collection, management, and/or analysis for international donor programs;
• Knowledge of standard data collection, analysis, and application methodologies required;
• Knowledge of USAID MEL rules, regulations, policies, and procedures required;
• Experience overseeing annual surveys, evaluations, and/or pilot activities strongly preferred;
• Experience providing mentorship and support to project staff and short-term enumerators strongly preferred;
• Professional fluency in Microsoft® suite, English, and common local languages required; and
• Excellent communication skills and ability to lead and motivate diverse groups required.
