Job Description
This is a remote position.

Panagora Group seeks a long-term Monitoring, Evaluation, and Learning (MEL) and Data Director for the USAID-funded Localize Global Health Security (LGHS) project. LGHS supports local partners to address gaps in health security as identified in national health security capacity assessments. LGHS complements the multisectoral cross-technical approaches of other GHS programs to move countries closer to achieving Global Health Security Agenda targets. As a result of this support, local partners will be able to address critical caps in health security through grants and technical assistance in prioritized technical areas, strengthen the organizational capacity of local entities to effectively manage the implementation of health security technical interventions and expand global knowledge base on approaches and best practices for local entities conducting global health security interventions.
The MEL & Data Director (MEL&DD) will oversee all monitoring, evaluation, learning, CLA, and knowledge management and communication (KMC) components of the project. The MEL&DD will lead and work with partners to strengthen and improve coordination and connectivity of health security stakeholders at national, sub-national, and community levels.
This is a full-time remote position in one of the following countries- Kenya, Nigeria, Philippines, South Africa, Uganda, and Zambia. It may require travel to multiple project countries.

Requirements
Principal Duties and Responsibilities
• Provide technical leadership in the development and implementation of the project’s MEL strategy, including monitoring, evaluation, and learning (MEL) plan; knowledge management, and communications (KMC) strategy; and collaborating, learning, and adapting (CLA) processes to create, capture, organize, share, and apply knowledge to strengthen global health security.
• Develop and standardize MEL-related processes across grantees and technical support activities within countries, as well as across countries.
• Facilitate and support the development of reports, work plans, and required routine contractual requirements and ad-hoc reports in relation with MEL and CLA.
• Lead the development of an M&E system for measuring sub-national capacities in alignment with Joint External Evaluation (JEE3.0).
• In collaboration with stakeholders, lead development and design of project metrics (key performance indicators) and MEL systems to track program progress, including dashboards and reports in alignment with USAID policies and expectations.
• In close collaboration with local organizations and M&E experts at the government level, identify and address specific knowledge gaps related to global health security.
• Facilitate high-level discussions among USAID staff and partners regarding the M&E system for measuring sub-national global health security capacities.
• Lead gathering, analysis, and reporting of project performance data and information ensuring accuracy, timeliness, and quality of data in all internal and external reporting and tracking tools.
• Develop and implement a data management system to capture data and information from grantees and other technical assistance activities into the project routine monitoring system and indicators.
• Support the development of a capacity building plan and initiative for grantees and local LGHS staff in charge with data collection, analysis, quality assurance, etc...
• Ensure project MEL, KMC, and CLA activities comply with USAID policies.

Qualifications
• Master’s degree or higher in public health, international development, business, social sciences, or other relevant disciplines
• At least five (5) years of demonstrated experience in International Health Regulation (IHR) M&E framework, Joint External Evaluation (JEEs), State Party Assessment Reports (SPAR), GHS After-Action Reviews (AAR), and simulation exercises (SimEx).
• Familiarity with WHO and World Organization for Animal Health M&E frameworks for GHS Emergency preparedness and response
• Proven experience designing, implementing, and supervising MEL efforts for complex, multi-country USAID-funded programs, including developing performance metrics and frameworks to benchmark systems improvements and achieving results
• At least five years of experience leading and facilitating continuous improvement and learning processes to improve program results and impact, both onsite and remotely
• Proven ability to design rigorous quantitative and qualitative data collection systems and knowledge of data analysis methods and analytics.
• At least five years of experience leading diverse technical teams in knowledge management, adaptive management, and strategic communications initiatives, both onsite and remotely.
• Strong understanding of USAID regulations, approaches, and operations, especially as they relate to M&E reporting requirements, collaboration, and global health
• Familiarity with USAID and public health programming required
• Possess strong interpersonal, writing, and organizational skills to report program and study results.
• English required; proficiency in one or more foreign languages preferred.
