Description
Our client Integrated Seed and Sector Development Uganda (ISSD Uganda) is an independent local NGO in Uganda, which aims to be a leading agricultural development organization in fostering resilient seed and food systems for sustainable agricultural production.
Currently, ISSD Uganda is implementing the Common Ground Project which is a is a 4-year project funded by the Embassy of the Kingdom of the Netherlands, Kampala. The project is a land restoration and farming systems project in the Western and South Western Highlands of Uganda, implemented in a collaborative partnership between Wageningen Environmental Research (WENR) as lead partner, and ISSD Uganda, as the local implementing partner.
ISSD Uganda is looking for a competent and experienced Monitoring, Evaluation & Learning (MEL) Expert to be based in Fort Portal, Uganda
Position overview
The Monitoring, Evaluation & Learning (MEL) Expert is a management position responsible for all matters regarding design, planning, coordination and implementation of the monitoring and evaluation, research, and learning framework of the project. The position also supports capacity building, technical representation and networking at different levels.
Reports To: Chief of Party and technically supervises MEL Officers based in Kabale and Mbale and works closely with thematic experts, the project field officers (IWRM & PIP) and ISSD HQ M&E Manager. The incumbent is also responsible for MEL activities within the Rwenzori region.

Main Duties and Responsibilities
The MEL Expert will oversee the project’s overall approach and activities for monitoring, evaluation, and learning. She/he will develop and manage the MEL plan, learning agenda, and design and implementation of the MEL system. She/he will also lead on the gathering, analysis, and reporting of data and the integration of feedback and adjustments into project planning and implementation. The MEL Expert has the following specific tasks and responsibilities;
• Prepare a detailed MEL plan that is well aligned to the CommonGround project following the approved Results Framework and Logframe clearly stipulating the indicators, data collection tools, project reviews, and reporting framework
• In collaboration with ISSD MEL Manager and WENR Experts, design and implement a robust M&E system for the project which tracks project indicators, based on the approved data collection tools and reporting mechanisms
• Lead the different surveys, including midterm and the endline surveys towards measuring project impact.
• Organize capacity assessments, project data collection activities, analysis, and present programme information to evaluate performance and inform decision-making
• Coordinate the design and implementation of data collection tools to be used for routine monitoring in collaboration with technical experts
• Establish the program Management Information Systems (MIS) and ensure its accessibility to all program implementers and partners at all levels
• Facilitate collection of quality data from the project locations and enter these in a central data base
• Periodically update and maintain the database and manage data in order that it is accessible to staff
• Put in place mechanisms to guarantee data security
• Contribute to the design of and execution of special research studies across the regions to assess programme interventions and impact
• Collaborate with Regional Coordinators and Thematic Experts in conducting spot checks and routine monitoring of field activities
• Analyze data based on regular monitoring for both learning and reporting purposes as well as providing evidence-based feedback to staff and a wider team.
• Plan and implement quarterly, bi-annual and annual programme review and reflection events, including review of the M&E Plan.
• Assist in preparation of quarterly and annual reports reflecting project performance and impact result indicators.
• Support the Communication Officer to document best practices and lessons learned by providing key documentation from any case studies undertaken during project implementation.
• Build capacity for non-MEL project staff at ISSD and partner organizations to embed M&E in their workplans, collect timely data and utilize it for reporting and decision making
• Provide M&E information to management and teams for decision making, management and improving programme strategy/interventions
• Lead the interpretation and dissemination of M&E findings vis-à-vis program goals, objectives and activities to different audiences
• Conduct regular review of the project’s data collection processes, and data quality assessments, and adjust processes as needed
• Participate in regional and district networking engagements focused on coordination, trends in movements of communities, and sector assessments as needed
• Supervise, engage and motivate regional MEL staff based in Mbale and Kabale district to perform their duties
Qualifications, Experience, and Skills
• Bachelor’s degree in any of the following disciplines: Statistics, Social Sciences, Monitoring and Evaluation, or related disciplines; Master’s degree in any of these disciplines including Public Health, Population studies and Demographics is preferred.
• At least 5 years’ work experience in Monitoring and Evaluation of rural development programs.
• Proven record of conducting successful surveys using various methodologies
• Demonstrable leadership capability including working through others to achieve desired results.
• Experience in managing quantitative and qualitative data collection and analysis, soliciting information from individuals of varying socio-economic, ethnic, and linguistic backgrounds.
• Experience in database management, with strong analytical skills and data reporting capacity.
• Strong computer skills with proficiency in Microsoft office packages (Word, Excel, Access and PowerPoint), internet use, and and data management software like statistical packages (SPSS, STATA, NVivo, R etc.).
• Experience in implementing electronic survey systems (e.g. KoboToolbox, or Open Data Kit).
• Ability to work well in a multi-disciplinary team, excellent interpersonal skills, and willingness to travel extensively in Uganda.
• Previous experience in the agriculture or environmental sector with excellent conceptual and analytical skills directly related to work in the sector
• Proficiency in English language with excellent writing skills and able to produce high quality reports
• Ability to work independently with minimal supervision
• Team work and ability to communicate effectively
• Innovation and technologically oriented, applying new approaches and techniques in managing MEL activities.
• Willingness to travel extensively in highland areas of Uganda
