Job Summary:
The USAID/Uganda Biodiversity for Resilience Activity(B4R) provides technical assistance to communities, the government of Uganda, and the private sector, to conserve and manage biodiversity in target ecosystems for lasting environmental and economic sustainability and increased community and household resilience. The Activity works closely with key government agencies including the Uganda Wildlife Authority (UWA) and the National Forestry Authority (NFA) in five target landscapes of Kidepo, Murchison, Budongo, Lake Mburo areas, Kalinzu Central Forest Reserve and Kyambura Wildlife Reserve within Queen Elizabeth landscape.
The Monitoring, Evaluation, Research, Learning, and Adapting (MERLA) Manager leads the M&E unit for the USAID-Uganda Biodiversity for Resilience (B4R) project. B4R is a $26 million, five-year cooperative agreement that seeks to assist communities, the Government of Uganda, and the private sector to conserve and manage biodiversity in target ecosystems for lasting environmental and economic sustainability and increased community and household resilience.
Responsibilities
• Leads project efforts to continuously learn from and adapt ongoing project implementation
• Oversees Activity Monitoring, Evaluation and Learning Plan (AMELP) development, monitoring and reporting of project activities
• Supports work planning, updating of Theory of Change (TOC) and Results Chains using the Conservation Standards
• Ensures the implementation of an effective and efficient system to monitor progress, impacts, and successes of project activities and performance at all levels
• Oversees project reporting, data collection and management, and indicator documentation
• Ensures capacity building and review of Monitoring Evaluation and Learning (MEL) systems for sub-awardees: indicators, MEL plans/ monitoring systems and data collection tools.
• Supervises MERLA Specialist and ensures MERLA specialist supports timely and effective monitoring, collection and documentation of evidence, and data quality assessments prior to USAID reporting.
• Lead design and implementation of project endlines, assessments and outcome surveys to inform progress on specific indicators and action learning research.
• Ensures appropriate disaggregation of project data to understand risks and benefits for actions based on demographics (e.g., youth, gender)
• Liaise with USAID, Uganda Learning Activity (ULA) on all M&E communications, requests for support
• Manage entry of B4R data into USAID online reporting system (DIS) and ensure data integrity for all entries made into the system.
Qualifications
Minimum required Education & Experience
• Master’s degree in Development Studies, Education, Social sciences, Statistics, or related field and minimum of 9 years of experience designing and implementing M&E systems for international donor-funded projects, including USAID-funded projects
• At least 5 years’ experience with USAID-funded project M&E.
• Familiarity and experience with indicators relevant to biodiversity, Feed the Future, and/or climate change preferred
• Ability to articulate and apply Collaboration, Learning and Adapting (CLA) principles
• Skills & Abilities
• Ability to prioritize multiple tasks in a fast paced and complex
• Excellent computer skills including MS Office; ODK, strong presentation skills
• Willingness to conduct short-term missions throughout Uganda in rural settings.
• Strong interpersonal skills and ability to work in a team
• Ability to supervise, mentor, and provide feedback to direct report
• Ability to work well with others
• Ability to listen and communicate well both verbally and in writing
• Ability to work independently
• Attention to detail and accuracy
• Fluency in English is required
