Lighthouse Trust is a registered Public Trust established to manage Centres of Excellence (CoEs) and provide leverage for leadership and delivery of integrated HIV prevention, treatment, care, and support services in Malawi. Lighthouse has been involved in the development of locally applicable HIV care and treatment models. It is strategically positioned in Malawi’s National HIV response due to its close collaboration with the Ministry of Health (MoH). The Lighthouse in close coordination with MoH operates integrated services at Kamuzu and Bwaila Hospitals in Lilongwe, Queen Elizabeth Central Hospital in Blantyre and many districts within the central and northern region. Its strategic approach focus on client-centred care based on four goals which are:-

Goal 1: Service delivery: to enhance high-quality, integrated HIV
Prevention, treatment, care and support services for adults and children

Goal 2: Model interventions and operations research: to develop, pilot, evaluate, and disseminate innovative programs and policies across the continuum of prevention, treatment, care and support for HIV infection and its co-morbidities, both infectious and non-infectious.

Goal 3: Quality management: to ensure that all patients at LH clinics and all supported sites are receiving quality health care and services as recommended the MOH and other health development partners by utilizing quality improvement (QI) methodologies in a multidisciplinary team approach.

Goal 4: Capacity strengthening: to build and strengthen healthcare capacity for high quality HIV prevention, treatment, care and support services

Lighthouse Trust with support from the United States of America President’s Plan for AIDS Relief (PEPFAR) through a Cooperative Agreement with Centres for Disease Control and Prevention has two grants to operate a Center of Excellence for Comprehensive Integrated HIV Care and Treatment Services in Lilongwe, Malawi (Grant #1NU2GGH002131) and also to achieve HIV Epidemic Control through scaling up of Quality Testing, Care and Treatment in sites outside Lilongwe (Grant # 1NU2GGH002003). Through these grants, Lighthouse would like to fill up various positions aimed at supporting establishment of a Centre of Excellence for HIV Management at Tisungane Clinic at Zomba Central Hospital and strengthening service delivery support in Lilongwe, Malawi.

MONITORING & EVALUATION OFFICER (1 POSITION)
Position Title : Monitoring and Evaluation Officer (Quote Ref MEO1)
Reports to : Monitoring and Evaluation Manager
Team : Monitoring, Evaluation & Research Team
Location : Tisungane Clinic, ZCH. Zomba

Purpose of the Position:
The incumbent will join the current Monitoring and Evaluation team to support planning and overseeing the implementation of the existing and new data collection systems. The Monitoring and Evaluation Manager will serve as an investigator for operational research studies and provide technical support for protocol writing, data collection, analysis and scientific paper writing.

Responsibilities (which include, but are not limited to):

• Lead the review of strategy, project, or activity level M&E plans
  
• Design and implement both performance and impact evaluations for HIV testing, Clinic and community health Services supported by Lighthouse Provides technical support for monitoring, evaluation and learning efforts, primarily to program staff at Tisungane Family Centre
  
• Facilitates and contributes to program/intervention design sessions to develop project approaches, theories of change and activity designs, and to identify expected results and benchmarks to track changes during service delivery
  
• Work with programme leads to prepare specific logic frames including defining objectives, establishing targets and developing data collection tools
  
• Support formal evaluations for Lighthouse medical services and external evaluations for Lighthouse supported projects
  
• Designing, implementing and managing large patient-level databases
  
• Support Lighthouse staff to increase their technical capacity in monitoring, evaluation and operation research
  
• Design operational research projects that apply valid statistical techniques in order to structure and conduct uncompressed and efficient statistical analyses
  
• Analyse and interpret statistical data in order to identify changes, trends or relationships in the sources of information.
  
• Conduct DQA’s
  

Qualifications, Skills and Competencies

• Minimum of degree’s level education in public health, statistics, Biostatistics, epidemiology, computer science, information Technology or related field
  
• At least 3 years of experience in advanced statistical analysis, monitoring and evaluation
  
• Excellent computer and database management skills in MySQL, Ms Access or other relevant software
  
• Good experience in statistical analysis (SPSS, STATA, R and SAS).
  
• Good technical writing skills
  
• Experience in data visualization
  
• Ability to work independently and as a member of a team, coordinate and effectively meet program goals
  
• Energetic, detail oriented, and self-motivated individual with demonstrated maturity and seasoned judgment
  
• Strong communication skills, and ability to prioritize and manage competing demands.
