JOB DETAILS:
The United Nations Capital Development Fund (UNCDF) makes public and private finance work for the poor in the world’s 46 least developed countries. With its capital mandate and instruments, UNCDF offers “last mile” finance models that unlock public and private resources, especially at the domestic level, to reduce poverty and support local economic development.

UNCDF’s financing models work through three channels: inclusive digital economies, connecting individuals, households, and small businesses with financial eco-systems that catalyze participation in the local economy, and provide tools to climb out of poverty and manage financial lives; local development finance, that capacitates localities through fiscal decentralization, innovative municipal finance, and structured project finance to drive local economic expansion and sustainable development; and investment finance, that provides catalytic financial structuring, de-risking, and capital deployment to drive SDG impact and domestic resource mobilization. By strengthening how finance works for poor people at the household, small enterprise, and local infrastructure levels, UNCDF contributes to Sustainable Development Goal-SDG 1 on eradicating poverty and SDG 17 on the means of implementation. By identifying those market segments where innovative financing models can have transformational impact in helping to reach the last mile and address exclusion and inequalities of access, UNCDF contributes to a broad diversity of SDGs.

Context
The Inclusive Digital Economies (IDE) team supports the development of digital finance solutions to mobilize capital that contribute to the achievements of the SDGs  in developing countries, in particular LDCs. Through its engagement with public and private stakeholders, the IDE team couples its technical expertise with performance-based financing and other instruments (loans, guarantees) to unlock flows of capital. In line with UNCDF’s strategic framework, the IDE team focuses on the following areas: MSME finance, energy transition, climate finance, women’s economic empowerment, and remittances for development. 

In East and Southern Africa UNCDF IDE is implementing various projects, providing financial support and technical assistance to the public and the private sector with the objective to catalyze and mobilize capital flows for micro- and small businesses, leveraging digital solutions. In Uganda, the IDE team is currently implementing the following projects:
• “Connect rural Uganda” (2019-2025) aims to improve economic opportunities and increase resilience of women, youth, smallholder farmers and refugees in Northern Uganda by improving last mile delivery of services in agriculture, health, education and finance, by leveraging technology. The project ends mid-2025.
• In 20224, UNCDF Uganda partnered with World Food Programme (WFP) to implement its Agriculture Market Support (AMS) activities. The project is funded by the MasterCard Foundation and contributes to the foundations’ Young Africa Works strategy to create decent and fulfilling work and business growth opportunities for the youth and women, and increase financial inclusion.
• With support from EU-ECHO, UNCDF is also starting activities in Southwestern Uganda to enhance access to affordable finance and improve digital financial literacy of refugees and host community members, with the objective to boost income-generating activities increase the number of people with sustainable and self-reliant livelihoods.
• In 2023 the second phase of the START Facility (Support to Agricultural Revitalization & Transformation) was launched, with the objective to promote growth and job creation by investing in integrated and sustainable agribusiness SMEs. This includes support on SME digitization, to empower agribusiness SMEs across Uganda to access affordable medium-term financing to expand and grow their agribusinesses while working with value chain actors to increase access to quality inputs, extension and advisory services, and markets.
• With Funding from Mastercard Foundation UNCDF IDE is kicking off the 10X project which promotes the growth of youth-led MSMEs, by supporting digital platforms that enable improved efficiency, and access to markets and finance. The project is implemented with a consortium including Outbox, Refactory, and Women in Technology Uganda.

Task description
Under the direct supervision of the IDE Country Lead and technical oversight from the IDE Regional Results Measurement Specialist , the Monitoring and Evaluation Officer will be responsible for leading the implementation of the results measurement strategy for UNCDF IDE in Uganda. This includes:
Monitoring and measurement:
• Implement the results measurement framework for Uganda;
• Develop and maintain a system that aggregates programme results and conduct analysis on programme performance and results to extract relevant findings for strategic decision-making on programme level;
• Support the development of indicators, setting targets and baselines, and design monitoring tools for interventions (results chains, data collection plans);
• Support project monitoring (field visits, key informant interviews, validation of partner reporting, spot checks, project evaluations, etc.);
• Plan, design, implement/manage quantitative and qualitative research to identify programme priorities, inform market engagements, and capture programme results and impact;
• Support country and programme-specific reviews and evaluations;
• Train team members and partners on results measurement standards, processes, and tools;
• Support country and programme-specific annual planning and budgeting.
Programme design:
• Contribute to the formulation and revisions of the country strategy;
• Support the design of new programs in developing theories of change, ensuring alignment to country, UNCDF, and development priorities and building on lessons learned.
Reporting and knowledge-sharing:
• Review and contribute to progress reports and donor reporting;
• Contribute to knowledge products to share programme results and learnings;
• Contribute to annual monitoring and reporting related to the UN Sustainable Development Cooperation Framework (UNSDCF);
• Lead the reporting to the Integrated Results and Resources Matrix (IRRM) of the UNCDF Strategic Framework 2022 – 2026 for IDE UNCDF Uganda.

Required experience
• 7 years of experience in designing and implementing results measurement systems in the development context at the national or international level.
• Minimum of three (3) years of experience designing, conducting and/or managing qualitative and quantitative research.
• Work experience with programmes that apply a Market Systems Development approach is considered a plus.
• Work experience in the field of digital/financial inclusion is considered a plus.
• Excellent oral and written skills; excellent drafting, formulation, reporting skills.
