JOB DETAILS:
Background
In 2000, the UN Security Council adopted a landmark resolution that not only acknowledged the disproportionate and unique impact of armed conflict on women and girls, but also the vital role they play in conflict prevention and resolution.
The UN Security Council Resolution (UNSCR) 1325, established a powerful normative framework to ensure women’s needs, voices and perspectives to prevent, resolve and recover from conflict and build sustainable peace. The UNSCR 1325 is based on four main pillars that emphasize the meaningful inclusion of women in; participation, protection, prevention and relief and recovery during all peace building processes.
The Government of Uganda was among the first countries in Africa to adopt the UNSCR 1325 into a National Action Plan in 2008 and has since developed and implemented 2 National Action Plans (2008 and 2011). In 2018, the Ministry of Gender, Labour and Social Development (MoGLSD), supported by UN Women with funding from the Government of Norway, developed the third National Action Plan (2021 –2025) picking from lessons and challenges from the reviews of the previous NAPs. The NAP III was launched in 2021 and implementation commenced immediately.
The NAP provides a framework for the implementation of UNSCR 1325 in alignment with National Development Plan III (2020/21 -2024/25) and other relevant regional and international frameworks. The NAP together with the national laws provide the standards for strengthening women’s participation and involvement in peace and security processes. Women Peace and Security (WPS) has become an important agenda to the development of any nation and is critical to the achievement of the Sustainable Development Goals (SDGs) 5 and 16 and other international instruments.
Since the adoption of NAP III WPS 2021 – 2025 in March 2021, various WPS actors in the country including Ministries, Departments and Agencies (MDAs), District Local Governments, Civil Society and Academic institutions have been implementing different components of the NAP III WPS. The implementation of NAP III is guided by the monitoring and reporting plan. In line with this plan, a midterm review (MTR) is to be conducted to assess level of progress in implementation, take stock of any results and achievements, lessons and challenges and emerging issues that need to be taken into consideration. The MoGLSD with support from UN Women will lead the midterm review process which will offer recommendations and a way forward for the full implementation of NAP III WPS.
The midterm review will provide an opportunity to capture the gains made at the national and sub national levels by highlighting implementation progress, gaps and challenges, as well as emerging trends and priorities on WPS.

Duties and Responsibilities
Duties and responsibilities of the consultant
The consultant will have the following roles:
• Provide technical leadership in development of the MTR methodology and conducting the MTR
• Ensuring that deliverables meet quality and timeliness expectations.
• Conduct data collections at both regional and national level
• Designing and facilitating the MTR validation workshop
• Produce the MTR report.

Required Skills and Experience
Education
• A Master’s Degree or equivalent in Gender / Women's studies, Peace and Conflict Studies, Social Sciences, Human Rights, or a related field is required.
• A first-level relevant university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
• At least 7 years’ progressively responsible experience in conflict prevention and peacebuilding programming, training, and/or analysis with significant experience mainstreaming gender into analysis processes.
• Technical experience working on the Women, Peace, and Security agenda.
• Strong understanding of the Women, Peace, and Security Agenda, normative frameworks, and WPS programming.
• Demonstrated experience in doing research and analysis on areas of gender, development, peace, and security and demonstrated publications.
• Demonstrated working relationships with state actors at the national, sub national level, peace actors, women’s human rights and gender equality organizations, development partners that can be activated for the purposes of the data collection and analysis.
• Demonstrated excellent written and oral communication skills in English.
• Ability to work independently and deliver on tight timelines.
