Scope of Assignment

Main Objectives:

The assignment aims to support the Ministry of Education and Sports (MoES) in designing and scaling a 12-month teacher internship programme as part of the National Teacher Policy (NTP). This aligns with Uganda’s Education and Sports Sector Strategic Plan (ESSP) 2020/21 – 2024/25 and focuses on:

  1. Ensuring equitable access to quality education.
  2. Improving the efficiency and effectiveness of teacher training and management.
  3. Strengthening pre-service training for teacher candidates through a structured internship.

Specific Objectives:

  1. Conduct a feasibility study to assess technical and financial implications of scaling up the internship programme.
  2. Propose gradual implementation options for the programme.
  3. Develop a roadmap for designing and implementing the internship programme.

Methodology & General Approach

Phase 1: Desk Review and Scoping Meeting

  • Rapid desk review of key policy documents, including sector strategy, teacher policy, and current training programs.
  • Conduct a scoping meeting with MoES and RTIA to finalize the work plan, methodology, and timeline.

Phase 2: Stakeholder Consultations and Focus Groups

  • Conduct key informant interviews with relevant stakeholders (MoES, TETD, UNITE, Teacher Training Institutions).
  • Facilitate focus group discussions with institutions involved in teacher training to gather insights.
  • Identify lessons learned from similar internship programmes locally and internationally (focus on East Africa).

Phase 3: Feasibility Study and Design Options

  • Analyze existing practical experiences and compare them to similar internship programmes in other countries.
  • Assess institutional mandates and capacity for leading the programme.
  • Conduct a cost analysis to determine human and financial resource requirements.
  • Propose design options, including eligibility criteria for schools of practice.

Phase 4: Roadmap and Policy Brief Development

  • Develop a roadmap for gradual programme implementation, including gender considerations.
  • Draft a policy brief highlighting findings, best practices, and recommendations.

Phase 5: Validation and Final Reporting

  • Facilitate workshops with MoES to validate the feasibility study and roadmap.
  • Prepare a final report summarizing findings, recommendations, and implementation strategies.

Roles and Responsibilities

Ministry of Education and Sports (MoES):

  • Provide all relevant documentation and facilitate meetings.
  • Organize workshops and approve deliverables.

RTIA Facility:

  • Contract and onboard consultants.
  • Monitor progress and validate deliverables.
  • Ensure quality control and provide feedback.

The National Expert:

  • Conduct stakeholder consultations, interviews, and data collection.
  • Analyze the current and comparable internship programmes.
  • Draft the feasibility study, roadmap, and policy brief.
  • Facilitate workshops and ensure stakeholder participation.
  • Prepare and deliver high-quality reports within agreed timelines.

Expert Profile

Academic Qualifications:

  • Master’s degree in Education Sciences or a related field.

General Work Experience:

  • Minimum of 7 years of professional experience in education and training.
  • Proven knowledge of Uganda’s education system.

Specific Work Experience:

  • Significant experience in the evaluation, analysis, or development of strategies for pre-service and in-service teacher training.
  • Experience conducting feasibility studies and developing implementation roadmaps.
  • Knowledge of initial teacher training challenges and opportunities.

Language Proficiency:

  • Excellent written and spoken English.
  • Fluency in French is an asset.

Interpersonal and Soft Skills:

  • Strong analytical and report-writing skills.
  • Ability to lead workshops and work effectively in a diverse team.
  • Commitment to high levels of integrity and conduct.

Additional Assets:

  • Knowledge of gender equality frameworks and policy considerations.
  • Experience working with international partners and government agencies.
