Global Water Partnership Eastern Africa(GWPEA) is one of the 13 regional networks that was constituted in 2003 by stakeholders to support the sustainable development and management of water resources at all levels in the region. GWPEA is currently composed of nine Country Water Partnerships (Burundi, Egypt, Eritrea, Ethiopia, Kenya, Rwanda, Somalia, Sudan, and Somalia) and counts over 200 partners working in these Countries. GWPEA works with these country water partnerships to address water security issues and environmental challenges such as drought, floods, food insecurity, climate change and water insecurity.

Somalia GCF Readiness project : NDA Strengthening, Country Programming, and Pipeline Development
In November 2021, the Green Climate Fund (GCF) approved a GCF Readiness proposal for NDA Strengthening, Country Programming, and Pipeline Development for the Federal Republic of Somalia. The Readiness and Preparatory Support Programme (the Readiness Programme) will support the country’s initiatives as well as strengthen the institutional capacities, governance mechanisms, and planning and programming frameworks towards a transformational long-term climate action agenda in Somalia. The Global Water Partnership Organisation (GWPO) is supporting the Federal Republic of Somalia as a Delivery Partner for this Readiness project and is responsible for overall supervision and implementation of this project in Somalia. The execution of the Readiness project activities are undertaken under the Technical Advisory, Guidance and Financial Management of the GWP Eastern Africa (GWPEA) in Entebbe, Somalia. The project has a dedicated Project Management Unit (PMU) hosted at Somalia’s Ministry of Environment & Climate Change, i.e., its GCF National Designated Authority (NDA).
The main goal of the project is to enhance the capacity of the NDA to oversee climate finance flows, guide GCF project development, develop country programming as well as project pipeline development. The project focuses on four areas including capacity building, strategic frameworks, pipeline development and knowledge sharing and learning.
Gender and social inclusion as well as upscaling of gender transformative approaches are key in implementation of the project. It’s against this background that GWPEA seeks to hire a national gender specialist consultant to provide gender and social inclusion expertise to all activities and outputs of the Somalia GCF project through working with the GWPEA Gender Advisor.

Objectives of the Consultancy

The objective of the assignment is to supporting gender mainstreaming and integration of gender transformative approaches in all outputs and activities of Somalia GCF Readiness project: NDA Strengthening, Country Programming, and Pipeline Development

Specific Objectives
• To undertake gender analysis for integration of gender into climate change and Water security programming and finances
• Support integration of gender /gender transformative approaches into GCF Readiness project activities and outputs.

Scope of Work

The scope of services in this consultancy shall comprise the following:
To undertake gender analysis for integration of gender into climate change and Water security
To achieve this task, the consultant is expected to;
Review relevant literature on the following.

• Policies, laws, institutions, cultural norms/practices that shape or (re)enforce gender inequalities at the country level ,
• existing level of integration of gender in the climate change related policies,
• Review the laws, policies, and resource allocations that define/shape gender integration in climate financing.Budgeting
• root causes related to gendered inequalities in water security and climate change adaptation and past, on-going, new and planned programs and projects on water security and climate resilience at country level.
• Analysing general gender inequality issues at Country Level
• Identify gaps and opportunities to promote gender transformative approaches in national and sectoral (climate change -related) development programs.
• Identify country priority actions ,clear entry points, key institutions, champions that the country needs to consider in promoting gender transformative approaches for strengthening water security and climate resilience financing
• Recommend on actions and activities to address the gaps and guide the integration including the development of a gender action for water security and climate resilience financing
• Support integration of gender /gender transformative approaches in the implementation of all GCF Readiness project activities and outputs .

To achieve this task, the consultant is expected provide gender and social inclusion expertise to all activities and outputs of the Readiness Project as follows;
• Train NDA staff on gender and social inclusion and GCF Gender, Environment and Social Inclusion Policies and procedures
• Integrate Gender in the development a climate finance policy and ensure both women and men and youth are engaged during the development process
• Integrate gender transformative approaches in GCF Country Programme including identifying key gender transformative priorities and implementable projects for GCF funding.
• Support gender mainstreaming in the development of Concept Notes by conducting gender assessment and development of Gender and social inclusion plan for the project , identify gender-responsive and social inclusion indicators for the pipeline project as may be required according to the level of risks and impacts, and of the proposed project/programme-.
• Utilize gender analysis findings (objective 1) to support development of project related knowledge materials such as technical/policy briefs,
• Document key project results and lessons to be generated from the processes and activities of implementing the project mainly focusing on gender aspects.

Expected Deliverables and Timelines
• Inception report- highlighting a detailed work plan and timelines, detailed methodology (with tools) and report format to be submitted within 5 working days from the commencement of the assignment.
• Gender Analysis Report and Gender Action Plan/Technical or Policy Brief to be submitted within 15 working days after approval of the methodology and Inception Report
• Gender and Social Inclusion in GCF Readiness project activities and outputs (NDA staff trained on gender and social inclusion and GCF Gender, Environment and Social Inclusion Policies and procedures ; Gender Responsive Climate Finance Policy, Gender Transformative GCF Country Programme, Gender Responsive and Inclusive Concept notes and gender related knowledge materials developed)- delivered within the contract period and depending on the project workplan and timeline.
• Reporting arrangements (Supervision and Collaboration)
• The consultant will report to Project Coordinator Somalia Readiness Project , collaborate with the GWPEA Gender Advisor , Project Implementation Unit, NDA and with overall guidance of GWPEA Secretariat.

Time Schedule
• The total duration of the assignment will be undertaken in timeframe of 6 months, from the date of commencement. All the deliverables, including annexes, notes and reports should be submitted to the client in English.Upon receipt of the deliverables and related reports, they will be reviewed and approved by GWPEA Secretariat,

Required experience and qualifications.

• The Consultant should fulfill the following requirements:
• The consultant should have mminimum qualification with Master’s degree in development studies, gender studies, social sciences, or related field with a bias in climate change programming and financing
• At least 7 years of experience in years in gender related work including gender analysis, stakeholder engagements, training and developing gender sensitive or gender transformative projects/ programmes or plans in climate resilience and water security.
• An understanding of gender inequality and understanding of the institutional and policy environment around water security, climate resilience building and gender equality in the country
• At least five years of working experience in the region and/or in the country preferably Somalia in gender equality and the field of climate change, water and natural resources is an advantage.
• Excellent analytical and writing skills and very good organisational and task management skills, demonstrated teamwork skills and ability to work independently.
• Fluency in English language is a must, another regional language is an advantage.
• Experience of collaborating and/or working with government institutions and agencies
• Ability to work with a diverse group of people, both independently and as part of a team
