Introduction
The ILO Office for East Africa covering the countries of Tanzania, Kenya, Uganda, Rwanda and Burundi works with the member states governments, social partners – workers and employers organizations to enhance freedom of association, social dialogue, entrepreneurship, skills development, ending child labour, among others. The Office also supports technical cooperation projects in a number of areas related to its mandate in close collaboration with the umbrella organizations for employers and workers.
The ILO seeks to recruit a National Project Coordinator at the NOB level for a new project that aims to contribute to strengthening the capacity of the Uganda Government to Address Child Labor and/or Forced Labor/Trafficking in Persons, and Violations of Acceptable Conditions of Work and regional component that covers the East Africa Secretariat. The project seeks to promote enhanced enforcement of the legal framework and policies pertaining Child Labor and/or Forced Labor/Trafficking in Persons, and Violations of Acceptable Conditions of Work – this includes improvement of assistance services for victims of child labour and forced labour and strengthening partnerships to accelerate progress in addressing child labour, forced labour and violations of acceptable forms of work. The project has also a regional component that focuses on the East Africa Secretariat to ensure that the Uganda and Kenya policies pertaining to child labour, forced labour and human trafficking are aligned to the EAC protocols.
The National Project Coordinator will coordinate the national (Uganda and EAC) component of the project. As a team member, the NPC will provide leadership of the project team based in Kampala by ensuring comprehensive and professional services in the design and implementation of project outcomes and outputs that facilitate implementation of the overall Project and the Office’s programme of work. The NPC will oversees the work of the Finance and Administration Assistant (FAA) and Driver and may also be required to oversee other operational areas such as procurement, facilities and asset management, security, communications, information management and information technology (IT). The NPC is expected to ensure that project activities are delivered in an efficient, effective and client oriented manner following the ILO standards and procedures. He/ She will contribute to the development and enhancement of work methods and procedures as governed by established rules, regulations, policies, procedures and guidelines.
The NPC is expected to exercise a high degree of independence in completing work assignments.
Reporting line
Under the overall responsibility and guidance of the Director of ILO Country Office for the United Republic of Tanzania, Burundi, Kenya, Rwanda and Uganda (CO-Dar Es Salaam) and direct supervision of the Chief, Technical Advisor (CTA) based in Nairobi, the NPC will coordinate the Uganda component of the Project. He/she will work in close cooperation and coordination with Programme Unit of the Kampala Office and other Projects in the office. He/she will also receive technical guidance of the Fundamental Principles and Rights at Work Specialist based in the ILO Decent Work Technical Support Team for Eastern and Southern Africa (DWT-Pretoria) and Desk Officer based in FUNDAMENTALS HQ. The NPC will actively collaborate with other specialists in the DWT-Pretoria, the FUNDAMENTALS team based in Geneva under the overall supervision of the Head of the Solutions and Innovation Unit at FUNDAMENTALS, the Regional Office and other units within the ILO.
