Background
The Government of Uganda, through the Department of Water Quality Management under the Directorate of Water Resources Management in the Ministry of Water and Environment is implementing a three (3) year research project "Sustainable Water Quality Management supporting Uganda's development" (SWAQ-Uganda)". The Project with funding from Austrian Development Agency (ADA), the project will be implemented jointly by the International Institute for Applied Science Analysis (IIASA), the University of Natural Resources and Applied Life Sciences (BOKU) based in Austria and the Directorate of Water Resources Management (DWRM) as the local partner in Uganda.
The objective of the project is to contribute to the sustainable management of water resources in Uganda, integrating water, health, agriculture, industry, and environmental sectors. This is in line with the integrated water resources management approach stipulated in the Ugandan National Water Policy and the Uganda catchment management guidelines. The expected outcome is to improve knowledge and enhance the institutional capacity in sustainable water quality management in Uganda in support of policy making and effective water resources management.
Main Purpose
The principal role of the National Project Focal Point officer (NPFP) will be to ensure effective project implementation and coordination of all the assigned SWAQ-Uganda project activities in Uganda as described in the project document (PD). The NPFP will facilitate efficient coordination and communication among all different agencies in Uganda, the local grant manager and with the partners in Austria. The NPFP will be responsible for ensuring and facilitating all the required documentation for reporting to the Local Grant Manager.
Qualification, skills and general requirements
1. Degree in Water Quality, Water Resources, Environmental Management or a related field.
2. A Post Graduate training in Water Quality, Water Resources or Environmental Management and at least 10 years of work experience in Water Quality and Water Resources Management, or a related field is desirable.
3. Knowledge of water quality monitoring and management is a requirement.
4. Knowledge of water quality analysis gained from several years of working in a busy water laboratory is an added advantage.
5. Previous experience as an employee or an external partner with Ministry of Water and Environment is a requirement.
6. Proven experience in managing projects at national / regional or international levels.
7. Experience with financial procedures and reporting are essential, and ability to develop working budgets.
8. Experience with organizing and facilitating stakeholder workshops and other types of meetings is desirable.
9. Ability to plan, organize and effectively implement activities.
10. Strong analytical thinking and advanced problem- solving skills.
11. Reliable, stress resistance, accurate and structured work style.
12. An excellent team player with strong interpersonal skills.
13. Effective communication skills, in both written and spoken English.
14. Strong stakeholder engagement and mobilization skills.
