JOB DETAILS:
3 Scope of Work
The scope of work will include but is not limited to the following:-
i. Coordinate the implementation of the National Electrification Strategy (NES)
by the different stakeholders (UMEME,UEDCL,ERA and other service
providers);
ii. Coordinate and monitor the implementation of EASP in line with the NES
priorities and the Electricity Connections Policy (ECP);
iii. Harmonize the main grid and off-grid prioritized expansion and
strengthening the electricity distribution network under EASP with NES
priorities;
iv. Set priorities for accelerated scale-up of service connections for residential
and non-residential consumer to the grid network;
v. Coordinate and monitor the increased access to off-grid electricity in areas
zoned beyond the reach of the existing and planned distribution networks
to:-
a. Refugee settlements and their host communities
b. Public institutions.
vi. Monitor and review the progress of electrification project activities governed
by National approved electrification strategies and plans, including the
efficiency of the Electricity Connections Policy (ECP) and advise on
required adaptions to the changing realities.
vii. Review the evolving terrain of electrification technologies vis-à-vis the
shifting users’ demands and advise on the key modifications towards
appropriate standards to be implemented.
viii. Review electrification reports submitted from PIU to PCU to assess the
progress being made in implementation and proactively identify risks for
mitigation by the PIU/PDSC
ix. Monitor and Review the electrification progress being reported vis-a-vis the
established plans and budgets to ensure that the costs of implementation is
within the plans and budgets.
x. Monitor and review the productive use of energy in NES and ECP through
reviews of the proposed interventions and propose acceleration of
productive use of energy under the EASP.
xi. Review the performance of electrification of industrial parks and propose
appropriate measures to ensure accelerated tangible uptake of energy
delivery capacity in existing electrified parks in consultation with other
stakeholders.
xii. Explore possibilities of a secondary tier of productive user clusters that may
not be in industrial parks, especially in the SME categories.
xiii. Prepare monthly, quarterly and annual project monitoring and progress
reports.
xiv. Carry out any other duties as assigned by the Project Coordination Manager
(PCM) provided these duties contribute to achieving the development
objectives of the EASP project..
1.4 Person Specifications
a) Qualifications
i. Bachelor’s Degree in Engineering (Electrical/Power Systems) from a
recognized University;
ii. Master’s Degree in Engineering (Electrical/Power
Systems)/Management/Business Administration/Project Planning and
Management/Energy Economics/ Project Monitoring and Evaluation;
iii. Registration with the Engineers Registration Board.
a) Experience
i. At least eight (8) years of relevant professional experience in planning and
implementation of electricity distribution expansion and connections
projects in the electricity sector, with at least four (4) years at senior level in
a reputable electricity utility or energy Ministries, Departments and Agencies
(MDAs).
ii. Specific experience in the implementation of at least one electricity network
expansion/connections project at national /regional utility with demonstrable
success, financed by Government, a national utility,
Multilateral/Development Financial Institutions such as the World Bank,
ADB, AFD, KfW, China Exim Bank or equivalent..

1.5 Duration of the Assignment
The assignment shall be for an initial period of three (3) years, renewable subject
to satisfactory performance.
1.6 Reporting Obligations
The National Electrification Specialist will report to the Project Coordination
Manager, EASP-PCU at MEMD.
