General summary:
The Occupational Health, Safety, Environmental and Safeguarding Manager will be responsible for creating a safe working environment and compliance with Occupational Health, Safety, Environment, and Safeguarding regulatory requirements
Key Responsibilities:
• Develop and implement functional strategies for ensuring that the Institutes’ resources, both human and physical, operate in a safe and healthy environment;
• Create and maintain a program for Environmental Management system (ISO 14001) certification and continuous environmental performance
• Organize and participate in statutory OHSE and safeguarding audits by government and donor-specified requirements
• Review and update or develop policies and procedures to guide the safe execution of the Institute’s operations in line with statutory and professional standards;
• Develop and oversee the implementation of annual HSE and ISO plans & procedures, and safe work practices that comply with the legal requirements of the Republic of Uganda and Donor requirements.
• Build capacity and awareness of health, safety, environmental and safeguarding standards, and policies within IDI programs, especially during proposal development, implementation, monitoring, and evaluation.
• Keep abreast of key trends in health, safety, and safeguarding practices to inform continuous improvement initiatives within the Institute
• Conducting regular EHS and safeguarding monitoring across IDI facilities to ensure compliance with the OHS Policy, National Environmental Legislation, and IDI safeguarding policy and make recommendations on continuous improvement or remedial action;
• Develop relevant OHSE and safeguarding reports to inform continuous improvement and decision making;
• Lead periodic status meetings with assigned representatives to review OHSE and safeguarding performance on the ground;
• Lead investigations into accidents or incidents and advise management on appropriate action;
• Perform regular environmental and safeguarding audits to monitor emissions, contaminations, and damages.
• Manage and organize the safe disposal of Medical waste and hazardous substances in compliance with current waste disposal requirements;
• Ensure competence within the function through training and development, coaching and mentorship, and performance management;
• Review and approve requisitions for items and services relating to OHSE and safeguarding from responsible functions;
• Develop the function's budget in line with the approved work plan and functional strategic objectives;
• Liaise with external stakeholders including donors and government ministries on matters related to EHS management and safeguarding.
• Maintain and update EHS and safeguarding records and materials, and avail them whenever needed.
• Support OSH and safeguarding committee meetings to ensure that their recommendations are effected timely.
• Prepare quarterly reports on the Institute EHS and safeguarding performance to the Senior Human Resource Manager.
• Maintain and update the institute’s Waste Management Plan.
Person Specification
Qualifications and Experience:
• Demonstrated knowledge of relevant OSHE and safeguarding regulations;
• Demonstrated knowledge of the safe system of work in the health sector;
• Demonstrated knowledge of accident/incident investigation and management processes;
• Demonstrated knowledge of risk management processes;
• Demonstrated knowledge of OHSE and safeguarding report writing;
• Demonstrated knowledge of developing and updating OSHE and safeguarding policies and procedures;
• Ability to work under pressure with minimum or no supervision;
• Excellent interpersonal, communication, supervision, reporting, and organization skills with a high demonstrable level of integrity and confidentiality
Required Knowledge, Skills and Abilities:
• The ideal candidate for the Occupational Health, Safety, Environment, and Safeguarding Manager should hold a minimum Bachelor’s degree in Environmental Management, Health, and Safety or a related field
• Minimum of 5 Years of relevant experience in HSE and Safeguarding. (Experience in Not-for-Profit Health-related organizations is an added advantage).
• Certificate in NEBOSH, SAMTRAC, or related qualification;
